Man arrested over the importation of fake anti-malaria drugs

A businessman named Obinna Igbo has been arrested by the National Agency for Food and Drug Administration and Control (NAFDAC) for alleged importation and sale of fake Amanta Forte, an unregistered anti-malarial drug.
The 32-year-old businessman has been arraigned before a Federal High Court on four counts of unlawful importation, possession, sale, and distribution of fake Amanta Forte soft gel (Artemether 80mg + Lumefantrine 480mg Capsules) drug at Head Bridge Market Onitsha, Anambra State.
A statement by the Resident Media Consultant to NAFDAC, Sayo Akintola, in Lagos, said the defendant sold the fake drugs at Shop E200, Freedom Line, Onitsha Head Bridge Market after importing the consignment into the country.
Director-General of NAFDAC, Prof. Mojisola Adeyeye said that officials of the Investigation and Enforcement Directorate of the Agency raided three pharmaceutical outlets at Head bridge market Onitsha; namely Triphon Point Global limited, Emma Medicals Nigeria Limited and Ekeh Mountain Global Ventures Limited.
According to the NAFDAC boss, the offending product was found in Triphon Point Global Limited, and was evacuated.

UK: Half of new nurses and midwives come from abroad

Nearly half of the new nurses and midwives registered to work in the UK in the past year have come from abroad.

The total – more than 23,000 – is a record high and comes as the UK has struggled to increase the number of home-grown nurses joining the register.

Nurse leaders questioned whether international recruitment on this scale was sustainable.

The Nursing and Midwifery Council data for 2021-22 also showed the numbers leaving the profession had risen.

More than 27,000 left the register last year, up 13% on the year before and reversing a downward trend in leavers over recent years.

In many ways this was always expected as significant numbers of staff put off retirement to help out in the emergency phase of the pandemic.

And retirement was certainly the main factor – more than four in 10 cited this – although nearly one in five also blamed too much pressure.

Overall the numbers on the register, which also includes a small number of nursing associates, rose by nearly 26,500 to more than 758,000, the highest number ever. One in five are from abroad.

Nearly all of the international recruits that have arrived in the past year were trained in countries from outside Europe – before Brexit, Europe supplied more than the rest of the world. India and the Philippines are the countries which are supplying the most.

The register covers those qualified to work in the UK – it is not the same as the numbers working in the NHS. Currently, around one in 10 nursing posts are unfilled.

Nursing and Midwifery Council chief executive Andrea Sutcliffe said it was “good news” that the register was at the highest level ever, given the pressures of the past two years.

But she added that there were some “warning signs”, saying the numbers leaving because of work pressure was troubling.

And she said the extent to which the UK had become reliant on internationally trained staff was another “note of caution”.

“These professionals make a welcome and vital contribution, but we can’t take them for granted.”

She said the supply of international recruits could always be disrupted by global events or even another pandemic.

Royal College of Nursing general secretary Pat Cullen questioned the sustainability and ethics of such a level of recruitment from abroad, and called for increased investment in domestic training and better pay for staff.

The government said the NHS followed ethical recruitment practices, by not recruiting from a red list of countries which have declared shortages of health care staff.

All parts of the UK have set out plans to increase the number of nurses and midwives in the NHS.

There are signs that is having an impact on domestic supply routes. The overall number of nurses currently in training has started to rise after the reintroduction of some funding support for student nurses in England in 2020, three years after bursaries were scrapped.

In theory that should boost the domestic supply route.

Health Secretary Sajid Javid said the overall rise in nurse numbers was pleasing – and continued progress would help England achieve the government’s manifesto promise to recruit 50,000 more nurses by 2024.

“I’m determined to continue growing the workforce,” he added.

UK: NMC to consider accepting employer English language references

The NMC is considering accepting employer English language references as part of a proposed overhaul of requirements for overseas applicants.  

At a meeting on 26 May, the Council will consider approving a consultation on proposed changes to the NMC’s English language requirements, with a view to implementing any resulting changes from October this year. 

It plans to consult on three specific changes – the scores it accepts for language tests, whether it can accept evidence of non-registered practice in English supported by an employer reference or other evidence, and whether it can accept non-nursing or midwifery postgraduate qualifications taught and examined in English. 

It also plans to consult on whether the English language requirements should be the same for internationally trained nurses, nursing associates and midwives.   

The NMC currently accepts three types of English language evidence – recent achievement of the required score in accepted English language tests; completion of a pre-registration nurse, midwife or nursing associate programme that was taught and examined in English, and included clinical interaction in English; and recent practice for one year in a majority English-speaking nation. 

However, it said over the last year it has received ‘a considerable amount of critical stakeholder feedback’ to its approach in a listening event with stakeholders in November, a Public Voice Forum in March, and formed an external advisory group to help inform potential changes. 

Feedback included that the minimum standard to be achieved in the English language tests is ‘too high’ and that there is a ‘lack of supervised support, or lack of time to access support, to help prepare for English language tests,’ the NMC said.  

Other feedback included that, ‘as there is a workforce crisis in health and social care, we should reduce our required test standards and accept alternative evidence,’ said the NMC. 

The regulator said that while staffing shortages are ‘important context,’ they are ‘not a determinative factor,’ and ‘it is essentially the requirements set give assurance that applicants have the knowledge of English necessary for safe and effective practice in the UK.’ 

There has also been ‘an increase in successful appeals by applicants,’ it added. 

The NMC summarized: ‘We think there is more we can do to be flexible in the types of evidence we accept, which would still allow us to have confidence that everyone on our register has the necessary knowledge of English.’ 

The nursing and midwifery regulator last reviewed its requirements in 2019 and accepts ‘there may be a case for change’, proposing to launch an eight-week public consultation in June, with final proposals made to Council in September, in order to implement any changes from October.

‘Whilst we want to ensure the register is accessible, all those on the register must demonstrate they have the necessary knowledge of English to be capable of safe and effective practice,’ the NMC said. 

‘We must manage two competing risks. One is that we require evidence that is disproportionately difficult and therefore prevents qualified applicants from joining the register, thus exacerbating the shortage of professionals. The other is that we set our requirements too low and risk allowing applicants onto the register who are not capable of safe and effective practice.’ 

Gail Adams, Head of Professional Services at Unison, said the union ‘welcomes the NMC review,’ and that ‘it’s long overdue and has not maintained pace with demand.’ 

She said Unison has seen ‘a significant increase’ in cases being referred to its specialist unit for representation following the rejection of their NMC applications to join the register on the English language requirement. The fact all have been upheld, she said, ‘demonstrates the assessment is not working and is possibly wasting unnecessary time, energy and registrants’ money. 

‘We are committed to working with the NMC on this issue, but cannot stress too strongly the urgent need for action.’ 

The proposal to accept evidence of non-registered practice in English supported by either a reference from the relevant employer or other evidence ‘marks the biggest area of change in terms of current requirements,’ the NMC said, and ‘would provide assistant registrars with further information to consider and could reduce the number of appeals.’ 

Matthew McClelland, executive director of strategy and insight for the NMC, said: ‘Of all health and care professionals, nurses, midwives and nursing associates spend the most time with patients and people who use services. Effective communication is essential to delivering the safe, effective and kind care that people have a right to expect. 

‘We’re grateful to everyone who’s already shared their initial views, which have helped shape the options we’re proposing to consult on. We look forward to hearing more from the public, employers and our professionals to make sure our processes are fair and reliable for everyone.’

Wellbeing Foundation Africa Supports Kilimanjaro Expedition to Raise Funds for Internally Displaced Persons in Nigeria

Committed to alleviating the plight of the estimated 3.3 million internally displaced persons (IDP) in Nigeria, the Wellbeing Foundation Africa, led by Mrs. Toyin Saraki, is proud to be a sponsor of the “Climb with Remi” expedition – a daring initiative where six Nigerian women climb to the summit of the highest mountain in Africa, to amplify global attention towards the needs of internally displaced persons in Nigeria, most particularly women, children and the elderly.

Led by Mrs. Remi Abere, the expedition up the Kilimanjaro Mountain will raise fund for IDPs in Nigeria and create awareness around the challenges facing those who have been displaced due to conflict. In addition to Mrs. Remi Abere – a fifty year old mother of five, the six-woman delegation selflessly embarking on the seven-day climb include wife of Ogun State governor, Mrs. Funsho Amosun and three-term House of Representatives member, Hon. Mrs. Abike Dabiri-Erewa.

To empower women in need, the Wellbeing Foundation Africa’s ‘Maternal Monday’ Campaign specifically delivers traction in reproductive, maternal newborn, child and adolescent health goals from pregnancy, immunisation, breastfeeding and nutrition to adolescence and womanhood; focusing on the prevention of child marriage, retention of girls in education, and eradication of gender violence. The Maternal Monday Campaign also focuses on the changing health needs of older women – who are often marginalized within healthcare systems in Africa.

Recent research has shown that older people are vulnerable to malnutrition in humanitarian contexts. Due to their age, they have specific nutritional needs such as easily digestible and palatable food. In famine and displacement, where people are dependent on food distribution, older people often have difficulty accessing the distribution, or difficulty transporting rations home. Despite these unique vulnerabilities, older people are neglected as a group in need of specific nutritional or food assistance.

Commending Mrs. Abere for her bravery and dedication to providing hope and support to the millions of women and children in IDP camps in Nigeria, Mrs. Toyin Saraki has urged women around the world to work together to empower other women, thereby contributing to the attainment of Sustainable Development Goal 3, whose objective is to “ensure healthy lives and promote well-being for all.”

Earlier this year, the Wellbeing Foundation Africa team, led by Mrs. Saraki, and Her Excellency Mrs. Aisha Buhari visited the Damare IDP camp and St Joseph’s Catholic Mission in Adamawa State to donate safe delivery kits “Mama Kits” and other nutritional/medicinal products in order to address the maternal health challenges facing displaced mothers in Nigeria.

NAFDAC impounds fake skin bleaching creams, soaps in Lagos

The National Agency for Food and Drug Administration and Control, NAFDAC, yesterday impounded fake and substandard fast moving skin lightening cream, bating soaps as well as serum worth millions of Naira in Lagos even as it sealed three shops in connection with the offensive products.

The fake products identified as Q7 Range of products impounded during the Agency’s raid exercise at the Lagos Trade Fair complex includes; Q7 Whiteniser body milk strong treatment, Q7 Carotte Multi- active Whitening Serum, Ndak Q7 Whitening body lotion with manufacturing dates: 07/2015 and expiry dates: 06/2020 and Q7 Gold soap among others.

The impounded products originally registered with NAFDAC by ‘Visible Image Cosmetics Nigeria Limited’, were said to have been brought into the country through yet to be identified illegal source. The bubble however busted when the company petitioned NAFDAC about the presence of the offending products in some shops and warehouse at the Trade Fair market complex.

Addressing journalists shortly after the raid exercise, the Chief Enforcement Officer, Mr. Idowu confirmed that the operation became necessary following reports by Visible Image Cosmetics Nigeria Limited about the presence of the offending products in the markets. Joseph noted that already the Agency has evacuated the alleged injurious products and sealed the shops as well as invited the shop owners for further interrogations.

He further explained that the products, were impounded because they were unregistered and from illegal source.  “We are removing from the market Q7 range of products suspected to be fake. The agency had registered Q7 range of products with NAFDAC numbers on them from what we are seeing from the products evacuated, you can see that NAFDAC number is not on them and they are coming from unauthorised source.

Joseph said “We have given them invitation to report on Monday and have sealed the shops.  We expect them to tell us how and where they get the products from.  As soon as the owners opened up, we will send the products to the laboratory for further analysis to ascertain the genuineness of the products after which the agency will take a decision.

He disclosed that following the petition of the original brand owners of the products, NAFDAC would continue to mop up the products anywhere it was found.

On the health implications of the products, Joseph who regretted that the products could be injurious to health said: “Any product registered and tested by NAFDAC has been certified to be fit for consumers.  These products contain injurious substances that are harmful to the skin; and if allowed into the market people will be buying products that can cause health hazards.

He regretted that despite the enlightenment campaigns, consultative meetings, sensitisation workshops and other methods adopted over the years to discourage importation, distribution, sales and consumption of these products, people continued to engage in such business.

The Enforcement officer, asked for the cooperation of members of the public to assist to expose the major importers and distributors of these outlawed products and their warehouse.
