Ogun State chapter of Peoples Democratic Party, PDP, has faulted reports of crisis in the National Working Committee, NWC, of the party over plans to conduct a fresh congress in the South-West and nominate a candidate for the vacant post of the National Secretary.
The proposed congress will lead to the replacement of the Chief Ishola Filani-led Caretaker Committee with a substantive Zonal Working Committee and the former National Secretary, Prince Olagunsoye Oyinlola, who was sacked by the Federal High Court, Abuja, on January 11.
In a statement by the State Publicity Secretary, Waliu Oladidupo, the party described the reports of misgivings among the NWC members over a statement credited to the National Chairman, Alhaji Bamanga Tukur, that the party would hold fresh congress where new officers would be elected for the zone and the National Secretary nominated, as the “handiwork of members of the party sacked by the court recently.”
The party said: “It is public knowledge that all the actions taken by the national leadership of our great party under the leadership of Alhaji Bamanga Tukur were based on court orders and judgments.”
“Therefore, no one person or group of persons, no matter how powerful, can subvert or upturn valid court pronouncements until set aside or reversed by a superior court.”
“Is it not interesting that for those sacked it is subjudice to comply with subsisting declaratory court judgments as it relates to replacing them just because they have filed an appeal?
“Pray, when does an appeal and an application for a stay of execution filed after the act had been done supersedes valid court judgments?”

HOUSE of Representatives Minority Whip, Mr. Samson Osagie, has supported calls for amnesty for Islamist sect, Boko Haram, insisting that anything that will ensure peace and stability in the country should be encouraged.
Osagie described the move by the House of Representatives to confer immunity on its members as misunderstood, saying that what the members of the lower chamber in the National Assembly were demanding for was simply a protection over what they say in parliament during sittings.
Osagie, who spoke with Vanguard during the flag-off of Action Congress of Nigeria, ACN, campaign in Uhunmwode Local Government Area, for the April 20 local government elections, said government should be able to fish out members of Boko Haram, their sponsors and dialogue with them.
He said: “For me, I am in support of anything that will bring peace. If granting amnesty to Boko Haram will bring peace, I am all for it; but I believe too that it is something government needs to consider. We need to fish out those behind them and talk with them, as that will not amount to condoning crime.
“We know what happened in the Niger Delta, the militants took over the place, vandalised pipelines and did a lot of things, but the late President Yar’Adua, in his wisdom, thought it wise to grant them amnesty. I believe that Boko-Haram and their collaborators should be identified by government and once they are identified, they should be discussed with and other ways should be found to ensure that their activities are reduced.”

An Italian oil firm, Eni, Monday, shut down its activities in the swampy oil fields located in Bayelsa State, over alleged theft.
The firm, in a statement in Yenagoa, attributed the frequent spills to alleged oil theft by vandals and said that it had decided to shut down operations to prevent further damages to the environment.
Eni, which operates in Nigeria as Nigeria Agip Oil Company, NAOC, said it authorised the suspension of operations on March 22 and subsequently declared Force Majeure on its oil output from the facility on March 23.
“Force Majeure is a legal notice that absolves an oil firm of liabilities for failure to meet supply obligations to crude buyers due to circumstances beyond the firm’s control.
“Eni confirms that between March 21 and 22, the company declared force majeure and ordered the closure of its onshore activities in Bayelsa State, Nigeria.”

President Goodluck Jonathan says he is committed to bringing transformation to the country by sanitising the electoral process through free and fair elections.
Jonathan made the promise in Enugu on Monday at the dedication/hand-over ceremony of the All Saints Anglican Church, Mpu, in Aninri Local Government Area, built by the Deputy Senate President, Sen. Ike Ekweremadu.
Jonathan explained that good governance was anchored on free, fair and credible elections, adding that political leadership was transient.
“We should think more of our country, think more of building a society that our children will be happy about. I believe that no leader can do everything for the society but you think about some key things and do those ones very well.
“In this political dispensation, my feeling is to have free and fair elections. You cannot talk about good governance where election of people are manipulated.
“If your coming to power from counsellorship to presidency is based on manipulation, then there is no good thing you can do there.
“My belief first and foremost is to make sure that our electoral processes are sanitised and that the votes of Nigerians count.
“What I can promise Nigerians is that with their prayers, we will succeed and we are committed to making those little changes that will make a difference,’’ Jonathan said.
In a sermon, the Primate, Church of Nigeria (Anglican Communion), The Most Rev. Nicholas Okoh, commended Ekweremadu for the bold step toward ensuring the growth of the Church.
The primate urged well to do Nigerians to emulate the good investment made by the deputy president of the Senate.
“The building of this church is a commendable effort. We want to encourage Nigerians to give to the glory of God. This is a place to build human beings for God.
“We must approach God in humility and meekness into the house of God,’’ Okoh said.
In his goodwill message, Ekweremadu said the decision to build the Church was born out of his promise and covenant with God.
“Today is the happiest day of my life because I have fulfilled my long time promise and covenant with God.
“I promised to build a Church for God if He makes me successful in life and since that day, it has been from one blessing to another. I have never lacked since then,’’ he said.
Ekweremadu called on the people, especially Christians, to always fulfil their promises to their Creator.
The federal legislators, ministers, captains of industry as well as governors from the South East Zone attended the ceremony.

Key players and stakeholders in the Nigeria Oil & Gas sector are set to discuss the recent reforms in the industry, particularly in view of the rising profile of indigenous players, as the International Oil Companies, IOCs, divest their stakes from onshore fields.
The event, the ESQ Oil & Gas Conference 2013, Scheduled to hold between 9 and 10, April, is the second in the series, brings together energy, finance and legal experts to examine regulatory and business issues in Oil & Gas industry in Nigeria.
Speaking to journalists on the event, Lere Fashola, Chief Executive Officer, CEO, Legal Blitz, publishers of ESQ Legal Practice Magazine, organisers of the summit, said the two-day conference would promote strategies for open business model, business mentorship, collaborations, ideas and knowledge sharing among industry players and networking among companies.
According to him, “the conference provides a key platform for stakeholders to discuss the recent challenges facing the Nigerian Oil and Gas sector including the threat of a reduction in US importation of our crude oil, the impending shale gas revolution, the sophistication of technologies for resource exploration and retrieval, and a rash of divestment of equity by some international oil companies. The big question is: does the rising presence of local players in Oil & Gas operations hold the key to a brighter future for the country?”
Lere also said, “Notwithstanding the prolonged reforms of the legal and regulatory framework governing petroleum operations in the Nigerian oil and gas industry, especially due to the non-passage of the Petroleum Industry Bill (PIB), international and local companies continue to find and take advantage of several investment opportunities. Such opportunities arise amidst substantial legal risks and regulatory challenges.
“How has the industry capitalized on the opportunities and dealt with the legal risks and regulatory challenges? Looking ahead, what are the options to be considered in creating a fair and effective legal/regulatory framework in the mid and long-term to enhance investments and growth in the industry?”

Nigeria Security and Civil Defense Corps, NSCDC, has finally replaced Mr. Obafaiye Shem, the man who postulated the “my oga at the top” mantra, as commandant of Lagos State Command. He was replaced by Mr. Adesuyi Clement from Oyo State Command.
The Commandant General of NSCDC, Dr. Olu Abolurin, who was in Lagos weekend over the alleged killing of two of his officers by some policemen, introduced the new Commandant to journalists.
However, he did not give reasons for Obafaye’s removal but sources hinted that it may not be unconnected with his recent interview on Channels Television live programme.
Before now, authorities of NSCDC have denied taking any disciplinary action against Mr. Shem over the said interview. Their reaction followed claims that Shem had been sacked on the orders of the Minister of Interior, who supervises the NSCDC.
Shem’s ordeal started when he appeared on Channels Television morning programme ‘Sunrise’ and when asked the NSCDC website he said:
“Hmmm, the website is, excuse me, my Oga at the top knows the website”. He again, cleared his throat and said: “My Oga at the top is working on the website and I don’t have them”.
When the presenters insisted that he give a functioning website address of the para-military outfit, he dropped the bombshell: “ww.nscdc, that’s all”.
Immediately, the interview went viral and has become so popular to the extent that t-shirts with “my oga at the top” insignia has been produced and selling like hot cake across the country, even as some DJs and musicians have done what they called a remix of the phrase.

Increased use of energy saving bulbs for both domestic and commercial use has been identified as one of the ways of eliminating waste and conserving energy in Nigeria.
The use of such bulbs, expert argued is particularly necessary in the area of street lights to enhance security.
The Chief Executive Officer, Dubrai Contractors Limited, dealers in industrial low energy lights, Mr. Abraham Williams, told journalists last week in Lagos that street lights go a long way in reducing violent crimes in the cities.
He noted that “Since we do not have the levity of power generation and distribution capacity to meet our energy demand, we should imbibe the culture of energy saving through the use of low energy appliances across board; in our homes, street lighting and industrial facilities.”
William insisted that this can be achieved by the government through “massive campaigns, sensitisation, enlightenment and incentives/subsidy to operators who implement low energy appliances or convert from energy guzzling appliances to low energy consuming appliances.”
He added that this “will significantly reduce the pressure on the national grid. The resulting energy saving can be channeled into other meaningful areas. While the financial saving on the part of the operators; federal, state and local governments can also be used for other developmental projects. This will position us among nations that are creating sustainable development.”
He further argued that “Government giant strides taken to light up most of our streets cannot be overemphasized. We will all agree that night related crimes have greatly reduced in our major cities.”
Apart from reducing criminal activities, he said the street lights, where available have reduced accidents on the roads as visibility is enhanced.
“The issue of visibility for roads users at night; driving, jogging and walking at night has become a lot safer as a result of the increased attention that has been given to street lighting,” he said.
He added that “the availability of security and safety at night has created that enabling environment for commercial activities to progress into the night or overnight, thereby creating enormous economic benefits.”
In his opinion, the concept of introducing street lighting in our major cities goes a long way to demonstrate government vision and aspiration for Nigerian people, and as such, street lighting has become one of the major components for sustainable security and economic growth in the country.
However, in spite of its benefits, Williams noted that the operating costs for such street lights is much higher than the execution costs because of the non-use of low energy bulb.
According to him, the high operating costs is due to the consumption capacity of each street light (250 watts per pole averagely). “So, for Abuja our capital city which have more than 300,000 Street light poles and still expanding, we are looking at total average energy consumption of about 75MW,” which are power either from the National Grid or diesel generators.
He further argued that “Powering the nationwide Street Lights through the National Grid has enormous challenges due to our power generation (approximate 4000MW) and distribution capacity,” just as much as using diesel generators with attendant high costs and the environmental implication of carbon emission.
He noted that the challenges of global warming has facilitated technological breakthroughs, which now make it possible for manufacturers to offer environmentally friendly, healthy and efficient low energy street lights with energy consumption as low as 35watts, and lumen efficiency as high as 115 lumen/watt and life expectancy of 15,000 hours.

The Aba Integrated Power Project, Aba IPP, said it will provide 95 percent uninterrupted power supply to the Abia State capital, Aba, a commercial city-center including the over 50,000 small and medium scale businesses SMEs, located there and other surrounding towns.
The Aba IPP, owned by Geometric Power Limited, also controls four power sub-stations around the state with an additional three, state-managed sub-stations bringing it to a total of seven sub-stations in the state; the project which is being funded jointly by local and foreign investors is already 95 percent completed with an estimated capacity of 183 mega watts.
Speaking with Sweetcrude in Abuja, the Chairman/Chief Executive Officer of Geometric Power Limited, Prof. Berth Nnaji said: “The project in Aba was motivated by the desire of the people in the area, who are in industrial and commercial space to have more reliable electricity. And this came about by the visit of the Minister of Finance during President Obasanjo’s time, that is, Dr. Ngozi Okonjo-Iweala, who took the President of the World Bank, James Wolfesohn, to Aba to meet with Ariaria SMEs.
Nnaji noted that there are over 50,000 SME industries in Aba, all of whom confessed that that their major problem is inadequate electricity supply.” They said if they had electricity, they can run multiple shifts as against the running of just one shift.”
Apart from increasing working hours, the operators said they can produce seamless products and reduce inconsistencies in the number of products they produced.
“If you want to produce for export, you have to make your products to have certain qualities and consistencies. But they cannot do it now. So for people in the granite industry or shoe industry to have orders from the big stores of Europe, America and so on, they have to have such consistency and quality. They are running small generators and in fact, literally there is a business for renting small generators for processing. And that is just not the way these things are supposed to work. So that was the motivation,” Nnaji added.
Based on the leased agreement with the Federal Government, Nnaji said the Aba IPP was able to attract some investors and banks to develop the project.
