Honourable Minister of State – Petroleum Federal Republic of Nigeria

Protocol

1. I am honoured to be in your midst today at this Nigeria Oil & Gas Conference

and exhibition to make some remarks on “Reforming & Repositioning the

Oil & Gas Industry in Nigeria”.

2. The theme of this year’s conference; Journey towards transformation and

the title of my speech “Reforming & Repositioning the Oil & Gas Industry

in Nigeria” aptly describes Nigeria’s current situation of transiting to the next

chapter on the journey to maximizing our resources for the development of our

Nation.

3. Today, the Nigerian Oil and Gas Conference & Exhibition is an important event

in the Nigeria oil and gas industry calendar. As such, I am delighted to

participate with you today in discussing the current state of our industry and

discuss the roadmap for moving the industry forward

Highlights of the Industry and the Journey So far

4. Globally, 2016 tested the resolve and resilience of the oil producing countries

especially OPEC members.

5. Between 2015 and 2016, there has been about a 25% drop in global spending

on exploration and production running into hundreds of billions of dollars which

is directly attributable to the low oil prices

6. Unlike in 2008 where the oil price decline was driven by demand

deterioration, the decline in the oil price from 2014 to 2016 was due to

excess supply.

 

7. More than ever, the need for closer collaboration became necessary internally

within OPEC members and externally with non OPEC members. This strong

collaboration yielded the production adjustment of 1.8 mb/d by OPEC and

number of Non-OPEC countries; this great achievement for the first time

is expected to balance the market by 3Q17.

8. Oil market sentiments have improved since the OPEC and Non-OPEC

declaration as prices rose, volatility decreased and net futures and

options long positions increased.

9. In 2016, the Nigeria upstream sector of the oil and gas industry was challenged

by the menace of upstream assets vandalism. Our crude oil export pipeline

system namely, Trans-Forcados to the west, the Obangbiri – TemiDaba – Brass

in central Niger Delta, the Nembe creek trunk line and the Trans-Niger pipeline

which evacuates crude produced onshore to export terminals were subject to

severe vandalism. Similarly, the Bonny – Port Harcourt crude oil pipeline and

the Escravos – Warri – Kaduna crude oil supply pipelines were not spared.

10. In spite of this, we witnessed a peak production of 2.35 Million barrels

per day recorded at the beginning of 2016 which declined to an almost all-

time-low of 1.3 Million barrels per day per day due to incessant vandalism. Our

2016 Crude oil production averaged 1.85 mln barrels of oil per day.

11. Despite these, Nigeria however, still remains a leading producer in Africa with

potential to boost production to the neighborhood of 3 mln barrels of oil

per day by 2020; once the required investments flow in and the planned

deep-water projects are fully realized to achieve an incremental reserve of

at least 1 billion barrels and half a million barrels in incremental

 

production capacity per day. For example, the opening up of Dahomey

Basin with the coming on-stream of the Aje field is certainly a major milestone

for the industry.

12. On the gas front, we witnessed an increase in the 2P National Gas Reserves

from 188 Tcf in 2015 to 192 Tcf in 2016

13. Petroleum products supply and distribution to the nation is fairly stabilized

since the giant leap of May 2016 Market liberalization. However, with the

prevailing change in the macroeconomic conditions, this is being achieved at

higher cost, especially to NNPC as the supplier of the last resort. We continue

to channel more energy towards resolving our downstream issues, once and for

all.

14. 2016 also saw us Negotiating and signing a novel Agreement on a new

sustainable funding framework for Joint Venture cashcall operations. This will

not only sustain our JV operations but is also a key enabler for incremental

production from our JV operations and a pathway towards incorporating our

JVs.

15. In the area of Nigeria Content, we also witnessed a steady increase in

participation of Nigerians in oil and gas contracts by 180% from Fifteen (15)

Nigerian Content Compliance Certificates (NCCCs) worth $396,103,336.38

issued in 2015 to forty two (42) Content Compliance Certificates (NCCCs)

valued at $1,645,233,425.59

16. When all these highlights of the industry are taken together, we can

see both progress and challenges.

 

17. Our challenges include that of security & environment, institutional capacity,

funding of investments, high industry technical costs, obsolete legislation &

fiscal regimes, downstream sector issues and infrastructure constraints.

18. There are often various factors that contribute to these expected outcomes. I

therefore would like to engender both interest and debates to the strategies

that underpin our roadmap for reforming and repositioning our oil and gas

industry.

Reforming the Industry

19. We developed and launched a practical and well-reasoned Petroleum Industry

Roadmap tagged the 7 Big Wins for the new Nigerian Petroleum Industry.

20. The 7 Big Wins is not like any other roadmap, as we have never been in short

supply of roadmaps. This roadmap is different because it reflects the vision of

the country’s Leadership and the explicit support and commitment of the

industry and all stakeholders, to its implementation.

21. The roadmap is different as it has very specific time-focused targets and like

the many bold steps we have taken in this sector since the inception of the

present Administration, we are by this roadmap focusing and committing to

take unprecedented steps and making dramatic policy shifts in this sector to

grow, deepen and open up the business and opportunities in Nigeria’s Oil and

Gas Sector.

22. The focus of the roadmap covers the following 7 key areas:

• Emplacing new policies, legislations and regulations

• Enabling the Business environment and attracting Investments

• Unleashing a Gas Revolution to spur multiplier effects including wealth

creation, environmental protection and job creation

• Improving our domestic capacity for local petroleum products production

and attaining self-sufficiency by 2018.

• Sustaining engagements with Oil producing communities and attaining zero

militancy in the Niger Delta region by the end of 2017

• Enshrining Transparency and Efficiency in the industry and automate

business processes to account for every drop of oil produced in the country.

• Adopting a sustainable and well-structured Stakeholder Management

framework that will address the peculiar needs and circumstances of the Oil

and Gas Industry.

23. All studies conducted on the Nigeria petroleum sector since 1999 are settled

on the issue that the role of Government in the oil and gas sector needs to be

better clarified whilst the policy, regulatory and commercial institutions need to

be given a refocused mandate to ensure better sector governance,

transparency of regulations and operations, accountability of the institutions,

and removal of opaqueness around the industry.

24. For these reasons, we have commenced to address these issues with an

overhaul of sector policies. Dialogues have already been held with stakeholders

in the industry and civil society on critical sector issues and the outcome of this

process is a new National Oil Policy, a new National Gas Policy and a new Fiscal

Policy.

25. To clarify, we have taken a root and branch effort to reform, which is the basis

of these policies and in order to ensure the sustainability of the policies, Nigeria

is in the process of legislating these critical policy positions within the next few

months.

26. The strategic objective of the new oil policy is to:

• Create a market driven oil and gas industry:

 

• Maximise production and processing of hydrocarbons;

• Move away from oil as a source of income to oil as a fuel for economic

growth;

• Cost efficient storage, transportation and distribution for petroleum

products;

• Minimise the environmental footprint of oil exploration and production;

• Managing the balance between depleting oil resources vs renewable

energy.

27. In the gas space, our policy interventions aspires to :

• Move the economy from oil to gas;

• Diversify the gas supply options within Nigeria, to ensure security of supply;

• Extend gas penetration in the domestic market in order to facilitate the

growth of the electric power, agricultural, and industrial sectors;

• Gain a presence for Nigerian gas in international markets;

• Operate a gas industry with a clear division of roles between private and

public sectors

o Public sector policy making; implementation and regulation;

o Private sector; investment and operations;

• End and commercialise gas flaring and address environmental issues;

• Provide an enabling environment for increased private sector participation in

• the gas sector;

• Clarify the rules guiding investment in the gas sector.

28. The new fiscal policy sets out to address Nigeria’s energy trilemma of

addressing energy availability, enhancing energy accessibility and

promoting energy availability

29. It will enhance fiscal neutrality, create a fiscal basis that will encourage

investments and market developments while emplacing competitiveness

 

and cost efficiency for the benefit of both government and the industry

operators.

30. Hitherto, the Nigerian downstream infrastructure has been solely financed by

government because of the social and economic impact, high investment

requirements and long gestation period.

31. Over 5000km of petroleum product and gas pipelines, storage depots,

refinery, power generation, transmission and distribution infrastructures were

all built through direct government funding.

32. Due to competing needs for government resources from other public sector

services such as education, health and transportation infrastructure etc. most

oil and gas infrastructure development projects should be financed and

managed through private sector participation.

33. It is in the light of this that comprehensive reforms are ongoing to fast track

the development of private sector led downstream infrastructure and

fully deregulate the market for effective competition and efficient service

delivery

34. We are determined to address the Niger Delta issues and build a peaceful and

prosperous Niger Delta, with emphasis on job creation for our teaming

unemployed youths, investment in infrastructure, energy and promotion of

sustainable livelihood.

35. We have being working closely with all relevant stakeholders including

communities, state governors, government agencies, oil and gas companies to

deploy a holistic developmental framework that will ensure lasting peace and

 

sustained development in the region. This is our commitment, and this

bond we are determined to achieve.

36. It is indeed a bumpy but rewarding ride and we are excited about it.

37. We will continue to deploy innovative thinking, new ideas and robust

partnerships to re-tool, re-kit, redesign and re-engineer our systems and

processes to ensure that we get more from the little that we are getting

at the moment than we did even in the time of plenty.

38. This is the choice that we have made and the challenge we must meet. We

appreciate the fact that reforms are often not easy because they often cause

inconvenience, but for the Nigeria Oil and Gas industry, we are encouraged

that we have the determination to see through the structural changes that are

needed to create the conditions for prosperity in the near future.

39. The lessons of the past ought to enable us respond decisively – It is

indeed a new dawn for Nigeria’s Oil and Gas Industry

I charge you to have an entrepreneurial mindset

Listen up! Having an entrepreneurial mindset is not an issue; I guess the foundation should be about having a good understanding of who entrepreneurs are and what entrepreneurship is.

Entrepreneurs come in all shapes and sizes, some with amazing inventions and impeccable innovations others with tweaked ideas or variations on existing inventions as the case may be.

Entrepreneurs are everything from a Doctor, Lawyer, Barber, Cobbler etc. A few get into entrepreneurship accidentally after losing their job and some others have decided to follow their passion, build a system around it and garner profit through that means, some others don’t want to do corporate anymore, they want to be their own boss and dictate the way their day turns out.

Generally speaking, many entrepreneurs start small with little or no capital and some others get supports from Angel Investors, Venture Capitalist even before they launch their business.

The good news is that anyone can be an entrepreneur, I mean someone who has discovered a lacuna in the society and has decided to bring up an innovative idea to bridge this gap, anyone! From a school-drop-out to a maverick manager, all that is of paramount importance is passion, determination, networking and more work.

Please note that, you do not need to go through a business school, read the best books and blogs to succeed in business even though they are important, you need to invest in perspiration, get to work, take action, learn on the job, make your mistakes, learn fast, brace up and win.

Always endeavour to do something new or tackle something old, sometimes it might be difficult to introduce a novel idea but however difficult, it could be best to tweak an existing innovation and you smile to the bank as a result.

Do you yourself the pleasure of chasing a passion rather than cash. Let the love of what you do consume you because wanting to be rich doesn’t guarantee wealth.

Ask the right questions today and always. Make Google your best companion, heap quality mentors around you and when things seem difficult, always seek out alternatives. You cannot be outdated that way.

Understand that business is all about people and relationships so Network as if your life is dependent on it. Forge social connections with people.

Broaden your perspective, never be limited in any way, get inspiration from everything you do, everyone you speak to and anything you engage with, expand your scope by every means possible.

This is just the kind of mindset that celebrated Entrepreneurs embrace and you would do yourself the pleasure of personalising this article such that it permeates through your heart and mind, the resultant effect is such that, you and your conceived idea inevitably grows and attain the height of greatness.

Wike’s boast of getting justice at Supreme Court vindicates our position on his governorship judgment – Rivers APC

The All Progressives Congress, APC, Rivers State Chapter has observed with shock as the Rivers State Governor, Chief Nyesom Wike repeatedly boasted on national television Sunday that his faction of the PDP would surely get positive judgement at the Supreme Court exactly the same way he got Supreme Court to declare him as duly elected governor of Rivers State even after the apex court had earlier declared Rivers State as a theatre of war.

While reacting to the report of his PDP faction losing at the Appeal Court, Port Harcourt Division last Friday, Gov Wike stated that he would get favourable judgment at the Supreme Court, citing how he lost his governorship election matter at both the Tribunal and Appeal Court only to win at the Supreme Court.

The certainty and finality in his tone and language confirm our position that he bought the governorship judgement and this time around he is ready to buy a favourable judgement for his faction of the PDP at the Supreme Court.

Indeed, what has become clear is that our consistent position that he paid for the Supreme Court ruling that declared him governor is an incontrovertible truth given facts that emerged after the ruling and his utterances during his victory church service and his most recent boasts on national television.

The APC is however pleased that the Federal Government is doing the needful by cleansing the judiciary of the rot that allowed the likes of Gov. Nyesom Wike to bribe judges and weaken an all-important state institution such as the judiciary. We believe that Gov Wike targets three major institutions of state which he weakens with bribe money in order to obtain and retain political power. Those institutions are the judiciary, electoral umpire (INEC) and security agencies. For now, whereas he is unable to effectively pocket security agencies as in the past, his hold on the electoral umpire (INEC) and judiciary is still conspicuous as can be gleaned from the Inspector-General of Police Panel Report and the widely circulated audio clip in addition to his verbal incontinence about the Supreme Court.

The APC wishes to thank Gov Nyesom Wike for helping to personally unravel what happened and still happening at the Supreme Court as this is of interests to Rivers people, Nigerians and our collective history.

Bolaji Lawal appointed GTBank Executive Director

The Board of Directors of foremost African financial institution; Guaranty Trust Bank plc, has announced the appointment of Mobolaji Lawal as an Executive Director of the Bank. Prior to his appointment, he was the Divisional Head, Digital Banking Division.

Mr. Lawal who joined the Bank in 1992 as an Executive Trainee and rose through the ranks to become a General Manager, a position he held until his appointment as Executive Director. He has over twenty-four (24) years’ of banking experience which covers various aspects of banking including Credit Risk Management; Corporate Banking Group; Commercial Banking Group; Investment Banking and Corporate Finance where he served as Group Head. He has also attended several executive management and banking specific developmental programs in leading educational institutions such as Harvard Business School, Stanford Graduate School of Business and Institut Européen d'Administration des Affaires (INSEAD).

Announcing the new appointment, the Managing Director/Chief Executive Officer of the Bank, Mr. Segun Agbaje stated that: “As a Bank, we maintain high corporate governance standards and ensure our Board appointments are in line with global best practices”. He further stated, “Bolaji has been an integral part of the Bank’s success and has seen the bank evolve and develop through the years. I am confident that his appointment to the Board will further strengthen and position the bank for improved performance“.

Few weeks back, we monitored nocturnal meetings in Abuja, Abakaliki and Enugu of major political heavy weights that lost out in the 2015 general elections in Ebonyi State, with those who felt that they are not carried along by the present administration of Governor Dave Umahi and the group that have some political scores to settle with the governor, as well as those who felt that he is going too far in his transformational agenda and must be stopped by any means before he rubbishes their political leanings that Ebonyi is beyond any form of redemption. The movie, “Light Will Come” takes Nigeria cinemas by storm soon …as Popular Yoruba Actress Eniola Badmus Beats Hafiz Oyetoro (Saka) Silly!

“Don’t mess with me” was the clear warning Eniola Badmus sent to her male colleagues in the Industry when she forced Hafiz Oyetoro (Saka) to drink from the cup of her fury. It had started as a matter of difference in opinion as to whether a female could call the shots in the home when Saka who had been put off by the argument she canvassed, set his tongue to overdrive ridiculing her and as she later stated “he crossed the line”. 

Bam! came the blow that rattled the King of sitcom. He instantly fell on the ground dazed and amazed by the turn of events. Eniola was furious and charged at him like a raging bull raining blows and slaps on him. Trust Saka, his mouth did all the shouting as he raised his hands to defend himself from the heavy shelling. The alarm caught the attention of those around who rushed to the scene and it took three men to pull her away. Saka was injured and thankfully he was treated by a good neighbour.

During the battery, there were lights…cameras… and action! Of course all that happened on the movie set of “Light Will Come”, a romantic comedy produced and directed by the ingenuity laden Tchidi Chikere. Saka really did get hurt but it was an accident…the price to pay for being an actor.

In the movie, Lukas (Hafiz Oyetoro) has to contend with his domineering and abusive wife Aisha (Eniola Badmus) who takes delight in engaging him in a boxing bout at home. At work, he is a bumbling and comical personal assistant to his chronic bachelor boss Raymond (Majid Michel) whose parents have mandated him to get married. Together they must find the ideal wife his elite parents would approve of but it repeatedly goes wrong.

The movie also stars Mercy Johnson – Okojie, Majid Michel, Shaffy Bello, Ada Ameh, Rahama Sadau and Nuella Njubigbo.

“Light Will Come”will be released in cinemas across Nigeria from February 17th 2017.

Establishment of maritime university: nimasa supports government

The attention of the Nigerian Maritime Administration and Safety Agency (NIMASA) has been drawn to speculations in a section of the media and a Press Statement from the Ijaw Youth Council (IYC) to the effect that the Agency is opposed to the establishment of the Maritime University at Okerenkoko, in Warri South West Local Government Area of Delta State

This assertion is far from the truth and it has become necessary to clarify the issue as the Federal Government is committed to the actualization of the project which the Agency conceived. It is pertinent to note that NIMASA is supporting every aspect of the law in its determination to fulfill its obligations.

In addition, the National Assembly recently held a public hearing on the matter and it is expected that the funding of the institution and other aspects of running it will be specified in the Act setting up the University.

For the avoidance of doubt, at no time did the Director General, Dr. Dakuku Peterside say anything contrary to the Federal Government’s position on the issue and we solidly stand behind the Federal Government on its determination to actualize the project.

The benefits derivable from the setting up of the institution will be quite numerous.         Apart from becoming a citadel for knowledge and development of human capital, job opportunities will be created to the Nigerian people, particularly the community.

IGP Panel report has vindicated APC position on elections in Rivers – APC

The Rivers State Chapter of All Progressives Congress, APC, welcomes the Inspector-General of Police panel investigation report which uncovered the bribing of Independent National Electoral Commission, INEC, officials by the governor of Rivers State, Chief Nyesom Wike to the tune of N360m of which the sum of N110m has been physically recovered from the INEC officials by the Police.

We feel a sense of vindication over repeated alarm we sounded before, during after the general and rerun elections of 2015 and 2016 that Gov. Nyesom Wike bribes electoral officials before and during every election in Rivers State. Indeed, the IGP Panel report goes further to confirm that the audio bribery clips published by Saharareproters in which the voice of Gov. Wike was directing the deployment of bribe money to INEC officials is real and authentic despite the barefaced denials by the governor.

The APC believes that the spins and reverse spins the PDP is trying to put to a clear case of criminal act they committed with overwhelming evidence is the usual antics of roadside pickpockets when they are caught in the act. Even more laughable is the attempt to disown the exhibit claiming that it belongs to the APC. Where on earth could the APC in Rivers State have found that kind of money if not the governor who withdrew N2bn belonging to River’s taxpayers just before the rerun election from which N260m was paid out to electoral officials as bribe money?

It is obvious that the old-fashioned antics of the governor and the PDP are simply not flying; a thousand press conferences cannot help because lies are known to have expiry date. Gov Wike and the PDP must show uncommon bravery by accepting the fate which awaits anyone who dares in the wrong direction of the law.

The APC would like Governor Nyesom Wike and the PDP to tell the world whether they did not bribe INEC officials as alleged and discovered by the IGP Panel. They should also tell the people whether INEC officials who are alleged to have collected the bribe money did not actually confess to the crime.  Does the proof of bribery provided by the police as evidence that Gov. Wike gave bribe to electoral officials not authenticate the act to the extent that those who made the refunds are alive?

Whereas the APC is wary of wasting ample time in meaningless exchanges with a morally deficient PDP on the matter, we call on the Inspector-General of Police to effect immediate action on the report by prosecuting those found culpable. We know that Gov. Wike’s immunity protects him from prosecution for now but it does not protect him from investigation as have been done. Let others that have been indicted be prosecuted according to law without any delay. When Gov. Wike’s immunity expires in 2019, he must be made to face the full consequences of his action in line with the laws of the land.
