The Minister of Works, Mike Onolememen, Friday inaugurated the construction of the N3.2 billion Benin-Adumagbae-Egba-Akure Road in Edo and Akure with completion time of two years. Onolememen explained that the 22.22 km road was awarded to Enerco Nigeria Limited after a rigorous procurement process with a view to realising the contract within appreciable time frame.
He said that the road, which would connect Edo and Ondo, was significant to the Federal Government as it transverses many communities with abundant raw materials and farm produce.
A report monitored by the News Agency of Nigeria (NAN) said upon completion, the road would enable communities to access direct inter-state transportation of products to enhance socio-economic activities in the various states.
“It would be recalled that the communities along this road corridor were known for mass production of raw materials and other farm produce. But the deplorable state of the only road linking them to major cities for the sale of their products hampered their development.
The Federal Executive Council at its meeting on Dec. 4, 2013, awarded the construction of this road to enhance social and economic emancipation of the people in the area.

Zonal and State publicity secretaries of the Peoples Democratic Party (PDP) have commended President Goodluck Jonathan for remaining focused in his commitment to transform the nation despite unwarranted attacks and distractions from the opposition.
This is part of the position adopted by the officers at a two day retreat for PDP Zonal and State Publicity Secretaries which ended in Yenagoa, Bayelsa State on Wednesday.
The retreat which was hosted by Bayelsa State Governor, Seriake Dickson, further commended the President for his steadfastness to bringing a lasting solution to the lingering insurgency in parts of the country as well as his determination for a strong, united and peaceful Nigeria through the on-going national conference.
The officers however condemned the attitude of the opposition who have been engaging in frivolous and unnecessary grandstanding over critical issues that affect the welfare of the people and the future of the nation. They cited in particular, the refusal of the APC to participate in the national conference despite the over a decade-long campaign by its leaders for a national dialogue.
To ensure effective and authoritative anchoring of the publicity machinery of the party, the retreat recommended that the publicity secretaries should be integrated into the cardinal organs of the party. It also resolved that all publicity secretaries at different levels be empowered and properly positioned for an effective discharge of their responsibilities while calling on the national leadership to further organise similar retreats at other levels.
The publicity officers commended the National Chairman, Ahmadu Adamu Muazu on his emergence and applauded the firm steps the National Working Committee under his leadership has been taking to reposition the PDP even as they applauded the National Publicity Secretary of the party, Chief Olisa Metuh for convening the retreat, in addition to the proactive manner he has been handling the publicity of the party.
Resource persons at the retreat were former PDP National Publicity Secretaries, Prof. Rufai Ahmed Alkali, Hon. Emmanuel Ibeshi and Mr. Tony Caesar Okeke. Others are the Chairman, Senate Committee on Works, Senator Ayogu Eze who also served as Chairman Senate Committee on Information, the Special Adviser to the President on Public Affairs, Dr. Doyin Okupe and his New Media counterpart, Reno Omokri,
Also at the retreat which was organized by the office of the PDP National Publicity Secretary in collaboration with the International Republican Institute (IRI) were former Director General of the Peoples Democratic Institute, Dr. Anthony Ubani, a professional political party communication expert, Christine Burtt and the IRI Nigeria Resident Country Director, Robina Namusisi.

The All Progressives Congress (APC) ward congress holding nationwide today will not take place in Borno State as a result of logistic problem, the party has said.
In Bayelsa State, APC yesterday shifted its congress in deference to the marriage of the daughter of President Goodluck Jonathan holding in Yenagoa today in order to avoid a possible harassment from security operatives.
It has been postponed to Monday in Borno as a result of non-availability of electoral materials and the absence of supervisors from the National Headquarters of the party.
Speaking to journalists yesterday, the publicity secretary of the party in the state, Awwal Hamza said the supervisors sent by the national secretariat were still being expected.
He said they were expected to arrive the state on Friday and will supervise the congress which has now been rescheduled for Monday.
Though the delegates from the national secretariat were still being expected, both state and local government officials have been mobilised for the election. The state government seems set for the election except for the inability of the electoral materials and absence of officials in Maiduguri.
Rumours are however spreading in the state that the postponement was as a result of some ballot papers discovered to be in the hands of some party stalwarts bent on manipulating the outcome of the exercise.
But this position was rubbished by the party spokesman who insisted that the congress was only postponed due to logistic problem. The state chairman of the party, Chief Tiwei Timipa Orunimigha who disclosed his to newsmen in Yenagoa yesterday said that the congress will hold at a new date, but said that any other clash with an “unplanned” presidential event in the future will be viewed as an attempt to intimidate the party.
According to him, the APC congress which was scheduled to hold at the party secretariat cannot hold because presidential security have condoned off the area as it was close to the President’s Yenagoa home where the marriage is taking place.
It will be recalled that the APC is holding its congresses nationwide today. Meanwhile, there was heightened security alert in Yenagoa yesterday, especially along the road where the APC secretariat was located following reports that former governor Timipre Sylva was in town to take part in the APC congress.
Following the report, all effort to ascertain his whereabouts proved abortive even as Orunmighe refused to confirm or deny his entrance into the state at a time the president was in town

When former Minister of Aviation, Ms. Stella Oduah began the reconstruction of the nation’s airports, there were sighs of relief that these facilities would be brought to global standard. Regrettably, the gains are being reversed by an ‘evil hand’, writes Bennett Oghifo
The cooling systems in the open spaces in terminal buildings of the nation’s international airports hardly function. The VIP lounges are kept cool for obvious reasons and the users do not get to feel the heat since it is always a short walk from the cold rooms to the aircraft.
But for everyone else, it is furnace heat and sweat in both arrival and departure halls, which, incidentally have been remodeled to have international outlook.
Furnace heat trails arriving passengers from outside the plane to the baggage claim area to the car park. The escalators do not work. So, passengers walk on the steps, dragging their hand luggage along. “It is usually an ugly sight,†said Modupe Kajola, a lecturer in the United States, who visited last week. “I expected things to be different at our airports, particularly in Lagos, after all these years. Nothing seems to have changed,†She added.
The horrid experience for international and domestic travellers begins when the plane is on its final approach to any of the nation’s airports during the day or at night. “In this era of re-branding, those in charge should understand that these are the nation’s gateways and the zone that help mould visitors’ impression of the country. It is believed that a true test of how people live could be determined from the state of their toilets in airports and in their stadiums.
State of the Airports… All airports in the country remain in their original state, meaning no new wings have been added as envisaged by their master plans. For instance, the Murtala Muhammed Airport terminal was modeled after Amsterdam’s Schiphol Airport. The airport, which opened officially on March 15, 1979, consists of an international and a domestic terminal, located about one kilometre from each other. Both terminals share the same runways. The domestic terminal was relocated to a make-shift domestic terminal in 2000 after a fire. A new domestic terminal has since been constructed and commissioned.
Meanwhile, the departure and arrival lounges in the international terminal at MMA are bursting at the seams. During peak hours when travellers are trying to check in for their respective flights or reclaim their luggage, the departure and arrival areas are overcrowded and unmanageable. They stink to the high heavens because of high human traffic, poor ventilation and epileptic air-conditioning. The situation is made worse by poorly turned out officials from various government departments who are unprofessional in their conduct and always allegedly asking for bribes.
In 2008, the airport served 5,136,697 passengers. The only construction work going on there right now is that of the car park that was concessioned to a hotel group, but observers complain is taking longer than necessary to complete. “The airport ought to have been expanded to have other wings or terminals,†said Robert Adeniyi, Managing Director of Air Transport Services.
There are other concerns, particularly of security, that in the late 1980s and 1990s earned the international terminal the unfortunate reputation of being a dangerous airport. From 1992 through 2000, the US Federal Aviation Administration posted warning signs in all international airports advising travellers that security conditions at the Lagos airport did not meet International Civil Aviation Organisation minimum standards. In 1993, the FAA suspended air service between Lagos and the United States.
During this period, security at MMIA continued to be a serious problem. Travellers arriving in Lagos were harassed both inside and outside of the airport terminal by criminals. Airport staff and other officials from other departments contributed to its reputation. Immigration officers allegedly begged for bribes before stamping passports, while customs agents allegedly demanded payment for non-existent fees.
Many travel guides suggested that Nigeria-bound travellers fly into Mallam Aminu Kano International Airport in Kano and take domestic flights or ground transportation into Lagos.
The United States FAA ended its suspension of direct flights to Nigeria in 2001 in recognition of these security improvements in the years following the enthronement of democracy in 1999 and with the improvement of security situation at the Lagos airport. Airport police instituted a “shoot on sight†policy for anyone found in the secure areas around runways and taxiways, stopping further airplane robberies, while the police secured the inside of the terminal and the arrival areas outside.
Nnamdi Azikiwe Airport The Nnamdi Azikiwe Airport, local and international wings in Abuja have not fared better either because, for some unknown reasons, there have not been any facility upgrade or conscious attempts to maintain it. The airport consists of an international and domestic terminal. Both terminals share the same runway. On December 15, 2009, construction for a second runway was approved. Construction is expected to be completed within 24 months.
A private sector concessionaire, the Abuja Gateway Consortium signed on November 13, 2006 a $101.1 million contract for the management of the airport over the next 25 years. The contract includes the construction of an airport hotel, private car parks, shopping malls and a bonded warehouse, totaling $50 million during its first five years, in addition to an upfront payment of $10 million. Total investment, will according to the business plan, amount to $371 million during the period of the contract. However, President Umaru Yar’Adua’s administration revoked the contract in April 2008.
The international wing of the Abuja is less than ten years old. But like all other airports in the country, it suffers from neglect. Its air-conditioning and escalators do not function, the toilets do not flush and have no running water, and the building is turned into a hostel every night by homeless people who lurk within the vicinity of the airport. The domestic wing is a make-shift operation that does not in anyway qualify to be termed an airport. It lacks proper check-in counters, has one dilapidated conveyor belt in the baggage reclaim area, and is bursting at the seams with petty traders and all manner of unprofessional food outlets.
The Port Harcourt International Airport also suffers neglect regardless of the fact that it was shut down on August 18, 2006 for more than a year for rehabilitation after the ill-fated Sosoliso plane crash. In reality, in terms of maintenance, it is the worst of all the international airports and is a huge embarrassment to the country.
The Mallam Aminu Kano International Airport which is the oldest in the country, with operations starting in 1936, is not fairing any better. It has fewer passengers than the Lagos, Abuja and Port Harcourt airports. From the outside, the building looks relatively decent, but its facilities inside do not function.

A governorship aspirant under the platform of the People’s Democratic Party (PDP) in Rivers State, Nimi Walson Jack, has frowned at the dearth of industries in the state, saying the problem of unemployment would not be solved without industrialisation.
Jack, a former General Secretary of the Nigerian Bar Association (NBA) stated this while addressing the indigenes of River State resident in Abuja at a town hall meeting.
He observed that despite huge monthly allocation accruing to the state government, states created alongside Rivers State in 1967 and some, created after had overtaken the state in terms of economic and infrastructural development.
“Our brothers like Lagos State and the rest have left us, our younger brother like Akwa-Ibom have overtaken us. For the amount of money we receive in Rivers state, we can do better”, he said. According to him, successive governments in the state have mismanaged industries inherited from the old Eastern region.
“When we inherited Rivers State from Eastern Nigeria, Diete Spiff ensured that the state was filled with industries and factories, we ran them down and then sold the remaining to our friends, today we are talking of unemployment, there will be unemployment because there were no factories or industries to employ the people,” he added.
Jack who accused the Rotimi Ameachi led administration of neglecting the riverine communities said some of the communities were completely cut-off from other parts of the state.
“We have to take Rivers State to the days where we had 12 hours of electricity, I enjoyed it. I enjoyed chlorinated pipe born water by the Rivers State utilities board. I went to the university and my bursary was paid on time by the Rivers State government. Riverine communities are completely neglected; in the whole of Kalabari land, there is only one cash office of UBA, in Abonema, there are no banks in Degema, Buguma, Bakana, Nembe etc. And these communities cannot develop without the banks; something has to be done about opening-up the rural areas, whether they are in the riverine areas and upland areas. When I remember places like Ahoada East and Ahoada West, and some other places that are cut-off completely from Rivers State, you have to go through Bayelsa state in the same riverine communities, they don’t know what general hospitals look like”, he stated.
He insisted that that state has enough revenue to administer development in every local community, and at the same time, create employment opportunity for the youths.
“With N25 billion every month, about N240 billion in a year, if they cannot manage a toilet roll factory, which we don’t have, then the government itself have to be contracted out. We are convinced that government can run businesses, 25-30 years ago, Dangote did not own cement factories, Rivers State government has more money than Dangote to establish a cement factory, we need to do something about the industrialisation of Rivers State”, he said.

The Ondo State Command of the Nigeria Police said Friday that it had deployed no fewer than 3,000 officers and men to the Ilaje/Ese-Odo Federal Constituency, where by-election to replace the House of Representatives member representing the constituency that died.
The State Public Relations Officer (PPRO) of the Command, Mr Wole Ogodo disclosed the action of the command during an interview.
Ogodo said the command was fully ready for the election adding that the deployed officers and men had been warned against doing anything that could tarnish the image of the force.
“The command has fully prepared for this election, we have deployed over 3,000 officers and men to the places where the election would be held and our men are also battle-ready to tackle any act of thuggery and violence during and after the election”, he said.
He appealed to the politicians to shun all acts that can cause violence during the election, saying whoever caught causing trouble will be adequately dealt with by the police.
The federal constituency seat in the House of Representative became vacant, following the death in November last year, of Hon Raphael Nomiye, who represented the Constituency. Preparatory to today’s election, all stakeholders had been working to ensure success in their own areas of concern.
While politicians, particularly those in the three major political parties, the All Progressive Congress (APC),the Peoples Democratic Party (PDP) and the Labour Party (LP) had been working to win the election for their parties, the Independent National Electoral Commission (INEC) said arrangement had been put in place to ensure a hitch-free exercise.
It was gathered that the INEC has moved all the materials to be used for the election down to Igbokoda and Igbekebo, the headquarters of Ilaje and Ese Odo local governments respectively.

Olubunmi Oluwadare, CEO, ShineLite Ltd. It is a solar powered LED Lighting company focused mainly on renewable energy providing solutions in every human endeavour. Excerpts:
What is it all about and how does it work?
The project is all about using the resources God has bestowed on us to see how we can use it to benefit of mankind, having seen it work in other parts of the world, so we can use it to confront the challenges of power supply in Nigeria and other African countries.
God gave us a lot of resources, potentials untapped, so we are looking at generating electricity through renewable energy that is green and that is the campaign all over the world now.
Everybody is looking towards green because of the benefits derive from green environment. You can see in America today and other parts of the world, leaders are campaigning for renewable energy.
Americans today are paying people to use renewable energy to power their houses, factory etc. because there is no emission of carbon monoxide to the atmosphere and that is the direction we are looking at. It focuses more on the Sun.
How do you intend to make it work in our Nigerian environment considering the challenges surrounding power generation?
Having seen a lot of failed projects on renewable power supply, first and foremost we had conducted research on other countries how it works and what motivate them to use it and how to maintain it. We now compare it to the failed solar and wind energy in Nigeria.
We discovered after our research that human error was responsible for major failure in the past. Most of our engineers here are not knowledgeable enough. But because of the monetary aspect of it, everybody was going on solar, buy panel, battery connecting them without having the technical know-how of it.
There are a lot of things involved in it, technical aspect of it which is not our job but our technical partner.
So, what we are trying to do is to partner the best manufacturers with good track records and references; we had meetings, trainings, demonstrations backed with good research for months to know that this one is viable and looking at the capacity of the sun in Nigeria/Africa and the kind of solar panel we can use to package this new compact solar light.
So we come up with this product that is suitable for our environment since it doesn’t require much technical details before installation. We can install it by ourselves and maintain because it is compactly designed to work.
What is your strategy to convince individuals or government to look towards this direction?
Having seen that a lot of people have lost interest in solar street light, what we are doing is to gain back their interest to it, so we are putting together different packages to encourage them and prove to government that this thing works.
And that is what we are looking for on the area of partnership, PPP in some major cities to partner and this means if we are given a concession of major roads, we would put this solar light there but we would regain our money through the advertisements on those poles.
So, you are not spending your money, and it is at no cost to government. To prove to them if we are able to achieve these things, the government would know that you can’t give me light for me to have a street and put the light there and you are giving me a concession on lamp-post advertisement of those street light poles and the light is not coming up.
So, the responsibility is on us to ensure that things we instal work so that government would believe in what we are doing. But this PPP can only work in major cities. Again, we are looking at a situation where if you want to give us a contract, let us give you a demonstration of this thing in any location you want it for a certain period of time for you to see for yourself if it is working before giving us contract.
Another measure is that we won’t collect a contract we would not be part of its maintenance. Most companies will install and will not maintain it. No! We would not do that, we instal and maintain.
And if you don’t want us to maintain for you, we will train people that will do that for you because our name is attached to these innovative www.shineliteafrica.com solar street light and these products come with years of guarantee because the products are made in different countries – the battery is made in Taiwan, the panel is made in U.S and the body part from China.
The panel can last for 25 years, the battery can last for 5 years and this makes it easy in terms of maintenance.
How is this going to create employment among our youths?
There is an angle we call, solar for jobs. It is a project that is targeting youth employment and we hope it’s going to work because our partners had done it in Asia and it created a lot of jobs for youths.
Since our project is a compact one, what we are looking at for instance, if government gives us one thousand street lighting, or a perimetre of airport to put all in one solar light, what we are going to do is offer training for the engineers that will install the solar street lights and we assign like 100 poles for each to manage and maintain, we can generate about 500 to 1000 jobs. How are we going to do it?
We can tailor 10 poles to each youth, you instal, maintain and we train you. It’s your job to make sure that these 10 street poles light is functioning. You oversee it. And it must be within the community we are running the project. It’s not a big deal for us to do since we can train them, they would be the ones to oversee the maintenance.
If my own is 20, I will know I’m overseeing 20 street lights and those lights must not go off and if any other problem arises I will be the one to alert the authority and they would be able to fix it and myself has acquired knowledge to fix the fuse or clean the panel etc. These are the areas we are looking at to create employment opportunities for our youths.

SUSPECTEDkidnappers of Mr. Ebikeme Clark, son of elder statesman, Chief Edwin Clark, kidnapped Wednesday, at Kiagbodo, Delta State, has reportedly contacted the family, demanding about N50 million ransom for his release.
Delta State Commissioner of Police, Mr. Ikechukwu Aduba, however, told Saturday Vanguard that the police have arrested three of the suspected kidnappers and were inching closer to their hideout, warning that no ransom should be paid.
He said one of them confessed that he participated in the “planning stage of the kidnap,†adding that the police were working with ex-militant leader, Government Ekpemupolo, alias Tompolo and other Ijaw groups to track down the kidnappers.
Aduba said the kidnap was carried out by Ijaw kinsmen of Edwin Clark and the police would burst the syndicate.
Elder statesman, Chief Clark was said to have briefed President Goodluck Jonathan, the governor of Delta state, Dr. Emmanuel Uduaghan and Mr. Aduba on the incident.
It was gathered that he called the Commissioner of Police on Wednesday when his son was kidnapped and had been calling him frequently since then with Mr. Aduba assuring him that the police were doing everything possible to secure the release of his son.
On how the ransom was demanded, a source told Saturday Vanguard yesterday, “The kidnappers made contact with family members of Mr. Ebikeme Clark in the late hours of Thursday, April 3. They (kidnappers) and Mr. Ebikeme Clark spoke with family members through Mr. Ebikeme Clark’s phone.â€
“In their usual manner, the kidnappers demanded for ransom. We were informed it is within the region of N50 million,†he added.
But, there was a clear indication yesterday, that abductors may not have their way in the ransom demand, as the police, collaborating with ex-militant leaders were hot on their pursuit.
Commissioner Aduba told Saturday Vanguard unofficially where the police suspected the kidnappers were hibernating and the rescue efforts, but pointed out, “They are not for publication.â€
Our independent investigation, however, showed the kidnappers were hiding somewhere in the creeks between Delta and Bayelsa states.
IYC spokesman, Mr. Eric Omare, told Saturday Vanguard, yesterday, “The IYC has mandated its officials in the riverine clans of Oporomor, Seimbiri, Ingbelebiri and Mein in Bayelsa and Delta States to swing into action and fish out the kidnappers of Mr. Ebikeme Clark, son of Ijaw National Leader and Former Federal Commissioner for Information, Chief E. K. Clark. IYC, investigation so far is to the effect that the kidnappers hideout may be somewhere in the creeks around Delta and Bayelsa States close to the coast, that is the communities near the sea though from experience kidnappers are never stationed in one place as they move from one place to the other to avoid been caught.
“ To this extent, all the Ijaw communities and community leaders in the communities close to the coastal parts of Delta and Bayelsa States have been contacted to form rescue team to comb all the creeks, towns and villages in a bid to free Mr. Ebikeme Clark without delay. The Ijaw people and communities are totally against kidnapping, sea piracy and other social vices.
“Also, some Ex-Niger Delta freedom fighters have volunteered to join forces with the IYC and security agencies to effect the release of Mr. Ebikeme Clark. While we appreciate the pains the Clark family may be going through, the IYC reiterate its position that ransom should not be paid to kidnappers. This is another case of commercial kidnapping; hence payment of ransom must be discouraged,†he said.
His words, “This incident coming shortly after the kidnap of the foster father of the President Jonathan and the relative of a Bayelsa State Commissioner has brought to the fore the need for all stakeholders in the Niger Delta to take drastic steps against kidnapping, sea piracy, oil theft and other social vices.â€
“While condemning these vices, we wish to state that there is a direct nexus between these crimes and the economic situation of our people. Therefore, the IYC hereby call on multinational oil companies and state governments whose revenue has increased as a result of cessation of militancy in the Niger Delta region to perform their role of creating/providing jobs in the post amnesty era,†he added.
He asserted, “The concept of the Federal Government amnesty programme in the Niger Delta was for the federal government to mainly take care of the training while the oil companies and state governments are supposed to mainly handle the area of creation and provision of jobs. The IYC believes that creation of job opportunities is the long term solution to these social vices.â€
Omare said, “The IYC would come up with its anti -kidnapping and anti- sea piracy strategy after the all Ijaw youths summit to be hosted by the Bayelsa state government on how to fight sea piracy, kidnapping, oil theft and other social vices.â€

Please get out NOW to a safe house I don’t want to ever mourn another victim of spousal or domestic abuse I can’t begin to describe all the emotions I’m going through. So you can only imagine what her parents, sister and children will be going through! This is so sad and how many times I’ve wished in the last 48 hours, we can turn back the hand of the clock! Rest in peace Isioma, Issy Awele Ebegbodi and I pray God comfort your children and family and us all mourning you! It shall be well! With deep sadness, We announce the untimely passing of our dear friend and Colleague OGQC (93, “Z” set) Dr Isioma Ebegbodi Nee Unokanjo on Saturday 22nd March,2014 in Texas in the most tragic circumstances.
