NIGERIA: Man arraigned for stealing diesel from truck

According to reports, the suspect was ‎caught at about 4:00 am on 27 May by a vigilant night guard in the area, who noticed a flow of diesel on the ground close to where the truck was parked.

He allegedly traced the flow to the truck where he found the suspect channelling the petroleum product into waiting jerry cans.

‎Sighting the night guard, the suspect was said to have fled the scene, but the guard who raised an alarm, later overpowered him after a hot chase.

The alarm raised by the night guard was said to have drawn the attention of residents and traders in the area who descended on the suspect. He was rescued by policemen just before he could be lynched.

An eyewitness who does not want his name in print, said the suspect confessed that he belonged to a syndicate specialised in stealing petroleum products from packed trucks in the area.

A source said:

“He (suspect) confessed that there are other people in the same business with him and that they have stolen more than 1,000 litres before. The truck belongs to one Mr. Imafidon and the guard who caught him said that he has been looking for those boys for sometime now.

The residents, especially truck drivers, were angry after he demonstrated how he siphons the product. So, they tied him up and put the hoose in his mouth."

When contacted, Edo Police Public Relations Officer, DSP Stephen Onwochei, said he was yet to be briefed on the incident. He however added that the matter could have been handled by the Divisional Police Officer, based on the level of the offence.

“I have not been briefed on that. But, obviously, it is a case of stealing which the division can handle,” Onwochei said.

NIGERIA: 69 dead as petrol tanker explodes

Over 69 persons burnt to death on Sunday evening when a trailer loaded with  petrol that was descending from Army barracks side of Onitsha Enugu express way lost control and rammed into the Asaba Motor Park at Upper Iwekas Onitsha and exploded.

Eleven vehicles mostly commuter buses and two motorcycles inside the Asaba Park Onitsha including the 40 foot tanker laden with petrol burnt beyond repairs inside the park.

Governor Willie Obiano and a State Commissioner were overflowing with emotions as they broke into tears upon seeing the disaster the explosion caused.

The Nigerian Red Cross Society officials were the first to arrive at the scene of the incident, and according to its Chairman Prof Peter Emeka Kathy “we have sixty nine burnt to dead persons as at now, there are other 30 casualties, a casualty is a living person, a dead person is no longer a casualty, so 69 persons are dead, and they have been evaluated to various mortuaries in Onitsha, from Toronto to St Charles Boromneo Mortuaries and others in town”.

South China Sea Vietnam and U.S. discuss land reclamation

U.S. Defense Secretary Ash Carter discussed his call for an end to island-building in the South China Sea in talks on Monday with his Vietnamese counterpart, who said Vietnam had not expanded its islands but had done work to prevent wave erosion.

The response appeared to fall short of the immediate halt to land reclamation activity and further militarization of the islands that Carter sought in an initial appeal last week in Hawaii, and again at a security conference in Singapore.

Carter told a joint news conference with Defense Minister Phung Quang Thanh that he and the general had discussed his proposal for a permanent halt to reclamation and militarization of the islands and that Vietnam was considering the idea.

The U.S. defense secretary, who is on an 11-day trip to the Asia-Pacific, has focused on maritime security in his public remarks amid concerns about the implications of China's massive island-building effort, which has added 2,000 acres (809 hectares) of land in about 18 months, most of it this year.

Carter has acknowledged that other countries have conducted reclamation projects in the region, including partners like Vietnam, and urged them all to stop. But he said China's activity had outstripped the others and was undermining security, a charge that Beijing has rejected.

At the news conference, Thanh and Carter were questioned whether the U.S. defense chief had asked Vietnam to stop land reclamation activity. Thanh said the two sides had discussed the issue.

"Vietnam has recently conducted consolidation on the islands under Vietnam's sovereignty," Thanh told reporters, noting that Vietnamese troops were stationed on nine "floating islands" and 12 "submerged islands" in the region.

"On the floating islands, we conducted embankment (consolidation) to prevent them from waves and erosion, to ensure safety for the people and the soldiers stationed on the islands," he said.

"On the submerged islands, we only built small houses, which can accommodate a few people and we are not expanding. The scope and characteristic of our work is purely civilian."

Submerged islands feature underwater reefs, while floating islands are those with surfaces above the water or which can be built from submerged islands, by adding steel structure, soil, rocks and concrete.

A U.S. official, speaking on condition of anonymity, said later that Vietnam distinguishes its activity from that of China's, saying that it conducts work to maintain buildings erected some time ago and work to prevent wave erosion.

The official indicated that Carter would like to have clearer distinctions between what is new construction that would be barred and what is maintenance that might be permitted.

Carter and Thanh also signed a Joint Vision Statement to guide future military cooperation between the former foes, who fought a 1955-1975 war and only normalized ties 20 years ago.

As part of the expanding cooperation, Carter announced the United States would help Vietnam set up a site to train troops for U.N. peacekeeping operations and would send a U.S. expert on peacekeeping to Hanoi.

On Sunday, Carter visited the Vietnamese navy and coast guard headquarters and pledged $18 million to help Vietnam buy U.S. patrol boats.

Middle East Respiratory Syndrome: S.Korea fights to contain outbreak, considers tough measures

South Korea struggled to contain an outbreak of Middle East Respiratory Syndrome on Monday as health authorities announced three more cases, bringing the number of infections to 18 in just over 10 days.

Authorities are considering a ban on overseas travel for the nearly 700 people isolated for possible infection after a 44-year-old man broke a voluntary house quarantine last week and flew to Hong Kong and then travelled to mainland China.

The man subsequently tested positive for MERS, China's first confirmed case, setting off alarm bells as health officials traced his footsteps and tested dozens of people who had been in close contact with him.

South Korea's Health Ministry confirmed three more cases on Monday, but declined to identify the location of any of the cases.

All 18 cases have been linked to a 68-year-old man – who returned from Bahrain via Qatar on May 20 – who were either patients or visitors to the hospital where he was being treated.

First identified in humans in 2012, MERS is caused by a coronavirus from the same family as the one that triggered China's deadly 2003 outbreak of Severe Acute Respiratory Syndrome (SARS). There is no cure or vaccine.

The World Health Organization (WHO) put the total number of cases globally at 1,150 with at least 427 related deaths.

It said last week there had been no sustained human-to-human spread and that it was not recommending screening of passengers or that travel or trade restrictions be imposed on South Korea.

In South Korea, one elderly patient who had a history of kidney ailment was in a serious condition, with weak vital signs requiring him to be on cardiac and respiratory support, the head of the Korean Society of Infectious Diseases, Kim Woo-joo, told a briefing.

"I've been asking myself whether there may be a genetic factor, if anything makes (Koreans) more vulnerable, but so far there's no evidence," said Kim, who is advising the Health Ministry on the outbreak.

The European Center for Disease Prevention and Control put South Korea's 18 cases the fourth highest number of confirmed cases, after Saudi Arabia, United Arab Emirates and Jordan.

Public health authorities faced more criticism on Monday for failing to contain the spread of the virus after the initial case whose symptoms were first overlooked.

"We must find the reason for the high rate of transmission unlike in the cases of other countries," President Park Geun-hye told a meeting on Monday.

Akinwunmi Ambode Igbo residents make demands known to new Lagos State Governor

Igbo residents of Lagos State under the umbrella of the Igbo Progressive Leaders Council (IPLC) have presented a list of seven demands to new state Governor, Akinwunmi Ambode.

The group, led by All Progressives Congress (APC) Publicity Secretary, Joe Igbokwe made the presentation on Sunday, May 31, 2015, and urged Ambode to run an inclusive government.

“Some of the issues are that the newly inaugurated Lagos State government will continue to ensure the safety of lives and property of all Lagosians, including Ndigbo. That the government will continue to partner Ndigbo in moving the state forward such that Igbo in the state will continue to have a place in the government and civil service,” IPLC Publicity Secretary, Harris Chuma said.

“That the Lagos State Government will continue to support and maintain profound relationship with the Igbo traditional institution in the state. We propose the establishment of a board that will recognise the Lagos Igbo honorary chieftaincy affairs,” he added.

“We wish that the newly inaugurated government will not take our people for granted and they will not treat us with impunity or claim that they know what is best for Ndigbo when we do not feel the same way and that the Governor Ambode-led government will listen to the sincere voices of their passionate Igbo followers,” Dr Chuma said.

Ambode’s governorship ambitions had come under threat in April when the Oba of Lagos, Rilwan Akiolu threatened Igbos to either vote for him or die.

Nyesom Wike ‘Amaechi administration vandalized Government House,’ Governor says

Newly inaugurated Governor of Rivers State, Nyesom Wike has reportedly said that the state Government House was vandalized by the administration of former Governor, Rotimi Amaechi.

Wike explained further that he would not be able to live in the official residence for the next three months due to the said vandalization, Punch reports.

The new Governor made the comments on Sunday, May 31, 2015 while speaking at the post-inauguration thanksgiving service in Port Harcourt.

“As I speak with you, everything has been vandalised. I will not enter the Government House in the next two or three months. There is no vehicle in Government House, not even one. Yet the former governor (Rotimi Amaechi) talks about corruption," Wike said.

The governor said further that the bullet proof doors, furniture, cars, crested carpets, curtains and windows had also been taken away.

Wike was sworn in on Friday, May 29, 2015.

NIGERIA: President might scrap 12 ministries

According to reports, President Muhammadu Buhari might be planning to retain only 19 of Nigeria’s 31 ministries.

Buhari might scrap 12 ministries in a bid to reduce the country’s astronomical cost of governance, The Guardian reports.

Buhari, according to The Guardian, is convinced that he would not be able to deliver on promises made to Nigerians without shedding the weight of the federal bureaucracy and he number of ministries and agencies of government that consume more than 70 per cent of the federal budget.

In the new arrangement, some ministries might also be merged as follows:

    Ministry of Interior (to include Police Affairs)

    Ministry of Transportation (to include Works, Aviation, Railways, Waterways/Transport

    Agriculture & Water Resources, etc.

    Ministry of Information, Youth Development & Culture

    Ministry of Trade, Investment & Tourism, etc.

Some of the ministries which might be scrapped include the Niger Delta Ministry, which may be replaced with the Ministry for Regional Development and the ministries of Women Affairs and Special Duties might also be scrapped.

Buhari was sworn in on Friday, May 29, 2015.

Lagos-Ibadan Expressway Man, wife, 8 others die in fatal auto crash

A pastor of the Redeemed Christian Church of God (RCCG), his wife and eight other members of the church have died in a fatal auto crash that occurred on the Lagos-Ibadan Expressway to Ondo town.

The victims, a Zonal Pastor in Ondo Province 2, Dominic Folorunso Akinseye, 52; his wife, Beatrice; and Pastor Festus Akinsoyinu Fadakinte, were staff of the Adeyemi College of Education, Ondo while the seven other passengers in the bus were members of the church.

They were returning from the monthly camp meeting of the Church.

Report says seven of them died on the spot while four others were rushed to the Trauma Centre in Ondo town but three others later died.

Other members of the church, who were also returning to their states after the programme were said to have made efforts to free the crushed bodies of the victims from under the stationary vehicle their bus reportedly rammed into in Kajola village near Ore.

The Akinseyes have been buried in their residence located at No 3 Adebusoye Street, Ayeyemi, Ondo.

Commissioner, High Court Judge kidnapped!

Gunmen, numbering six, have kidnapped the Kogi State Commissioner for Lands and Housing, Stephen Maiyaki.

NAN reports that Maiyaki was kidnapped at about 8.30 a.m. on Sunday, May 31, in his farm at Osara in Adavi Local Government Area of the state.

The Police Public Relations Officer in the state, Shola Adebayo, confirmed the incident, but said details will be provided later.

However, Justice Christopher Olorunyomi of the State High Court was also abducted in the same area on May 27 and he is yet to be found.

His abductors are said to be demanding N150 million in exchange for his release.

Muhammadu Buhari: ‘Immunity or not, you’ll face the law’ – President speaks on corrupt leaders

President Muhammadu Buhari has reinforced his government’s commitment to fight corruption and to ensure offenders face the full wrath of the law.

In a Vanguard compilation of comments and thoughts of Buhari, 48 hours before his inauguration as the new Nigeria leader, he reiterated the top issues his administration will tackle after assuming office – security, unemployment, fighting corruption, infrastructure amongst others.

He said the Goodluck Jonathan administration has grounded the Nigerian system, as he acknowledged the challenges he must face to bring about the ‘change’ Nigerians are yearning for.

He said, “the biggest message is to try and persuade the people that it is not possible to change the state of affairs now. It took 16 years to get to that state of affairs. Nigeria earned more revenue during that period than what it earned from 1914 to 1999.

“We used to have Nigeria Airways, Nigerian National Shipping Line, Nigeria Railway. Where are they now? Where is the infrastructure that is commensurate with what we earned in-between, what is on ground? That is how efficiently the PDP managed Nigeria in the last 16 years."

Buhari assured that no stone will be left unturned in the fight against corruption, noting that not even immunity clause will aid the escape of anyone who is fingered and found guilty by the law.

He stated, “we will make sure that we get cooperation from the judiciary so that people who worked against the law are prosecuted, especially those who have lost their immunity, even those who think they have immunity because this is the best way to stabilize the system.

“People must not benefit from being lawless. You can’t be in a position by virtue of the Constitution, subvert the Constitution and continue to enjoy the privileges offered by the Constitution. I don’t think that will be acceptable by the APC.

“So, whether you are in the opposition or the government, you have to behave. I think that is the way we can make progress.”
