The Asset Management Corporation of Nigeria (AMCON) has provided clarification on the nine–day timeline given to interested buyers of Mainstreet Bank to submit their expression of interest.
The corporation in a statement signed by its Chief Information Officer, Mr. Kayode Lambo, said the nine-day deadline was adequate for any serious buyer to respond with the required basic information on the entity interested to be admitted into the sale process as well as reasons or basis for the interest.
“The number of days required to submit an expression of interest is more than adequate for any serious buyer to respond with the required basic information,” the statement said.
The corporation also assured all stakeholders that it was committed to ensuring fairness and transparency in the divestment process as it had selected reputable world class firms of Barclays/Afrinvest and Banwo & Ighodalo as financial and legal advisers to the divestment exercise.
“At this stage, bidders are neither required to conduct any due diligence on Mainstreet Bank Limited nor are they required to provide any indication of valuation or pricing,” the corporation said.
It added that the information required from bidders are simple and basic details about company history, experience, ownership and other general information that would enable the advisers send further information to eligible investors.
The requirements for bidders include ownership of the company, reason for the interest in the acquisition of Mainstreet Bank, relevant industry experience, evidence of financial capacity, and adviser’s letter of appointment if the expression of interest is being submitted on behalf of an interested buyer.

The Senator representing Lagos East senatorial district in the National Assembly, Senator Oluremi Tinubu, Tuesday advised President Goodluck Jonathan to resign for failing to ensure security of lives and property, in the country, which she said, was the main reason the government exists.
According to the senator, the president had failed in securing an unconditional release of the girls abducted in Chibok Borno State, on April 14.
But the senator’s husband and former Governor of Lagos State, Senator Bola Tinubu, who was equally speaking on the abduction of the Chibok schoolgirls called for the involvement of more women in the country’s affairs.
Governor Tinubu, who spoke when members of the National Association of Women Journalists (NAWOJ) paid him a visit ahead of their triennial delegates conference holding in Lagos from May 16 to 18, said several women through their courage and commitment had being able to bring about development.
“We need courageous women in our body politics I hold a lot of gratitude to womanhood. Women are a unique species. We must not leave any girl behind, hence the now global campaign to bring our abducted girls back and avail them good education. I salute Mitchell Obama’s solidarity with the Nigerian women, mothers, girls and people in this ongoing campaign.”
Tinubu praised NAWOJ and urged them to continue to be professional in their work as journalists.
He said NAWOJ had become an important organisation protecting and promoting the interest of female journalists.
“You are key players. See what we did in Lagos to empower and enhance the role of women politically and of course in the judiciary.
NAWOJ used the occasion to announce that at a dinner slated for Thursday, Tinubu would be awarded, the ‘Man of Substance Award’.
Meanwhile, human rights lawyer, Mr. Femi Falana, has expressed worry over the attempt by law enforcement agencies to stop civil society activists from protesting against the non-release of the girls of Government Secondary School in Chibok, Borno State, by Boko Haram insurgents.
Falana, who addressed the National Conference Committee on Civil Society, Labour and Sports yesterday in Abuja, urged the labour movement not to allow itself to be intimidated by government or its agencies in seeking the good of the workers of the country.
He said the more dehumanising aspect of the whole abduction saga was the doubt being cast on the incident by some influential personalities in the country.
“The most embarrassing thing about it all is for the Peoples Democratic Party (PDP) woman leader to come out and express doubt if the School girls were actually missing. Imagine parents hearing important people in government expressing doubts if their children were missing, “ Falana said.
Falana commended the civil society groups in the country who through protests and sensitisation had successfully attracted the attention of the international community to intervene.
He said it was never true that civil society organisations had gone to sleep since the advent of civilian administration, adding that genuine civil society bodies are still at work fighting the menace of injustice and human right abuses by government.
On the issue of minimum wage law, he urged Nigerian workers not relent in fighting for their welfare and not leaving their faith in the hands of ill-minded government officials.
The human right activitest took time to share with the committee tales of financial abuses committed by high-ranking government officials who at the end, come to tell workers that government was cash-strapped and cannot pay salaries.
“Let the provisions of chapter two of the constitution be made justiceable and any worker who is paid the minimum should be able to go to court and get justice,” he said.

After over five hours of intense debate and lobbying, the Committee on Power Devolution yesterday reached a decision on the derivation and resource control, stating that the 13 per cent derivation should be maintained.
The committee also recommended that the office of the Accountant General of the Federation and Office of the Government Accountant should be separated for transparency in the accounts of the crude oil.
Also, the committee recommended that there should be a National Special Wealth Fund (NSWF) to account for the rainy days in the country, especially in the management of the crude oil proceeds.
These were the outcome of the briefing by the co-chairmen of the Power Devolution Committee, former Inspector General of Police, Ibrahim Coomasie and former governor of Akwa Ibom State, Obong Victor Attah.
According to Attah, “I am happy to tell you that we have reached a unanimous decision in our debate on the derivation and resource control. The unanimous decision is that the present 13 per cent on derivation should be maintained, that is that the status quo should remain. There is no victor and there is no vanquished.”
He also said members had concluded with committee work including the legislative list, both exclusive and concurrent, fiscal federalism, the revenue sharing, resource control and sharing formula, stating that the committee had reached consensus on all issues.
The former governor said the committee could not dwell further because they were handicapped due to section 44 (3) of the 1999 constitution that vested all mineral ownership the federal government.
He explained that because of the constitutional inhibition, there was nothing the committee could do than to agree that the status quo of 13 per cent should be maintained.
By maintaining the status quo, all controversy on the dichotomy between the off and on shore oil production seems resolved.
However, a delegate from Rivers State, Ann Kio Briggs, said she was opposed to the decision that the 13 per cent derivation should be maintained.
According to her: “It would be totally misleading to say that the decision of the Committee on Devolution was unanimous. I objected and I told my colleagues that I am not part of that decision to maintain the status quo of 13 per cent”.
However, barring any change of position when the decision gets to the plenary, the Committee resolved that on a monthly basis, 4.5 per cent of the federal revenue would be set aside for the development of natural resources in all the states of the federation. It was to be called Fund for Solid Mineral Development.
Attah explained that during the closed session, every delegate was given the opportunity to state his position on the issues and that at the end; there were contrary positions on all the issues without any party agreeing to shift grounds.
Attah was upbeat on the fact that every delegate approached the issues with passion, maturity and patriotism and when the decision was finally taken, it was through a consensus.
He said while the issue of resource control attracted passionate arguments from a section of the delegates and an equally passionate opposition from others, it was finally resolved that with the amendment of Item 39 of the Exclusive Legislative List, certain aspects of resource control have been taken care of.
The amendment states that in the mining of the natural minerals in all the states of the federation, while the rights of licensing remains that of the federal government with the National Assembly as the legislative body, such mining would be carried out with the active involvement of the states where the mineral resources are found.
Based on this, Attah, informed journalists that when included in the constitution, the amended item empowers every part of the country to develop and mine its resources in accordance with federal government licensing and use the resources to develop the people.
With this, he said every state of the federation would now benefit from the derivation principle instead of believing that anytime derivation benefits are discussed, they were meant for the oil-bearing areas alone.
It was his belief that with such arrangement, it would be easier for every part of the country to agree unanimously on the need for upward review of the derivation principle because everyone will stand to benefit.
The co-chairman of the Committee, Ibrahim Coomasie said the Committee also agreed on the establishment of National Wealth Fund, an equivalent of the existing Sovereign Wealth Fund, which he said would serve as a monetary reservoir for development.
Coomasie told journalists that the decision of the Committee on all the issues left everybody happy because of the depth of arguments presented by members.
Meanwhile, the Committee on Political Restructuring and Forms of Government has recommended the inclusion of zoning of political offices in both the Electoral Acts and the Constitution of the each of the political parties
This, it said, was to reduce bickering among Nigerian ethnic groups during elections and give the minority in the country a chance.
Specifically, the committee called for the principle of zoning electoral offices from local to national levels on the basis of justice, equity and fairness.

Scores of aggrieved women of All Progressives Congress (APC) in Lagos State yesterday protested against the abduction of 276 female students of Government Secondary School in Chibok, Borno State by Boko Haram Sect.
Likewise, the state councils of Nigeria Labour Congress (NLC) and Trade Union Congress of Nigeria (TUC) also staged a protest to State governor’s office in Ikeja, demanding an unconditional release of the girls abducted precisely one month ago.
But the protesters, who were led by the state’s APC Women Leader and former Commissioner for Women Affairs, Mrs. Kemi Nelson, called on the federal government to set up a judicial panel of inquiry into the incident of the girls’ abduction.
The protesters submitted a letter of protest to the President Goodluck Jonathan through Governor Babatunde Fashola (SAN), in which they demanded safe release of the girls among others.
In the letter received by the Commissioner for Information and Strategy, Mr. Aderemi Ibirogba, the protesting women expressed dismay at the apparent inaction of the federal government towards securing an unconditional release of the abducted girls.
The letter accused the president of insensitivity toward the incident, thereby recalling that despite the untoward happening and the fact that parents of those children were going through serious trauma, the president danced publicly at a campaign rally in Kano.
Also in a letter of protest, the labour unions appealed to all well-meaning Nigerians, including religious leaders and the international community, to continue to put pressure on the Boko Haram to release the girls unconditionally.
According to the unions’ letter, “We have chosen to toe the line of peaceful approach to the resolution of the problem because of its sensitive nature. If violence was employed in the effort to secure the release of the girls, it will lead to bloodshed and the casualty toll might inevitably include the girls themselves.
Similarly, some primary and secondary school students in Lagos yesterday went on a protest to register their dismay over the rising cases of abduction of school children in the state.
With placards denouncing the evil act perpetuated by the Boko Haram sect, the concerned school children from Holy Family, Prevailer and DMT Schools in Ijegun, Ikotun, took to the streets in a peaceful protest.
Condemning the abduction of over 200 female school children from Government Secondary School, Chibok, Borno State, the protesters however decried the rising trend in Lagos.
According to them, while attention had been focused on the Chibok incident, the government needs to also beam its searchlight on similar incidents in Lagos, one of which was the alleged abduction of four school children from Best Gift School, Ologun, Ikotun.
They said although one of the victims, a five-year-old boy, was later rescued and returned to the parents, the whereabouts of the remaining three children were yet to be known, neither their fate known.
In Edo State, the Catholic Church Ladies of St. Mulumba (LSM) Nigeria, Benin-City Metropolitan yesterday staged a protest, asking the abductors to let go of the girls without any condition attached.
The group from Asaba, Warri and Benin City who protested in the streets of Benin City, said they had watched with anguish and grieve a phenomenon which looked like a nightmare and wish to wake up from sleep and hear it was only a dream has become a reality.
Speaking with journalists, Lady Martha Omo-Osagie, spokeperson of the group, said they recalled that since the present insurgency started, some faceless persons have carried out all types of atrocities in some parts of the country; burning and bombing markets, houses, mosques, churches, police stations, the gruesome murder of about 40 students in their sleep, in a College of Agriculture, Yobe State was still fresh in their minds.
In Jos, members of the state chapter of Nigeria Union Journalists (NUJ), members of the Civil Society Organizations (CSO) and the Nigeria Labour Congress (NLC) yesterday staged a peaceful match from NUJ secretariat Jos to the state House of Assembly to demand the return of the over 200 girls abducted from Government Secondary School, Chibok in Borno State.
The procession which commenced at about 9a.m. also had members of the Federation of Muslim Women Association of Nigeria (FOMWAN) and the International Federation of Women Lawyers (FIDA) who matched to the state House of Assembly where the crowd was addressed by the deputy speaker Hon. Joyce Ramnap.
The state President of International Federation of Women Lawyers, Ladi Madaki said “Plateau State was supported when it faced turmoil sometimes ago, posterity will not forgive us if we keep quiet this time. Our appeal is for the girls to come back alive, unharmed and re-united with their families.”
In her remark, the Deputy Speaker of the House, Hon. Joyce Ramnap noted the unfortunate incident has united Nigerians to fight a common enemy, the Boko Haram, adding that she was optimistic that the girls would be brought safe to their parents.

President Goodluck Jonathan and his Republic of Congo counterpart, Denis Sassou N’guesso, Tuesday charged African leaders, the African Union and its Peace and Security Council to intensify efforts aimed at eradicating terror groups, including Islamist sect, Boko Haram, operating in the continent.
In a communiqué issued at the end of President Jonathan’s visit to Oyo in Congo for consultations on regional security ahead of today’s meeting of the AU Peace and Security Council in the Congolese town, both leaders reiterated their condemnation of the mass abduction of school girls from Chibok in Borno State and demanded the unconditional release of the girls and all others being held against their will by Boko Haram.
In a statement by the Special Adviser to the president on Media and Publicity, Dr. Reuben Abati, Jonathan and N’guesso expressed their appreciation of the international community’s support for Nigeria’s efforts to locate and rescue the abducted girls.
The duo urged the global community to remain united and steadfast in its rejection of all forms of terrorism.
“At the regional level, both presidents expressed their support for all initiatives aimed restoring peace and normalcy to the Central African Republic and the Democratic Republic of Congo.
“They also welcomed the ceasefire agreement in South Sudan and urged both parties to the conflict to respect the commitments they made in Addis Ababa on May 9, 2014,” the statement added.
Meanwhile, Jonathan who returned to Abuja yesterday, received the outgoing High Commissioner of Gambia in Nigeria, Mrs. Angela Colley-Iheme, at the Presidential Villa.
He commended Mrs. Colley-Iheme for her tireless efforts to maintain and enhance the long-standing cordial relations between Nigeria and Gambia.
Jonathan wished her success in her future endeavours.

Five persons were yesterday killed while two others were seriously injured by suspected Fulani herdsmen who launched attack on Kungana Village in Bali Local Government Area of Taraba State.
This is coming barely 48 hours after gunmen also suspected to be Fulani herdsmen killed four people set over 30 houses ablaze at Dinya Village in Gassol Local Government Area of the state.
The Police Public Relations Officer (PPRO) in the state, ASP Joseph Kwaji, who confirmed the incident to journalists in Jalingo, said the gunmen attacked the village at about 2a.m yesterday and set several houses ablaze.
He further disclosed that the five people killed in the attack were burnt beyond recognition while two others were seriously injured and are presently receiving treatment at an undisclosed hospital.
According to him, “We got signals of an attack in the early hours of yesterday by suspected herdsmen in Kungana area of Bali local government. Five people were burnt beyond recognition and two others are seriously injured while they set many house on fire,” he stated.
Kwaji however revealed that the state police command had dispatched officers and men to the area to restore normalcy and maintain law and order just as he promised that the command was not leaving any stone unturned to contain the unwarranted attacks and threat to peace in the state.
The PPRO further revealed that 13 empty shells of AK 47, four cartridges and an assault rifle were recovered from the scene of Sunday’s attack on Dinya Village in Gassol Local Government Area adding that a detachment of riot police isalready in the village to restore peace to the area.
No fewer than 70 people have so far been killed by gunmen suspected to be Fulani herdsmen in the several parts of the state even after the visit of leaders of Miyyeti Allah Cattle Breeders Association to the state with the DIG Zumoukor as part of the peace initiative brokered by the Inspector General of Police, Mr. Mohammed Abubakar.

The House of Representatives yesterday passed a motion urging the Federal Roads Maintenance Agency (FERMA), the Nigerian Army engineers and others to urgently repair the Gamborun-Ngala bridge, which has serious economic implications on the lives of the people of the towns in Borno State and the their Camerounian counterparts.
The bridge was damaged by Boko Haram insurgents last week.
The motion for the bridge repair was moved by Hon. Abdulrahman Terab (APC Borno), when he said while the country and the entire world are still trying to solve the Chibok abduction, life in Gamborun-Ngala, a border community which serves as one of the commercial thriving towns in Borno East senatorial district, came under attack.
Boko Haram insurgents, he said, invaded the busy town in broad daylight, killing over 300 people, and burnt down the entire market, including 50 trucks loaded with grains and other economic valuables, in addition to other smaller cars and valuables.
This, he added, was the third attack on the Gamboru town by the Boko Haram, forcing the affected communities to flee to neighboring communities in Cameroun due to the failure of the federal government to stop incessant attacks on the town.
“If a swift response to the plight of the victims is not provided, there is the fear of the people in these two local governments completely losing confidence in the government which could result in anarchy,” he warned.
Adopting the motion, the House also called on the National Emergency Management Agency (NEMA), to immediately provide relief materials to the victims of the Gamboru attack and urged the federal government to increase the military presence in the town and other neighbouring communities to stave off further attacks.

A roadside bomb on Monday hit some vehicles belonging to the military Joint Task Force (JTF), killing three officers while six others sustained injuries at Gwani forest, Basirka village in Gwaram Local Government Area of Jigawa State.
The incident occurred late in the evening when the JTF officials entered the forest suspected to be the hideout some gunmen who had in the last few weeks attacked a police station and killed seven policemen in Gwaram.
The roadside bomb was suspected to have been planted by the criminals who turned the forest to their hideout.
When contacted, the state Police Commissioner, Mr Theophilos Kayode, he confirmed the incident.
Kayode, who spoke through the Police Public Relations Officer (PPRO), DSP Abdul Jinjiri, said the incident happened around the area.
“We do not have the details of the incident and we cannot go ahead and say anything about it now.”

In recognition of his development strides in providing critical infrastructure, Governor Emmanuel Uduaghan of Delta State has been honoured as Governor of the Year 2013 by the Nigeria Association of Women Journalists (NAWOJ).
A statement signed by Dupe Olaoye-Osinkolu, the Chairman, and Uchechukwu Akinobi, Secretary of NAWOJ, Lagos State chapter, said the award was for Uduaghan’s outstanding accomplishment in tackling the multi-faceted problems of development in the state as well as his commitment to alleviating the plight of the ordinary people.
“After a painstaking and critical appraisal of all the state governors and the impact of their programmes on the citizenry, we are happy to inform the general public that Governor Uduaghan has been selected as NAWOJ Governor of the Year.”
The association praised Uduaghan for the infrastructural development in the state and the diversification of the state’s economy through the Delta Beyond Oil initiative.
It also identified the health system, transportation, scholarship scheme for students, micro- credit scheme that have affected the lives of people in the state, youth empowerment scheme and public viewing centres as areas that set the governor apart as a leader of vision.
“His accomplishments since he came to power have given succour to the ordinary people and hope to millions.” the statement said.
The award ceremony is scheduled for May 15 at Sheraton Hotel and Towers, Ikeja ahead of NAWOJ’s delegates’ conference that begins the following day.

The Minister of Foreign Affairs, Ambassador Aminu Wali, has taken a swipe at the international community for waiting until the Boko Haram issue degenerated into the abduction of the students of Government Secondary School, Chibok, Borno State before giving the matter the deserved attention.
This was as he cautioned all international collaborators on the rescue of the abducted schoolgirls against adopting a ‘fire brigade approach’ but rather to ensure a long term strategy to defeat the sect.
Wali, while speaking when he received the United States Under- Secretary for Civilian Security, Democracy, and Human Rights, Sarah Sewall, in Abuja yesterday, however expressed appreciation to the US for its support on terrorism in Nigeria.
“Wherever there is a threat to peace and security, the US is always championing that cause to come to the aid of the weak and the poor but under the circumstances, unfortunately, Nigeria did not get the attention it needed to get in terms of security challenges until the Chibok incident.”
“Nigeria has been dealing with this issue of boko haram for a long time but unfortunately it took Chibok and the girls to really bring to the attention of the international community what we have been struggling with all these years.
“The whole attention on Nigeria today is on Chibok and those girls because the socio-media is awash with bring-back-our-girls,” he added.
He said the fight against terrorism and insurgency is one that ought to be continued even after the abducted girls are rescued especially as insecurity or instability in Nigeria is bound to affect the sub-region and the continent eventually.
“…It is more like fire brigade situation because there is a particular incident which the whole world want to see taken care of,… and after that they go back. It is not and I would want to appeal to the international community, it is not.”
“After this, we will have to continue to plan for a long term cooperation and relationship on how to curtail the menace of Boko Baram because the abduction of those school girls is one event in the case of happenings in the country,” he explained.
He commended the US for having been a long term supporter of Nigeria’s development with several bilateral and multi-lateral cooperation.
Wali noted that there are a lot of expectations on the US over the Chibok matter.
“… I learnt that some of the people are already on ground and know discussions are already on going. Therefore we look forward to great accomplishment and technical support from the US and the capacity building that we need, to contain the situation.
We are very happy with the team here to support us and help over come the present situation. This is something that has been worrying and disheartening for every Nigerian,” he added.
The minister expressed confidence in the ability of the US to help Nigeria arrest the situation.
Sewall in her address, said the current situation in Nigeria has brought to fore, the enduring nature of Boko Haram.
She added that it had therefore become necessary for the US and the international community to curb the scourge which has started to spread into neighbouring countries.
She maintain that the US- Nigeria’s relationship on Boko Haram has existed for years.
Sewall is in Nigeria to meet with Government officials over the current security situation.
Meanwhile, the Chairman of the Nigerian Christian Pilgrim Commission (NCPC), Most Rev. Nicholas Okoh, has called on the federal government not to negotiate with the Boko Haram sect or swap the abducted schoolgirls for imprisoned sect members.
He, however, noted that Nigeria must work to see to the end of the sect, else the sect would bring down the nation.
Speaking at the NCPC Conference of States meeting in Abuja Tuesday, Okoh expressed hope that Nigeria would ‘come out fine at the end of the tunnel.”
“If we do not bring down boko haram, boko haram will bring down the country,” he warned.
