ENUGU—OFFICIALS of Enugu Capital Territory Development Authority and Ministry of Environment, yesterday, invaded the official lodge of the state deputy governor, Mr. Sunday Onyebuchi, and carted away over 3,000 chickens and about 40 crates of eggs from his poultry on the orders of the Chief of Staff to the governor, Mrs. Ifeoma Nwobodo.
Officials of the Enugu Capital Territory Development Authority, ECTDA evacuating the deputy governor’s poultry.
But Chief Press Secretary to governor, Chukwudi Achife, said it was regrettable that the deputy governor chose to ignore all entreaties, including a government directive, to relocate the birds, especially one that had to do with the health of the people.
The ECTDA and Environment Ministry officials, who were led by their commissioners, Messrs Ikechukwu Ugwuegede and Nnaemeka Chukwuone respectively, arrived the lodge at about 1p.m. yesterday to inform the deputy governor of the Chief of Staff’s order to evacuate the birds and demolish the poultry which the government said constituted public health hazard.
Deputy governor watches
Onyebuchi, who was with his wife and personal aides, including security officers attached to his office at the lodge which had been under renovation since September 2012, did not resist the action of the officials who later brought in four trucks and evacuated the chickens to an unknown destination.
When the government officials mobilised by the two commissioners could not evacuate the entire birds, Ugwuegede mobilised more uniformed officials of his ministry who spent about an hour evacuating the birds and the crates of eggs into the four trucks and took them away.
Commissioner declines comment
The ECTDA Commissioner, however, declined to comment on the development when approached by newsmen who rushed to the scene from the nearby Press Unit of Government House, saying he did not invite any journalist to witness the exercise.
But Vanguard obtained copies of correspondence between the office of the governor and that of the deputy governor over the operation of the poultry farm in the government lodge.
Two separate letters dated December 24 and 27, 2013, with reference numbers GHE/CAO/31/239 and GHE/CAO/31/240 and signed for the Chief of Staff by Mr. G.O.C Ajah, Permanent Secretary in-charge of Government House, Enugu, which were delivered to the office of the deputy governor the same day, indicated that the Chief of Staff had directed that the poultry be removed.
Letter on relocation ofpoultry
One of the letters, entitled “Final Notice/Request to stop or relocate the commercial poultry in your official residence” and dated December 27, 2013 reads: “I am directed to request Your Excellency to kindly stop or relocate the said commercial poultry farm out of your official residence as it offends the Statutory Certificate/Certificate of Occupancy purpose clause for which the land is used as Residential.
“I am further directed to state that Your Excellency is given up to 14 days from the date of this letter to effect the desired directive referred to above. Please be informed that (at) the expiration of this ultimatum no further Notice may be given as appropriate action will be taken by relevant Government Agency to effect desired compliance.”
In his reply to the letter dated January 8, 2014, and signed by Mr. Chris A. Eze, Permanent Secretary in his office, the deputy governor said the tone and language of the letters written to him by the Chief of Staff “is insulting and shows disregard to the Office of the Deputy Governor of a State.
“The haste of the two letters shows a mind filled with malice and bent on making mischief, the two letters were delivered to His Excellency’s office, signed for and received on the same day, December 27, 2013. One is a “Notice” and the other “Final Notice.
“His Excellency, the deputy governor also observed that your said letters are replete with falsehood. The official residence of the deputy governor is part and parcel of Government House and no Certificate of Occupancy (C of O) is, to the best of the knowledge of His Excellency, issued in respect of it.
“His Excellency challenges you to produce or at least cite its reference number since this is the basis of your action. You may also consider revoking the said C of O.
Putting records straight
“Just to put the records straight, His Excellency has asked me to inform you that the said poultry is operated within a section of the deputy governor’s residence designated and fenced out as Agriculture Unit – same as the Agric Unit of the Government House where a bigger poultry farm, a piggery and a ranch exist. His Excellency, the deputy governor operates a vegetable farm within that section and no mention was made to of it. Or, is “vegetable farm” within the purpose clause of the C of O?
“The structure for the said poultry farm was inherited by His Excellency from his predecessors in office who also used same for the same purpose. His Excellency has operated the same poultry farm since 2008 with technical support from ENADEP and Commercial Agriculture Programme of the State Ministry of Agriculture.
“There is no record of a letter from you to His Excellency, bringing to his attention, complaint of any environmental or health hazard from the said poultry since 2008. This is because there is none.
“The poultry is operated within the best international practices. His Excellency’s members of staff are living in the Boy’s Quarter, just meters away from the poultry and they have not complained of any inconvenience since 2008.
“Finally, it is the advice of His Excellency that you do not allow the love of power to dominate the power of love.”
Vanguard observed that the deputy governor had been residing outside the official residence since September 2012 until Governor Sullivan Chime reportedly asked him to vacate the dilapidated lodge for a renovation work to be carried out on the building.
Renovation
It was learnt that the renovation work was awarded to the same contractor that handled the renovation of the governor’s residence at the same time but while that of the governor was completed since 2011, the deputy governor’s which was almost completed was abandoned and the expansive premises had remained a thick bush since then.
The contractor was said to have been ordered to stop the rehabilitation work shortly after Governor Chime returned from his four months’ medical trip in London but the reason for the directive could not be ascertained.
Private residence
The deputy governor had been operating from his private residence at GRA Enugu since the official residence was no longer habitable but he had continued to operate the poultry with the assistance of some of his staff residing in the Boy’s Quarter.
Meanwhile, the state government in a statement by the Chief Press Secretary to the governor, Chukwudi Achife, said the poultry was located in the official quarters of the deputy governor which shared a wall with the office of the governor.
Government’s position
The statement read: “In recent times, the stench from the poultry had been pervading the Government House and causing much discomfort to all workers within the Government House, including, of course, the governor.
“Following persistent complaints and appeals from staff of the government, the Permanent Secretary, Government House, Mr. GOC Ajah, was instructed to invite the Ministry of Environment and Government House clinic to inspect the poultry.
“Both the Ministry and Government House medical personnel came out with a verdict that the place was not being well kept and constituted a health hazard to people working in the Government House.
“Based on this report, the Permanent Secretary has, on a number of occasions, taken Government House staff to clean up the poultry.
“However, when the problem persisted, it was brought to the notice of the governor who then directed relevant government officers to communicate the health concerns to the the deputy governor with a view to having him maintain the place properly or relocate the birds.”
“The deputy governor did not comply with any of these directives after several correspondences, even as the stench from the poultry continued to assault people working in Government House.
“Government then directed the commissioners in charge of the Enugu Capital Territory and the Ministry of Environment to evacuate the birds to a safe place and clean up the place.
“It is regrettable that the deputy governor chose to ignore all entreaties, including government’s directive to relocate the birds, especially one that had to do with the health of the people.
“Government’s directive was carried out by officials of both ministries without incident. The birds were evacuated to a safe place and would be handed over to the deputy governor whenever and wherever he chooses.
“ It is important to also state that the deputy governor does not currently live in the premises as it is being renovated by the government.”

A woman who could not stand the pain of losing her husband to another woman has been arrested for allegedly setting her husband, his new found lover and their daughter ablaze, leading to their death.
Peter Amos Asobayire, 35; his wife, Felicity Asobayire, 25, and their two-and-a-half-year-old daughter, Sarah Asobayire, were burnt beyond recognition.
The suspect, Efua Badu, 33, popularly known as Saman Kwenim, allegedly set fire to a can of kerosene and threw it through the window of the uncompleted abode of the family at Dome CFC at about 2 a.m. Monday.
Two other occupants of the building, Tanko Asobayire, 28, and Michael Amanguri, 25, however, escaped unhurt as they were said to be sleeping in another room in the building.
Background Badu, a chop bar operator, was said to have been married to Asobayire for seven years, during which period they had two children, a six-year-old boy and a two- year-old girl.
Asobayire is alleged to have recently informed the suspect that he was no longer interested in their marriage.
Briefing The Accra Regional Police Commander, Deputy Commissioner of Police (DCOP) Mr Christian Tetteh Yohuno, told newsmen in Accra yesterday that Asobayire allegedly sacked Badu from their abode and brought in his new wife, Felicity.
He said the suspect became offended on hearing that her husband had brought in a new woman.
According to the police commander, the suspect claimed she decided to burn down everything in the house to teach the man a lesson.
The suspect, he said, also claimed that she set a can of kerosene ablaze and threw it into the room, thinking that there was no one in the room.
Mr Yohuno said the suspect claimed she took to her heels on hearing of screams from the room.
Investigations According to Mr Yohuno, preliminary investigations by personnel of the Ghana National Fire Service (GNFS) led the police to arrest the suspect after it had emerged that someone might have set the family ablaze.
There were fresh burnt marks on her hand and cheeks when she was arrested, but the commander indicated that the suspect earlier denied the charge, but after thorough interrogation she allegedly confessed to committing the crime.
Fire scene When the Daily Graphic visited the scene around 2 p.m. yesterday, residents of the area had gathered around the entrance of the house discussing the issue.
Fire destroys building and property It was observed that property running into thousands of cedis had been destroyed by the fire, while some materials believed to be the body parts of the victims were seen.
According to an eyewitness who pleaded anonymity, the fire began at approximately 2 a.m. Monday.

JERUSALEM (AP) — The love life of Prime Minister Benjamin Netanyahu’s son is setting off sparks — in Israeli politics. News that 23-year-old Yair Netanyahu is dating a statuesque non-Jewish Norwegian university student was not only a juicy item for the gossip pages. It also unleashed an uproar from religious lawmakers opposed to intermarriage, and prompted debate over the Jewish state’s relationship with the outside world. According to reports in Norwegian media, the Israeli prime minister boasted to his Norwegian counterpart, Erna Solberg, about the relationship during a meeting at the World Economic Forum in Davos last week and informed her that his son recently visited Norway with his girlfriend, Sandra Leikanger. A photo of the smiling young couple appeared in both Israeli and Norwegian newspapers. On Monday, the leader of the ultra-Orthodox Shas party said he believed the relationship actually caused Netanyahu and his wife great “heartache.” Arieh Deri told a local radio station the relationship was no mere personal matter because Netanyahu is a “symbol of the Jewish people.”
“I know friends of mine who invest tens of millions and more, hundreds of millions to fight assimilation in the world,” Deri told the Kol Barama station. “If God forbid it’s true, woe to us.” Other groups called on Netanyahu to put a stop to the relationship. Even the prime minister’s brother in law, Hagai Ben-Artzi, took to the airwaves to speak out against it.
“Yair should know that if he does such a thing, if he doesn’t break off the relationship, then … he is spitting on the graves of his grandmother and grandfather who loved him so much and raised him,” Ben-Artzi told Kikar Shabbat, an ultra-Orthodox news site.
Ben-Artzi, an outspoken Jewish nationalist who is often critical of the prime minister, said he had not spoken to the family in months. “Maybe they weren’t in touch because they were afraid to tell me,” he said. Netanyahu’s office declined to comment, as did Leikanger.
Israel always had an ultra-Orthodox minority of devout and conservative Jews, who currently account for just under a tenth of the population. Thanks to their political clout, the ultra-Orthodox oversee weddings, divorces and burials — meaning that the younger Netanyahu would not be permitted to marry his girlfriend here — if they one day get serious — unless she converts. Orthodox Jewish Law prohibits intermarriage.
In recent years Israel’s internal rupture has become even more complex, with religious Jews of various shades, and ultranationalists, increasingly pitted against a secular population that can be extraordinarily progressive on issues like gay rights. The cultural clash has become so extreme — over issues like the religious desire to segregate the sexes on some bus lines or the refusal by the religious to performing compulsory military service — that many Jews joke the internal divisions are more intractable than the troubles with the Palestinians. Yossi Sarid, a former Israeli education minister and onetime leader of the secular-rights party Meretz, called the younger Netanyahu’s love life a “private matter.” But he said the uproar among the religious was “nonsense.”
“It’s not fair. You can’t expect fairness from those people,” Sarid said. “They don’t like non-Jews. They don’t like non-Orthodox Jews. They are behaving as fanatics everywhere behave.”

ABEOKUTA — The new National Chairman of the Peoples Democratic Party, PDP, Adamu Mu’ azu was, yesterday, locked in a two-hour secret meeting with former President Olusegun Obasanjo, at the latter’s Hilltop Mansion, in Abeokuta.
Mu’azu, arrived Abeokuta around 3: 30p.m. in a convoy of four vehicles and headed straight for the meeting without speaking to newsmen. He also did not speak to waiting reporters when he left the residence at exactly 5: 35p.m.
The closed door meeting, had in attendance, Senator Andy Uba, who was a senior aide to Obasanjo during his administration, former PDP National Auditor, Bode Mustapha, among other associates of Obasnjo and Mu’azu. Mu’azu’s visit, it was learnt, was not unconnected with the crisis rocking the party upon which Obasanjo last year decided to suspend himself from activities of the party at all levels.
Mu’azu was appointed last week by the National Executive Committee of the party following the resignation of the former Chairman Bamanga Tukur. Mu’azu, a former governor of Bauchi State for eight years had promised to reconcile all aggrieved members of the party. Although details of their discussions were not made known, a highly placed source told Vanguard that Mu’azu begged Obasanjo for support ahead of the 2015 elections.
But a governorship aspirant in the state, Kayode Amusan while speaking with newsmen, said that his visit was not unconnected with the crisis in the state chapter of the party. Amusan described Obasanjo as a strong factor to reckon with in the country’s polity, stressing that it would be difficult for anyone to come on board the affairs of the party without visiting the former president.
”Baba has ruled this nation for how many decades? So, you can’t rule him out in this country. Of course, in a democratic dispensation, there must be re-grouping, there must be alignment and there must be re-alignment, and that is it. ’’No matter what the disagreement, there is need for him to go round and put things together.”
Commenting on the likelihood of resolving the crisis in the Ogun State chapter of the party which formed the basis of Mu’azu’s visit, Amusan told journalists that “the issues of the past are still lingering, you all know where the party structure is. The new chairman will have to look into that.”

Lagos – The Economic and Financial Crimes Commission (EFCC) on Monday filed an amended money laundering charge against a former Minister of Aviation, Femi Fani-Kayode, at a Federal High Court in Lagos.
At the resumed hearing of the case, the Prosecutor, Mr Festus Keyamo informed the court of the amended charge containing 40 counts and applied that the plea of the accused be taken.
After first count was read to the accused, his Counsel, Mr Ifedayo Adedipe (SAN), raised an objection that the charge was invalid and his client could not plead to it.
Adedipe argued that the count stated that the accused “accepted cash payments of over N10 million”, without stating the donor of the said money.
He said it was alleged throughout the charge that the accused “accepted various sums of money”, without mentioning the names of the persons from whom they were received.
The counsel submitted that the charge was “invalid, persecutory and oppressive”.
Keyamo, in response, argued that the charge bordered on money laundering in which monies involved had no source as opposed to conversion or stealing where there was a particular source.
He submitted that he was prepared to file a written address on the issue.
Justice Rita Ofili-Ajumogobia, in a short ruling, said that both parties were at liberty to either file written addresses or address the court orally on the issue.
She adjourned the case to Feb. 3 for ruling.
The News Agency of Nigeria (NAN) reports that Fani-Kayode was earlier re-arraigned on Feb. 11, on an amended 47-count charge.
He had pleaded not guilty to the charge and was granted bail.
In the charge, the accused was alleged to have transacted with funds exceeding N500, 000 without going through a financial institution.
The accused was also alleged to have accepted cash payments of about N100 million while he served as Minister of Aviation and Minister of Culture and Tourism respectively.
The offences were said to contravene the provisions of Sections 15(1) (a) (b) (c) (d) and 15 (2) (a) (b) of the Money Laundering (Prohibition) Act, 2004.

ABUJA—The Presidency and the All Progressives Congress (APC) were yesterday locked in a war of words over the opposition party’s directive to its members to shut down the affairs of the Federal Government. This came as APC House members, weekend, vowed to heed the party’s directive.
Flaying the APC’s threat to resort to self-help over the crisis in Rivers State, the Presidency vowed that appropriate sanctions by security agents would be applied to any effort to derail the normal working of government.
The APC in a sharp rebuttal to criticisms over the directive issued last Thursday vowed to press on with the directive, saying that the weekend success of the pro-APC rally in Rivers State was an indicator of the success of the directive. The party, however, alleged that the impunity it is fighting in Rivers State has also spread to Gombe State where it claimed its posters and banners were being brought down by government agents.
The prospect of the APC having its way in the Senate were, however, downplayed at the weekend by Senate Leader, Senator Victor Ndoma-Egba, SAN who said the Senate would consider all issues without partisan consideration.
Elder statesman, Tanko Yakasai, meanwhile, has flayed the APC directive saying it was capable of truncating democracy.
Yakasai in a press statement issued in Kano, yesterday, declared: “I pray that this country will not reach a stage where the recklessness of some members of the political class will lead to the truncation of our nascent democracy.”
Meanwhile, a non-government group, Citizens Network for Peace and Development in Nigeria, CNPD, weekend, flayed the APC directive, saying the party had put partisan interest above national considerations.
We’ll match action with action— Presidency Special Adviser to the President on Political Affairs, Alhaji Ahmed Gulak while flaying the APC resolution said it was a recipe for anarchy and vowed that whatever actions were made towards self-help, particularly in Rivers State would be matched with appropriate reaction by security agencies.
Gulak in a statement said: “The Federal Government has directed the law enforcement agencies to take seriously all statements aimed at inciting violence and disturbing the peace.”
He said no responsible administration would fold its arms and watch politicians incite their supporters to take up arms or resort to extra-judicial means to resolve disputes when there are legally established channels for conflict resolution in the country.
Noting that the Federal Government has a responsibility to protect all Nigerians and ensure that every Nigerian is free to pursue his business and happiness in an atmosphere of concord and tranquility, he said: “The Federal Government fully recognises the constitutional guarantees of freedom of speech and freedom of assembly, we regard such enshrined constitutional guarantees of basic rights of Nigerians as the pillars of democratic governance; we know that the full enjoyment of such rights come with personal and civic responsibilities on individuals and groups, it is therefore regrettable and unfortunate, that APC which prides itself as a progressive party, should go all out to incite its supporters to resort to self help to redress their grievances”.
According to Gulak, “this is a display of desperation and crass opportunism by a political party that wants to win at all cost. There are rules of engagement and we expect all parties to abide by such rules rather than fomenting trouble in order to gain media attention.
Our crtics are ignorant — APC The APC in a sharp reaction through its Interim National Publicity Secretary, Alhaji Lai Mohammed described critics of its directive to its National Assembly members to shut down the Federal Government as those who are either ignorant of the workings of democracy or those who have chosen to play to the gallery for pecuniary gains.
Noting that the directive was already having a positive effect on the situation in Rivers State, he noted that the members of the Save Rivers Movement (SRM) were able to, for the first time, stage a peaceful rally last Saturday.
“This is exactly what we are saying, that Nigerians, irrespective of their party leaning, who wish to stage a peaceful protest anywhere in the country must be able to do so without the police looking away while hired goons attack them. It is all about justice, fairness and equity, without which democracy will not thrive. We will be watching to see if what happened on Saturday represents a paradigm shift in Rivers or it is just a flash in the pan,” the party said.
APC said there is nothing anti-democratic, anti-people or inciting about the directive, which is aimed at ending the reign of impunity in Rivers State before it spreads to other parts of the country and truncates the nation’s democracy, wondering why it is so difficult for the President to act, for almost a year, as a part of the country he was elected to govern goes up in flames.
“We hereby reiterate the directive, which is a product of deep thinking and robust debate within our party’s NEC to save our democracy, and we commend our members in the National Assembly for their unequivocal support for our stand, and for understanding that filibustering or legislative non-cooperation are veritable tools of democracy,” it said.
The party said already, copy cat attacks and intimidation of APC members have been launched by the government and the police in Gombe, because they have been watching the impunity being committed in Rivers.
“All over Gombe, our party flags, billboards and posters are being vandalized by hoodlums aided and abetted by the police. Our youth supporters are being arrested while our members are being threatened by the police and the state government officials.
“They say the non-approval of the 2014 budget will pauperize Nigerians, as if the yearly ritual of budget passing since 1999 has benefited anyone but the fat cats. In any case, of what use is a budget when the lives of citizens are at stake? Are budgets not made for the people? Do they understand that even the budgets are based largely on earnings from oil, which we cannot even produce if the violence in Rivers escalates and spreads to other oil-producing states?
We’ll heed APC directive — Osagie
APC whip in the House of Representatives, Rep. Osagie while giving his readiness to rally the party faithful to heed the directive told Vanguard:
“I am a member of a political party and I cannot disagree with my party. All I can say right now is that even the deaf can hear, the blind can see that this government is not only rudderless, it is involved in huge illegalities and unconstitutionalities; it has no respect for the rule of law, neither does it have respect for the right of citizens.”
Senate’ll be non-partisan — Ndoma-Egba Senate Leader, Senator Ndoma-Egba, SAN, however, countered the prospect saying that senators would look at issues in the Senate without partisan considerations.
“My experience of the Senate for the years that I have been there is that it is not a partisan institution”, he said

Police in Miami found more than just drugs and alcohol yesterday when they arrested teen pop sensation Justin Bieber.
Sources close to the investigation say that in addition to the prescription medication Xanax, the cops also found a “significant” stash of over-the-counter penis enlargement pills in the glove compartment.
Records show that law enforcement confiscated 1 bottle of Enzyte, 2 bottles of Erectzan, 3 bottles of Rock-It-Man and 1 bottle of MaxURPrick. Police tested the pills to see if Bieber was using the bottles to store illegal drugs, but chemical analysis showed they were purely for male enhancement.
Bieber, who was charged with a DUI this morning, is no stranger to legal trouble. He has been warned numerous times for his drug use and aggressive driving. Just last week police searched his home after neighbors reported an egging incident.
Many observers have speculated that Bieber’s hyper-masculine, macho behavior has been an attempt to compensate for the fact he has an extremely tiny penis – a hypothesis which today’s events have confirmed.

Injured Ghana midfielder Edwin Gyimah is expected to be out of action for up to six weeks which means he will fit to play for the Black Stars at the World Cup in June if he is selected by coach Kwesi Appiah.
The South Afirca-based utility player, who plays for SuperSport United, will be on the sidelines with a badly twisted ankle.
He is expected to return to action by the middle of March, two months before the World Cup starts in Brazil.
“Gyimah is definitely out of the game against AmaZulu (on Tuesday) due to the injury sustained against Pirates,” revealed United team manager Coltrane Munyai.
“He should be out for four to six weeks.” It was originally feared that he would be out of action for six months which means he would not be fit to play in the tournament which ends in July.
The Ghanaian sustained the blow in Matsatsantsa's recent 2-1 victory over Orlando Pirates in Soweto http://www.kickoff.com/match-report/9496/orlando-pirates-vs-supersport-united-psl .
His return will give coach Appiah lots of options and headache when he names his squad for the World Cup.
Gyimah is on the periphery of the Black Stars squad.
