These shocking photos show how the bodies of seven men were found on plastic chairs in Mexico having been shot in the head, with threat messages nailed to some of their chests using ice picks.

A placard on one of the bodies, which were found early yesterday morning in Uruapan, Michoacan state, said: ‘Warning! This will happen to thieves, kidnappers, sex offenders and extortionists.’

Seven bodies had bullet wounds and had been placed individually in the sitting position in chairs near a roundabout, local authorities said. The local attorney general's office did not provide a motive.

Some of the bodies had their hands and feet bound, outside a Pepsi bottling plant. The men were believed to have been aged from 15 to 40. The bodies were found at 05:30 local time (11:30 GMT).

Meanwhile another seven people were killed in neighbouring Guerrero, where armed men opened fire in a bar in Ciudad Altamirano late on Friday. Four civilians and three off-duty federal agents died.

The officers were pursued by gunmen while walking to a local bank, and were killed after seeking refuge in a nearby hotel, an official with the federal police said.

Both states on Mexico's western coast have seen a rise of violence in recent years attributed to drug cartels. Around 70,000 people have been killed in drug-related violence in Mexico in seven years.

President Enrique Pena Nieto, who took office in December, has vowed to quell the lawlessness and killing that have stained Mexico's image as a tourist destination and rattled investors.

US Consulate: Foreigner Kidnapped In Lagos

LAGOS, March 25,  The US Consulate in Lagos, Sunday said a foreigner was kidnapped in highbrow Victoria Island, Lagos.

The foreigner’s identity or nationality was however not disclosed by the Consulate in a message to American nationals living in Nigeria, the AFP reported.

"The US Consulate General in Lagos received a report that an expatriate was kidnapped on Victoria Island on Saturday, March 23 at approximately 11 pm.

"Local Nigerian law enforcement confirmed this incident," the Consulate said.
THEWILL called the Lagos State police and national police force spokespersons for more information on the development but the calls were not acknowledged as at the time of writing this report.

North Korea issues fresh threat to U.S., South probes hacking

North Korea said it would attack U.S. military bases on Japan and the Pacific island of Guam if provoked, a day after leader Kim Jong-un oversaw a mock drone strike on South Korea.

The North also held an air raid drill on Thursday after accusing the United States of preparing a military strike using bombers that have overflown the Korean peninsula as part of drills between South Korean and U.S. forces.

North Korea has stepped up its rhetoric in response to what it calls "hostile" drills between South Korea and the United States. It has also been angered by the imposition of fresh U.N. sanctions that followed its February 12 nuclear test.

Separately, South Korea said a hacking attack on the servers of local broadcasters and banks on Wednesday originated from an IP address in China, raising suspicions the intrusion came from North Korea.

"The United States is advised not to forget that our precision target tools have within their range the Anderson Air Force base on Guam where the B-52 takes off, as well as the Japanese mainland where nuclear powered submarines are deployed and the navy bases on Okinawa," the North's supreme military command spokesman was quoted as saying by the KCNA news agency.

Japan and U.S. Pacific bases are in range of Pyongyang's medium-range missiles.

It is not known if North Korea possesses drones, although a report on South Korea's Yonhap news agency last year said it had obtained 1970s-era U.S. target drones from Syria to develop into attack drones.

 "The (drone) planes were assigned the flight route and time with the targets in South Korea in mind, Kim Jong-un said, adding with great satisfaction that they were proved to be able to mount (a) super-precision attack on any enemy targets," KCNA reported.

It is extremely rare for KCNA to specify the day on which Kim attended a drill. It also said a rocket defense unit had successfully shot down a target that mimicked an "enemy" Tomahawk cruise missile.

North Korea has said it has abrogated an armistice that ended the 1950-53 Korean War and threatened a nuclear attack on the United States.

Although North Korea lacks the technology to carry out such an attack, Washington said it would deploy more anti-missile batteries in Alaska to counter any threat.

PYONGYANG HAS HACKED SOUTH KOREA BEFORE

The hacking attack brought down the servers of South Korean broadcasters YTN, MBC and KBS as well as two major commercial banks, Shinhan Bank and NongHyup Bank.

South Korean communications regulators said the attack originated from an IP address based in China.

An unnamed official from South Korea's presidential office was quoted by the Yonhap news agency as saying the discovery of the Chinese IP address indicated Pyongyang was responsible.

Investigations of past hacking incidents on South Korean organizations have been traced to Pyongyang's large army of computer engineers trained to infiltrate the South's computer networks.

At least one previous attack was traced to a Chinese IP address.

South Korea's defense ministry said it was too early to blame the North but said such a cyber capability was a key part of its arsenal. Experts say thousands of North Korean engineers may have been recruited for the purpose.

"Throughout the world, states that create cyber warfare and engage in those types of activities are precisely the same countries that develop nuclear weapons," Defense Ministry spokesman Kim Min-seok said.

"North Korea has strongly stepped up development of asymmetrical strategy with nuclear development and many types of ballistic missiles as well as a special forces of 200,000 strong."

Trafficking crackdown may be Obama’s best chance on gun control

Winning a crackdown on gun traffickers may be the best that President Barack Obama can get in his faltering efforts to have Congress pass gun control legislation.

Lawmakers are scaling back the White House's ambitions for sweeping gun control measures after a planned ban on assault weapons was effectively ruled out in the Senate this week.

Two senators involved in the gun debate said on Wednesday that a bill to tackle trafficking looks like it is the gun control measure with the most chance of success.

"The most likely bill to pass" is a measure that would make it a federal crime to purchase guns for someone who is barred from owning one, said Dick Durbin, the No. 2 Democrat in the Senate.

Such transactions, dubbed "straw purchases," allow criminals to obtain firearms while avoiding background checks.

Durbin, from Illinois, said straw purchasing "is flooding Chicago with guns." The prospect of 15 years in jail under the bill will frighten off people who buy weapons for Chicago criminals, he said.

"It scares the hell out of them. It should be scaring the hell out of them. That's why I think this will be the lead piece of legislation," Durbin told a Wall Street Journal breakfast roundtable with reporters.

Durbin said the only other gun-related measure that will likely win approval is one to provide $40 million a year for 10 years to improve school security. It is seen as a minor step in the fight against gun violence. "It is virtually non-controversial," Durbin said.

Republican Senator Charles Grassley from Iowa agreed that the two issues would receive support in the Senate.

"Those will pass," Grassley, the top Republican on the Senate Judiciary Committee, told Reuters. "Trafficking firearms is a serious problem," he said.

Obama suffered a blow on Tuesday when Senate Majority Leader Harry Reid acknowledged there was not enough support for prohibiting the sale of assault weapons.

The proposed ban was one of the parts of Obama's gun control efforts most directly linked to the December 14 massacre at an elementary school in Newtown, Connecticut, that left 20 children and six adults dead. The gunman, Adam Lanza, 20, used an assault-style semi-automatic rifle.

A push to impose a limit of 10 bullets on high-capacity ammunition clips is also likely to die in the Senate through lack of support from both Republicans who traditionally oppose gun control and pro-gun Democrats, some of whom fear being targeted by a National Rifle Association lobbying campaign.

The only remaining major gun control effort is a plan to require background checks for all gun buyers. But it is also in danger.

"It could pass the Senate, but it will never get through" the Republican-led House of Representatives, Grassley said.

Grassley charged that the background check bill, despite claims to the contrary by Democrats, would "lead to (gun) registration," which has been long opposed by gun-rights advocates.

Durbin suggested that the fate of the background check bill may depend on efforts to reach an elusive bipartisan compromise. There is a snag over proposed record-keeping in private sales.

Federally registered gun dealers are required to conduct background checks on buyers, but about 40 percent of purchases are from private sellers who have no such obligation. The bill would expand the background check requirement to private sales.

Uruguayan President Drives a Volkswagen Beetle & Donates 90% of his Salary to Charity

While our Nigerian leaders are being berated for refusing to declare their assets publicly and demanding astronomical pay rise to add to the already exorbitant allowances they receive, the President of Uruguay,José Mujica is getting world wide recognition and respect for donating 90 percent of his earnings to charitable causes.
He has earned what most people would call an enviable reputation as the “poorest,” or the “most generous,” president in the world. His nickname, “el presidente mas pobre” translates to “poorest president”.
The President said in a recent interview that the only big item he owns is his Volkswagen Beetle car, valued at $1,945 dollars (about N308,283) . He earns a salary of $12,500 a month (N1,981,250), but only keeps $1,250(N198,125) for himself, donating the rest to charity.
He lives in a farmhouse which is under his wife’s name,  Lucía Topolansky, a Senator, who also donates part of her salary.
The 77 year-old who has been Uruguay’s president since March 1, 2010 told El Mundo, “I do fine with that amount; I have to do fine because there are many Uruguayans who live with much less.”
It was also reported that under his stewardship, Uruguay has become known for low levels of corruption. The South American country ranks as the second least corrupt country in Latin America in Transparency International’s global corruption index.
Yahoo News reported that the President has no bank accounts,  no debts, and he enjoys the companionship of his dog, Manuela. When his term is over, the President hopes to rest even more peacefully in his farmhouse, along with his wife and his inseparable dog.
There is something about leading by example. When you do, it becomes easier for other people to follow.

Controversy trails cancellation of Bill Gates’ visit to Nigeria

United States of America dealt a hard blow on Nigeria, yesterday, with the cancellation of a planned visit to Nigeria by one of its richest men, Bill Gates, to the country, following the controversial pardon granted the former Bayelsa State Governor, Dieprieye Alamieyeseigha, by President Goodluck Jonathan, last week, and the lack of safety of health officials in  the north.

The US, it was learnt, is still peeved that Jonathan ignored the feelings of Nigerians and went ahead to pardon his former master, who was convicted of money laundering amounting to billions of Naira, thereby setting the anti-corruption war backwards.

The US is also angry that Nigeria summoned its envoy for questioning for daring to voice concerns over the pardon to corrupt persons.

Meanwhile, Presidency yesterday said the report in some news media that Bill Gates had cancelled his proposed visit because of the presidential pardon granted to some Nigerians was not correct.

Special Adviser to the President on Media and Publicity, Dr. Reuben Abati, said told newsmen in Abuja: “The visit was rescheduled because of other commitments by Bill Gates.

He said: “I have read the report in some sections of the media insinuating that Mr. Bill Gates has cancelled his planned visit to Nigeria because of the recent pardon granted some Nigerians.

“I am in touch with the Bill and Melinda Gates Foundation and I can say that this report is not true and that it exists only in the imagination of the writers.

“The foundation said Mr. Bill Gates’ travels are often dependent on the schedules and availability of many other people and partners and that in this particular case, because these other people and partners will not be available at the time he is presently scheduled to visit Nigeria, they have to reschedule the visit.”

Vanguard further learnt that the cancellation has to do with concerns over the lack of safety of medical staff, who handle polio immunisation in northern parts of Nigeria, which is one of the biggest recipients of US aid in Africa.

Why Gates shunned Nigeria

Bill Gates, authoritative diplomatic sources said, cancelled his trip two days after the US government expressed disappointment over the pardon.

The sources said: “I can confirm to you that Mr. Gates won’t be coming as scheduled,” sources reportedly claimed yesterday morning. The body language of Washington D.C. does not support his travelling to Nigeria.

“The thinking here is that the Nigerian government has high tolerance level for corruption and should be ostracised in all ways possible.”

It was learnt that Gates had already instructed his staff to inform Aso Rock, the secretariat of the Nigerian Governors’ Forum and the Federal Ministry of Health that he was no longer coming.

Last year, the US gave Nigeria about $226 million in development aid and is expected to spend $600 million this year.

Gates, who has been working with the Nigerian authorities since 2009 to combat the ravages of polio, a childhood disease that has been dusted by other countries, was scheduled to meet with some governors in the country, whose states were still being buffeted by polio, officials of the Federal Ministry of Health and Nigeria’s billionaire, Aliko Dangote.

Health Ministry source

A top official of the Health Ministry confirmed to Vanguard last night that they had received a notice from the Bill Gates Foundation cancelling the trip to Nigeria.

The official said there was nothing they could do than to put off necessary arrangements being made for the visit.

“Yes, it is true that the trip has been put off,” the official said. Competent diplomatic sources said the foundation opted to suspend the visit barely two days after the US government expressed disappointment with its Nigerian counterpart for pardoning convicted money launderers and warned it might cut aid meant for the country.

It was learnt that the cancellation of the trip had already been communicated to the Presidency and other stakeholders in the health sector in Nigeria.

In Lagos, US embassy said there was a lot of concern about the safety of medical personnel, who handle polio vaccination in some parts of Nigeria, especially the mindless killing of vaccination workers in Kano last month.

It said: “We know that Bill Gates Foundation was disturbed that the safety of polio-vaccine workers is not guaranteed in some parts of Nigeria but most importantly by the fact that there is no serious effort to promote mass education of the value of the programme to saving lives in endemic regions of the country.”

On Obama’s July visit

Media reports last weekend said US President Barack Obama may also shelve his planned July visit to Nigeria. US government considers the pardon to the former governor a setback to Nigeria’s anti-corruption effort and threatens to cut aid to Nigeria following the presidential pardon granted Alamieyeseigha.

Speaking on the seeming diplomatic face-off between Nigeria and the US over the comments of the US Consul-General in Nigeria, Mr. Jeffery Hawkins, US Embassy Consulate in Lagos said the misunderstanding was borne out of presentations of points of view.

A source said: “We are concerned about the handling of certain issues at this crucial stage of Nigeria’s development. But beyond that, I must tell you that there are lots between Nigeria and the United States that we cannot allow any rupture in the relations between the two countries.

“You may be aware that there was a US business delegation in Nigeria last week and far-reaching contacts were made in the areas of infrastructural development, investment in the power sector and even provision of private funding for infrastructural development in Nigeria through the Overseas Private Investment Corporation, OPIC.

“The US recognises the position of Nigeria as a major economic power in sub-Sahara Africa. We see a lot of growth in the economy and we also see success of the Bi-National Commission and above all, we know that Nigeria has a crucial role to play to bring peace to the Sahel region.”

“We keep to our democratic tradition of openness and transparency in governance, which are the hallmarks of the democratic traditions that you took away from our presidential system of government.

“The system has no double standards and our expression of our concerns must not be misconstrued as meddling in the domestic affairs of Nigeria. We cannot dictate to government, but we cannot keep silent and allow errors that can be avoided from the onset.

“We are concerned about peace, security and development in Nigeria, which is a major partner to US in the war against terrorism.”

Presidency woos Nigerians

Nigerian government has, however, been making spirited attempts to assuage Nigerians over the pardon given to Alamieyeseigha, insisting that he had shown enough remorse for his “sins.”

Senior Special Assistant to the President on Public Affairs, Dr. Doyin Okupe, said last week that the pardon was meant for people like Alamieyeseigha, who committed criminal offences and pleaded with Nigerians to understand with the President over the gesture.

But the US state department spokesperson fired back at the presidential action, saying “we see this as a setback for the fight against corruption, and also for our ability to play the strong role we’ve played in supporting rule of law and legal institution-building in Nigeria, which is very important for the country’s future.

“We have made it clear to Nigerians that this puts a question mark on the kinds of work that we’ve been trying to do with them.”

… accuses US of meddling

Rather than try to appease the US, which is a major buyer of its oil, the Nigerian government accused it of meddling into its internal affairs and summoned the envoy for questioning, a development that angered the Americans the more.

In 2012 alone, the US spent about $226 million on health and governance programmes in Nigeria, while Nigeria is requesting for over $600 million for 2013, according to US government data.

The amount is in addition to what American private foundations such as Mr. Gates’ spend on Nigeria’s government and non-governmental organisations.

Gate, who is renowned as the biggest foreign supporter of the campaign to eradicate polio in Nigeria, has been working with the Nigerian authorities since 2009 to tame the monster that has claimed the lives of thousands of children in the country.

World’s Wealthiest Lose $18 Billion as Gates Chases Slim

The 100 wealthiest people on the planet dropped $17.9 billion from their collective net worth this week after the Standard & Poor’s 500 Index fell short of hitting an all-time high.
Carlos Slim, the world’s richest person, lost $5 billion during the week, according to the Bloomberg Billionaires Index. Mexican lawmakers announced legislation Monday that threatens to rein in the country’s telecommunications monopolies, raising the possibility of a breakup for Slim’s America Movil SAB (AMXL).

The stock plunged to its lowest price in almost four years. The 73-year-old is worth $67.8 billion — $184 million ahead of Bill Gates. The wealth gap between the billionaires is the closest it’s been since the index debuted in March 2012, reports Bloomberg.
“It looked like we were oh-so-close. We didn’t make it and gave up some ground,” said Walter “Bucky” Hellwig, who helps manage $17 billion at BB&T Wealth Management in Birmingham, Alabama. “It’s a given that we’re going to get a new high on the S&P. The question is: What happens after that?”

The S&P 500 climbed Thursday to within two points of its record closing level of 1,565.15, set in October 2007, closing yesterday at 1560.70, up 0.6 percent for the week. The index has more than doubled from its bottom in 2009, fueled by corporate earnings that topped estimates and monetary stimulus from the Federal Reserve. The Dow Jones Industrial Average set an all- time high for the eighth day in a row Thursday.

The Stoxx Europe 600 Index rose 0.6 percent during the week, closing at 297.44.
Gates, Icahn
Gates, the 57-year-old Microsoft Corp. (MSFT) co-founder, is the world’s second-richest person with $67.6 billion. Europe’s richest man, Amancio Ortega, the 76-year-old founder of Inditex SA (ITX), the world’s largest clothing retailer and owner of the Zara clothing chain, is No. 3 on the index with a net worth of $55.7 billion, $900 million ahead of Warren Buffett, 82.

Billionaire Carl Icahn was down $290 million for the week. The 77-year-old is reviewing Dell Inc. (DELL)’s books as he pushes alternatives to a proposed $24.4 billion leveraged buyout of the personal computer maker that faces mounting resistance from investors.

Icahn has amassed a stake in Dell and urged the company Monday to pay a special dividend of $9 a share. Dell’s board is seeking bids higher than the $13.65 a share offer by Chief Executive Officer Michael Dell and Silver Lake Management LLC to take the company private. Icahn is worth $19.8 billion.

US Firm Seeks Partnership from Nigeria FG on Infrastructure Devt

Acrow Corporation of America, a firm based in the United States Thursday disclosed plans to collaborate with the Federal Government in infrastructural development in Nigeria.

The Director of International Development, Acrow Corporation, Mr. Paul Sullivan, who was part of a US trade delegation in Nigeria, revealed this at a media briefing in Lagos.
Specifically, Sullivan who said the delegation met with the President Goodluck Jonathan, Minister of Works and some other ministers earlier this week said that his firm planned to deploy bridges across the country.

He explained: “We have outlined a comprehensive bridge development programme to directly address the infrastructural deficit in Nigeria and a lot of African countries. What that means is that we try to present a package that includes a large quantity of bridges and we arrange the financing in the international capital market.

“This will be supported by the Export-Import Bank of the United States. We will carry out extensive training of local engineers and contractors for the assembly and maintenance of these bridges. Bridges are critical for connecting communities, to boost commerce and can really transform lives.”

Sullivan maintained that the project would also lead to transfer of skills in the country, even as he listed Ghana and Angola among countries that had benefitted from the programme.
Earlier, the Executive Vice President, Overseas Private Investment Corporation (OPIC), Ms. Mimi Alemayehou, declared that since the Obama administration, OPIC had committed about $600 million to Nigeria.

She also disclosed that OPIC committed $250 million loan to a fertiliser facility in Edo State to support local fertilisers to boost farm yields as at December last year.

“We see tremendous opportunities in Nigeria and that is why we are on this trade mission. I strongly believe that with the reforms taking place in Nigeria, with the privatisation in the power sector, as a government (United States), we have a lot of role to play. Nigeria is a very important market for the US. It is an important strategic partner for the US. OPIC has been here since 1976 and we are committed to supporting private sector investments in Nigeria,” Alemayehou added.

On his part, the Vice President, Corporate Council of Africa, Ambassador Robert Perry, insisted that the partnership between Nigeria and the US would create network of opportunities and build more trade investments between both countries.

Also, the President, Nationwide Group, US, Mr. Ed Kostenski, stressed the need for policy makers in Nigeria to continue to create awareness on the opportunities in the country.

Chevron Corporation has entered into talks with buyers over a $15 billion project that will boost Canada’s liquefied natural gas, LNG output by 10 million tons per year and would see it selling the liquefied natural gas, LNG, to buyers outside the country.

The project is expected to open up a new route for North America gas to countries in the Asian region.

According to reports, Chevron is planning to sign contracts that will see it selling about 60-70 per cent of the gas ahead of the project.

Reports said  the planned Kitimat plant on Canada’s west coast would export shale gas from fields in British Columbia in the form of LNG, adding that the fields hold an estimated 50 trillion cubic feet of gas.

The report further stated that the project is a 50-50 joint venture between Chevron and U.S. independent oil and gas group Apache.

The report noted that the project has already gained an export license and permission to build a pipeline from the plant site to the coast, adding that at capacity, it would produce 10 million tons of LNG per year. .

The report says that Chevron is keen to price the gas in relation to oil, which is higher than the price of natural gas.

Japanese buyers have, however, recently taken advantage of cheaper North American shale gas to negotiate LNG contracts linked to the U.S. natural gas benchmark, according to the report.

Chevron reaffirms 2017 target on oil, gas output

Chevron Corp. Tuesday reaffirmed that it would meet its target for a large increase in oil and natural gas output in 2017.

The US oil giant, outlining its medium-term investment strategy to analysts, said it would hit 3.3 million barrels a day of oil-equivalent in 2017, up from 2.6 million barrels a day in 2012.

Chevron also said it had “momentum” for growth beyond 2017.

Chevron pointed to a range of large “mega-projects” that will enable the boost in output, such as the $52 billion Gorgon liquefied natural gas project in Australia and a number of large deepwater projects in the Gulf of Mexico.

Chevron’s investment program comes as oil majors including ExxonMobil boost capital spending to advance a new generation of projects to make up for declining oil and gas fields. Chevron has boosted its 2013 capital budget to $36.7 billion, up from $34.2 billion in 2012.
