The “Policing and Security” Conference to kick off on Wednesday in Abu Dhabi

Under the patronage of Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, the Policing and Security Conference is scheduled to start tomorrow Wednesday, November 4, under the slogan “Global Challenges and Local Solutions”. Taking place at the the Abu Dhabi National Exhibitions Centre (ADNEC), the two-day conference is organized by Rabdan Academy in collaboration with the Ministry of Interior and Charles Sturt University, Australia.at

Major General Dr. Nasser Lakhrebani Al Nuaimi, Secretary General of the Office of HH Deputy Prime Minister and Minister of Interior, said that hosting the Policing and Security Conference under the theme ‘Global Challenges and Local Solutions’ is considered an achievement by the United Arab Emirates, as it confirms its keenness to be one of the best countries in the world in terms of security and safety.

Moreover, he expressed his appreciation for the conference organizers; pointing out that it will promote the scientific methodologies behind police work in the UAE and will help develop a culture of exchanging expertise and experiences and sharing academic research results; as well as making use of the best practices to build a more secure society. It will also acquaint attendees with the appropriate methods combat crime, enforce justice and increase community trust in pursuance of the Abu Dhabi Police’s vision, aimed at becoming the most operationally effective police force, catering to the needs of society with the highest level of integrity and training.

He also noted that hosting the conference by Rabdan Academyis a “milestone” for the Academy; noting that the conference allows participants to discuss ways to develop police practices and to take advantage of the outcome of research and studies in police science.

Dr. Faisal Obaid Al Ayyan, Executive Vice President of Rabdan Academy, noted that the conference is a major event for policing and security professionals from the broad law enforcement and public protection communities across the UAE, GCC and the wider regional and international areas. “The conference aims to exchange expertise in the area of training and making use of the latest technical equipment and devices. Comedian Jimmy Morales elected Guatemala president

A former TV comedian with no experience in government has won the run-off vote in Guatemala’s presidential election.

Jimmy Morales polled 72% against the former first lady, Sandra Torres, who is seen by many as part of the country’s unpopular political elite.

Ms Torres admitted defeat before all the votes were counted, as the margin of Mr Morales’ lead became clear.

The vote took place a month after the resignation and arrest of President Otto Perez Molina.

He is accused of leading a corrupt network of politicians and customs officials.

The former president denies involvement in a scheme which saw businessmen pay bribes to evade customs charges.

Many voters see the comedian as a fresh start following nationwide protests that ousted Mr Perez Molina.

“As president I received a mandate, and the mandate of the people of Guatemala is to fight against the corruption that is consuming us. God bless and thank you,” said Mr Morales after the count.

But turnout was low, despite calls for voters to help Guatemala overcome a serious political crisis.

Ms Torres ran government social programmes when her ex-husband Alvaro Colom was president between 2008 and 2012.

Mr Morales has regaled voters with stories about his humble origins and jokes from a 14-year period on a TV comedy show.

He has been criticised for some of his more far-fetched policies which include the tagging of teachers with a GPS device to ensure they attend classes and giving each Guatemalan child an iPhone.

His manifesto is only six pages – giving few indications as to how he might run the country – but he is known to favour low taxes and limited government.
Useless cowboy

One of Mr Morales’ most famous comedy roles was that of a useless cowboy who becomes president by accident.

But now he faces a difficult task as his National Convergence Front (FCN) will have just 11 out of 158 seats in the next Congress.

Critics accuse Mr Morales of having no programme and no team, just the ability to exploit voter grievances.

His rise in the polls has been attributed to his targeting of public sector corruption which has engulfed the government.

One investigation found that former President Perez and his vice president were at the centre of the customs scam. Both deny any involvement.

Mr Perez was impeached, deprived of his presidential immunity and arrested in September. He is now in jail awaiting trial.

ABU DHABI: Saif bin Zayed Reviews newly invented Passport and Document Scanner

ABU DHABI- Lt. General H.H Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, reviewed on Tuesday at the Abu Dhabi Police General Headquarters, a device that was invented by Sergeant Amer Al Jabri, form the Directorate General of Residency and Foreigners Affairs at the Ministry of Interior. The device is a first-of-its-kind and is used to scan and read all types of travel documents and passports used around the world.

His Highness was briefed on the new invention, which marks a quantum leap towards enhancing police and security work and could be leveraged across all land border points and airports. This invention further promotes the government’s vision aimed at positioning the UAE in the forefront of the most developed countries in terms of safety and security.

For his part, the inventor explained that the device requires no electrical connections, and is made of “eco-friendly” materials; which maintains the occupational safety of employees. “It is a low-cost device that includes a microscope, which provides a magnification of up to twenty times larger and clearer of the original image than in similar devices,” he said. He added that the new device has a scanning feature to read airline tickets, barcodes and international ID documents; in addition to a number of integrated properties and applications, unlike other devices which can only perform one task at a time.

It is worth mentioning that the Innovation Center at the Ministry of Interior adopts creative ideas and proposals, provides them with the necessary resources and facilities, and supports their implementation within the work system; in order to strengthen and develop performance. Abu Dhabi – Al Ghuwaifat Road speed limit changed

ABU DHABI – The Traffic and Patrols Directorate at the Abu Dhabi Police announced that it will be changing speed limits on the Abu Dhabi – Al Ghuwaifat road as of November 15th. The reduced speed limit will help preserve lives and ensure a streamlined flow of traffic during the on-going work to widen the Abu Dhabi – Al Ghuwaifat road.

Brigadier Khalifa Mohamed Al Khaili, Acting Deputy Director of the Traffic and Patrols Directorate at Abu Dhabi Police stated that reducing the speed limit aims mainly to preserve the lives and properties of road users. He stressed that government bodies are working day and night to serve the public, by building an advanced roads infrastructure according to the highest quality engineering standards.

Brigadier Al Khaili explained that the modified speed limits on the Abu Dhabi – Al Ghuwaifat road are divided into three key stretches. The first stretch starts from Al Dhafra bridge diversion to Baynunah Forest (stretching 176 km/both ways) with speed limits of 100 km/h and radar setting at 121 km/h. The second stretch starts from Baynunah Forest to Barakah region, with a speed limit of 120 km/h and radar setting of 141 km/h. The third stretch extends from Barakah to Al Ghuwaifat (64 km/ both ways), with a speed limit of 100 km/h and a radar setting of 121 km/h. The speed limit for heavy trucks will be set at 80 km/h, while the speed limit of passenger buses will be set at 100 km/h for all phases of the road.

He also noted that the Department has announced the change in speed limits and radar setting has been clearly marked by sign boards; stressing that the main goal of installing radars is not to catch road users, but to instruct them to reduce their speeds in order to realize the vision of the Abu Dhabi Police to maintain traffic safety.

Brigadier Al Khaili also explained that the project to widen the Abu Dhabi- Ghuwaifat road is among the key projects that reflect the government’s commitment to achieve traffic safety and prevention. “This road is a vital economic route that witnesses intensive traffic flow during Haj and Umrah seasons. The project is also designed to facilitate the flow of tourists coming from neighboring countries that increases during holidays,” he added. “The road is also the main route for trucks traveling to and from the Abu Dhabi ports; consistent with economic progress witnessed by the UAE.”

Brigadier Al Khaili called upon motorists to adhere to the designated speed limits in order to maintain their safety. This would help to boost safety levels and enhance protection for all road users across the Abu Dhabi Emirate.

ABU DHABI: The ‎2015 Global Meeting on Search and Rescue Concludes

ABU DHABI, United Arab Emirates – The 2015 Global Meeting on Search and Rescue concluded its activities on Tuesday. The meeting was hosted for the first time by the UAE and held at the Abu Dhabi National Exhibition Centre (ADNEC) between 16 and 20 October.

Participants confirmed that their meeting in Abu Dhabi represented a major qualitative step, and a step forward in the field of search and rescue around the world. Attendees approved 2015 Abu Dhabi Declaration, which aims to enhance the standards of readiness and response in national and international urban search and rescue operations. In this declaration, the International Search and Rescue Advisory Group (INSARAG) reiterated its commitment to the United Nations General Assembly Resolution 57/150 of 2002, on “Strengthening the Effectiveness and Coordination of International Urban Search and rescue assistance” from 2015 to 2020.

During the global meeting, which was attended by 300 participants from over 90 countries and organizations, it was agreed upon observing the goals of the International Search and Rescue Advisory Group (INSARAG). These goals were established to reinforce and complement the Sendai Framework for Disaster Risk Reduction 2015-2030, and with the World Humanitarian Summit 2016. These goals were also established to support the progress already achieved since the creation of the INSARAG Hyogo Declaration adopted at the first INSARAG Global Meeting in 2010, which was attended by 188 international participants from 77 countries and organizations.

The International Search and Rescue Advisory Group (INSARAG) expressed its thanks and appreciation for the UAE Government for extending such a warm welcome and hospitality, which contributed to the success of the second INSARAG Global Meeting.

The INSARAG delegation also expressed its appreciation for the support of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), in its capacity as the INSARAG secretariat, and by the Economic and Social Council (ECOSOC) and the UN General Assembly in their endorsement of, and encouragement to INSARAG and its activities.

In light of the progress achieved in the past 25 years of INSARAG in creating a well established, professional Urban Search and Rescue (USAR) network that works to ensure rapid response and coordination to sudden onset disasters i.e. earthquakes, in support of the affected population and governments; the International Search and Rescue Advisory Group (INSARAG) has issued a number of resolutions and recommendations in its 2015 Global Meeting. They include calling upon the Member States of the United Nations to continue fully supporting implementation of the provisions of UN General Assembly Resolution 57/150 of 16 Dec 2002 on ‘Strengthening the Effectiveness and Coordination of International Urban Search and Rescue assistance’ and to continue to support INSARAG and its activities.
The Meeting also reaffirmed its full support for disaster-affected countries in executing their primary role to initiate, coordinate and organize the international humanitarian assistance on their territories according to the humanitarian principles of neutrality, humanity and impartiality; facilitating the deployment and work of international urban search and rescue teams; approving the modern updated version of the International Search and Rescue Advisory Group (INSARAG) 2015 Guidelines and methodology guide, which include a number of detailed cases that make use of learned lessons and provide a detailed overview of alert and response methodologies adopted by INSARAG; and encouraging member countries to adopt these guidelines in the own disaster response plans.

The meeting also called upon all urban search and rescue teams responding internationally to earthquakes to follow the field coordination procedures of OCHA, especially those laid down in the INSARAG Guidelines and Methodology and coordinate their work with the directions of the Reception and Departure Centre (RDC) and the On-Site Operations Coordination Centre (OSOCC) established in the disaster area by United Nations Disaster Assessment and Coordination (UNDAC) Teams.

He also called upon all Member States that have urban search and rescue teams responding internationally, to ensure the commitment of these teams to the operational standards for international urban search and rescue teams through the INSARAG External Classification (IEC) process, and which are supported by advisors from member states that have external classifications teams, while abiding by the humanitarian principles and mutual respect.

For their part, participants emphasized their commitment to the principle of universality and to support efforts aimed at strengthening and consolidating cooperation among regional and sub-regional levels in the field of disaster preparedness and response, with particular respect to capacity-building and training at all levels; as well as cooperation between Member States in each region, encouraging International Search and Rescue Advisory Group regional groups to provide full support and assistance to develop search and rescue capabilities in national urban areas; and enhancing participation with small teams with light equipment, and calling upon all Member States to ensure ensure that national ownership is accounted for these operations. This would reflect positively on humanitarian developmental policies for risk management in general; and to ensure the optimal use of capabilities and local expertise.

Furthermore, they called for taking advantage of the work carried out by the International Search and Rescue Advisory Group (INSARAG) to develop innovative means, and establish recommendations to develop a regulatory and operational reference guide for capacity building of national urban search and rescue teams, and encouraging member state to support such efforts, and to recognize that international response is a complementary effort for national capacities.

In addition, they stressed the increasing role of international urban search and rescue teams to the “post-rubble” response in major disasters.

The attendees expressed their thanks to the members of the International Search and Rescue Advisory Group (INSARAG) for cooperating with the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), with the United Nations International Strategy for Disaster Risk Reduction, International Federation of Red Cross and Red Crescent Societies, the World Health Organization, the United Nations agencies and relevant regional organizations. They also expressed their satisfaction with the outcomes of the second INSARAG Global Meeting and affirmed their intent to hold the next INSARAG Global Meeting in Warsaw in 2020.

They also called for the reduction of vulnerabilities as a danger factor, by enhancing urban search and rescue capacity within the countries, through the training program “first responders”, which was developed in collaboration with the International Federation of Red Cross and Red Crescent Societies, and by targeting a better reconstruction after disasters to contribute to a full post-crisis recovery.

The 2015 INSARAG Global Meeting on Search and Rescue concluded the scheduled activities on its agenda, whereas participants reviewed and discussed a number of work papers submitted by experts and researchers from the United Nations, and countries participating in the meeting.

Strengthening partnerships between teams

During the meeting, Lt. Colonel Hamad Al Darmaki, from the Directorate General of Strategy and Performance Development at the Ministry of Interior, presented a work paper tackling the importance of the leadership role in ensuring the success of strategic planning. He also tackled the strategic development of Abu Dhabi Police General Headquarters and the Ministry of Interior; under the leadership of His Highness Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of the Interior, and referred to the vision, mission, strategic goals and initiatives of the GCC countries’ and Jordan’s search and rescue teams, which were approved by Member States.

In his paper, Lt. colonel Al Darmaki pointed to the support and guidance of the leadership towards the development of the strategic plan for the GCC countries’ and Jordan’s search and rescue teams (Committee 6 +1). He said that a meeting was held to prepare a strategic plan in Abu Dhabi, under the supervision of Major General Dr. Nasser Lakhraibani Al Nuaimi, Secretary General of the Office of the Deputy Prime Minister and Minister of Interior, followed by several meetings held to complete the preparation of the strategic plan.

This is the first strategic plan in the field of search and rescue operations, prepared in collaboration with several countries, under the supervision of a team of the Ministry of Interior and the Chairman of the Committee (6 +1) Colonel Mohammed Abdul Jalil al-Ansari, Director General of Civil Defense in Abu Dhabi, according to the UN’s International Search and Rescue Advisory Group (INSARAG) guidelines. He also stressed the role of international partnerships in the success of such practices. Then, the audience highly acclaimed the experience and its effectiveness in the field of search and rescue.

Lt. Colonel Hamad Al Darmaki stressed the need to strengthen partnerships between teams, in order to boost their performance and enhance their response in cases of disaster. He also emphasized that the leadership’s support has had a significant impact on the adoption of developmental changes, and the development of strategic plans between search and rescue teams with common factors such as geographical proximity and risk similarities.

ABU DHABI: Police Sports Committees Established to Develop Sports Activities at Ministry of Interior

The Police Sports Association Board held its first meeting after reconstitution. The meeting, which was held at the Ministry of Interior’s headquarters, was chaired by Brigadier Mohammed Hamid bin Dalmouj Al Dhaheri, Chairman, and attended by all members.

Lt. General H.H Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior hads issued a decision for the reconstitution of the Police Sports Association Board, as follows: Brigadier Mohammed Hamid bin Dalmouj Al Dhaheri, Chairman; Colonel Khaled Ali Shahil, Deputy Chairman; and Colonel Aref Obeid Al Rais, Secretary. Members of the Board include: Brigadier Waleed Salim Al Shamesi, Brigadier Adil Abdul Rahman Al Hammadi, Colonel Ahmad Hamdan Al Zayoudi, Colonel Ali Hamad Al Badwawi, Lieutenant Colonel Muhammad Khalfan Al Qamzi, Lieutenant Colonel Yosef Ibrahim bu Haroun, Lieutenant Colonel Rashid Humaid Al Mazroui, Lieutenant Colonel Issa Meer Abdul Rahman, Major Mahmud Ali Al Ateeqi, Major Fahed Abdullah Al Tunaiji, and Major Muhammad Ali Al Zaabi.

Brigadier Al Dhaheri congratulated the Board members for the trust bestowed upon them by Lt. General H.H Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior by choosing them for the membership of the new Board. During its first meeting, the board discussed a number of sports issues listed on the agenda. Colonel Aref Ali Obeid Al Rais, General Secretary of the Board reviewed the agenda; and reconstituted the Executive Office of the Association, the Committees of the Police Sports Association Board, and the Sports Activity Development Committees; as follows:

The Executive Office; Colonel Khaled Ali Shahil, as chairman, with membership of Colonel Ahmad Hamdan Al Zayoudi, Colonel Aref Obeid Al Rais General Secretary; Lieutenant Colonel Abdullah Abdul Rahman, Chief of Sports Activities Section; Lieutenant Colonel Muhammad Khalfan Hindi; Major Dr. Saud Salim Al Junaibi, Chief of Sports Planning and Assessment section; Major Mahmud Ali Al Ateeqi, and Dr. expert Hussain Omar Al Sammari.

The Board also decided to establish the Technical Committee, to be chaired by Brigadier Waleed Salim Al Shamesi; the Financial Committee to be chaired by Brigadier Adil Abdul Rahman Al Hammadi; the Media Committee to be chaired d by Colonel Ahmad Hamdan Al Zayoudi; the Shooting on the Move and Tactical Shooting Committee to be chaired by Colonel Saeed Muhammad Al Khateri; the Firearms and Ammunition Committee to be chaired by Colonel Abdul Aziz Al Noman; the Athletics and Road Races Committee to be chaired by Major Hamza Juma’a Al Meel; the Iron Man Championship Committee, the Physical Fitness Committee, and the Swimming Committee to be chaired by Lieutenant Colonel Abdullah Abdul Rahman Al Humaidi.

The Board also reviewed the Physical Fitness Project to be implemented for police members as of next year; in addition to the project’s stages of implementation, policies, instructions, and methods of assessment.

The Board also decided to link the Sports Excellence Shield with the standards of the Minister of Interior’s Sports Excellence Award. Colonel Khaled Ali Shahil, Deputy Chairman was assigned to establish a work team to study the proposal and the required standards to achieve this end.

With respect to the internal sports activity, the Board approved reports of events, competitions, championships, courses, and training programs during competitions, in addition to participation statistics and compared it to last season’s reports. The Board also reviewed the sports activity plan and training plan for 2016, in addition to the financial statement and the Association’s budget.

With respect to the external sports activities, the Board approved the report pertaining to the participation of the UAE Police National Team at the International Police Shooting Championship in Hungary. The Board also approved the participation of the UAE Police delegation at the Police Sports Games 2015 in Colombia, noting that the UAE will be hosting the championship’s next edition in 2017. To this end, the Board decided to establish work teams to establish the plans and prepare for the Games.

The Board also agreed to take part in the General Assembly meeting and the meetings of the Executive Office of the Arab Police Sports Federation that will be held in December in Algeria.

The Board also reviewed the preparations of the UAE Police National Teams that are taking part in the GCC Police Games in November in Kuwait; and formed the accompanying administrative delegation. The Board assigned Major Muhammad Al Zaabi to form the UAE Police National Team that will be participating in the UAE International Firefighter Challenge, which will be held alongside the 2016 International Exhibition for National Security and Resilience (ISNR).

Integrated Management System Certification for ADP Finance Directorate

The Directorate General of Finance and Services at Abu Dhabi Police General Headquarters has achieved the Integrated Management System (IMS) Certification across the the director general’s office and affiliated sections, after meeting the international standards’ requirements for ISO 9001 Quality Management System, ISO 14001 Environment Management System, OHSAS 18001 Occupational Health and Safety Management Syste. The certificate was awarded by third party certification LRQA (Lloyds Register Quality Assurance).

The certification marks the success of the Directorate General of Finance and Services in providing administrative support; organizing employees’ productivity; following-up on the strategic plans of organizational units; supervising the implementation of engineering projects; and maintaining the buildings affiliated with the Abu Dhabi Police General Headquarters. The Finance and Services Director General’s office is the first entity to achieve this prestigious certificate on the Abu Dhabi Police General Headquarters’ level.

Major General Khalil Dawood Badran, Director General of Finance and Services at Abu Dhabi Police received the international certificate at the Abu Dhabi Police General Headquarters. It was presented by Colonel Faisal Sultan Al Shuaibi, Deputy Director of Strategy and Performance Development at the General Secretariat of the Office of H.H Deputy Prime Minister & Minister of Interior.

Major General Badran said that receiving the certificate was due to the continuous support of Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, who was adamantly committed to upgrade work teams and enable to attain the highest levels of performance according to best advanced standards.

He also praised the support of the Strategy and Performance Development at Abu Dhabi Police; and the work teams that exerted strenuous and ongoing efforts to make this accomplishment “This achievement falls in line with the unified institutional work, to achieve the vision and strategy of the Ministry of Interior, and to recognize the highly efficient quality services provided by the Abu Dhabi Police General Headquarters.
