Police to charge 104 electoral offenders to court

The Rivers State Police Command said on Sunday, April 19, that its officers have arrested 104 persons for election-related offences in the state.

The Public Relations Officer of the Command, DSP Ahmad Muhammad, said in a statement in Port Harcourt that the police has begun investigations into 41 different cases involving the suspects.

"The Command is discreetly investigating 41 different cases involving 104 suspects arrested on election days from different parts of the state,’’ he said.

Muhammad said the suspects were arrested for alleged offences against the Electoral Act 2010 or other extant laws of the country.

"Items recovered from the suspects included multiple Permanent Voter Cards (PVC), offensive weapons and electoral materials, including ballot papers and boxes,’’ he said.

He added that the suspects will be charged to court on completion of investigations.

‘PDP’s sins will soon start coming out,’ President-elect says

President-elect, Muhammadu Buhari has said that the sins committed by the Peoples Democratic Party (PDP) while ruling Nigeria will continue to come out for a long time.

Buhari also spoke on the challenges posed by the Boko Haram sect and the tenure expiration of Independent National Electoral Commission (INEC) Chairman, Attahiru Jega.

Read excerpts of his interview with journalists, as published by Vanguard on Sunday, April 19, 2015, below:

There has been an influx of defectors from the ruling People’s Democratic Party, PDP, to your party, APC, since after your victory at the polls. Many think the development may destabilise the APC. How do you intend to manage the situation?

I think this is a question meant for the party. I wish John Oyegun was here to answer you because we have a system. Just because I am the presidential candidate and the president-elect, I don’t think the system has allowed me to usurp the power of the party executives. But, certainly, in a multi-party democratic system, fundamentally, it is the number that matters for the people. But for the party, what matters is the ability to manage the number so that the majority will have its way and there will be justice. No matter what happens to the PDP by May 29, I assure you or I assure them through you that there will be justice in the APC.

A new government, which you will head, will soon be inaugurated. Can you tell us what criteria you will be using in selecting those who you will work with?

It is a difficult time for Nigerians as you all know. I have said it in the past that, in the last 16 years, Nigeria has never realised the amount of revenue it received. The price of a barrel of crude oil rose to about 140 dollars and then  crashed to about 50 dollars. During the 16 years, we know what happened to some big companies that employ a lot of Nigerians and give them training facilities like the Nigeria Airways, Nigeria National Shipping Line.

Even Nigeria Railway is managing to be on paper with some refurbished engines moving from Lagos to Ibadan and a few other places. If you go to their stations all over the country, you will realise that they are in a terrible shape. It is very disappointing that the PDP government virtually failed to use those resources to grow the economy.

I think the worst thing is the lack of accountability and the terrible budgetary system. Imagine that over 90 percent of Nigerian budget is on recurrent. How can you sustain development in a country like Nigeria with only about 10 percent of your income? Things just have to change. There must be more money available for infrastructure, for investment in getting the factories back, employment and getting goods and services for the population. I think the sins of PDP will be coming out for several years to come.

To some  extent, the general elections are seen by many to be credible. Will you try to retain the INEC Chairman to build on the successes recorded even though he said he wouldn’t accept another term of office?

I think Prof. Jega knows exactly what to do. He has already said that he is not going to accept a renewal of his tenure in June. I believe that he has learnt enough and will submit a comprehensive hand over notes some of which he seems to have written. At the last National Council of States meeting, he submitted a document of INEC activities right from the 2011 general elections to date with attachment showing the personnel trained, acquisition of election materials, the distributions, security, among others, and I don’t think that such that report can be faulted.

There are speculations that looting of public treasury is ongoing in the land. What do you intend to do to check this problem?

I will like to work within the system because we believe in it. I have just told you about three governors and the battle they have with law enforcement agents in their states. People must not benefit from being lawless. You can’t be in a position by virtue of the Constitution, subvert the Constitution and continue to enjoy the privileges offered by the Constitution. I don’t think that will be acceptable by the APC. So, whether you are in the opposition or government, you have to behave yourself. I think that is the way we can make progress.

APC preaches transparency and accountability. But a lot of people with apparent questionable characters are moving into the APC. Don’t you think they will also pollute the APC?

For those that are coming into the APC, I have no fear because we have our party structure. The fact that you were a party Chairman or you were a minister before you joined the APC, we appreciate the fact that you remain relevant in your immediate locality. But when it comes to the centre, there is equality in the way the government will handle you.

So, those that are coming in, I hope they will accept that they are coming to join those who succeeded and they should cooperate with them. They can’t come and say that because they were once ministers under PDP, they will join APC and become ministers the following month or so. I don’t think that it will be acceptable even by their constituencies.

There have been reports that you promised to end the Boko Haram insurgency within two months, but your media team reacted saying you never said so. Can you now set the record straight?

I think I am too experienced in internal security to give two months deadline on Boko Haram. I don’t think I would have made that mistake because I tried to look at some of my experiences even when I was in uniform with the rebels from Chad when I was GOC in Jos and with Maitatsine. So, for me to say that when I come into office, I will get rid of Boko Haram in two months, I don’t think I would have made that statement. I didn’t.

As I have mentioned on several occasions, we that have, at one time or the other, wore Nigeria military uniform felt terribly embarrassed that for six years, the military couldn’t bring order to 14 out of 774 local governments in the country after Burma, Zaire, Liberia, Sierra Leone, Dafur where Nigerian military earned respect internationally for their performance.

To fail to secure 14 out of 774 local governments. I still can’t reconcile myself with that disgrace. We will try and work with our neigbours such as Chad, Cameroon and Niger who are fighting Boko Haram for us. Look at Chad helping Nigeria or Niger, or Cameroon itself. This nation has been humiliated by the PDP. God willing, with our experiences, we will quickly marshal support and we are asking Boko Haram to pack and go.

Four men, six-month-old baby roasted to death

 The fire was caused by a candlestick lit by the mother of the child, who claimed to be taking fresh air outside, when the incident happened in Ipaja area of Lagos.

NAN reports that four men and a six-month old baby were burnt to death in a separate incident that occurred in Lagos State.

The fire incident on Friday and Saturday – April 17 and 18 respectively.

The Director, Lagos State Fire Service, Rasak Fadipe, told NAN on Sunday, April 19, that four of the victims were roasted to death in an accident that occurred at the Coastain area of the state, involving a commercial bus.

The bus, which was carrying nine passengers at the time of the accident, was coming from Lagos Island at a top speed and as he descended to Coastain the driver suddenly lost control and hit a pavement.

Fadipe added that the impact made the bus to summersault severally.

"The bus burst into flames, burning to death four men beyond recognition. Five others that sustained serious burnt were rescued and taken to the General Hospital, Marina, by the Lagos Emergency Ambulance Services.

"The police from Iponri Division removed the dead bodies to the same hospital. The incident happened on Saturday at about 12.12 p.m.,’’ he said.

The director also said a six-month old baby boy was burnt to death at about 9.30 p.m. on Saturday at CA Street, House 52, Shagari Estate, Mosan Okunola, Ipaja.

Fadipe said the fire was caused by a candlestick lit by the mother of the child, who claimed to be taking fresh air outside, when the incident happened.

He, however, advised members of the public against the use of the candle, stressing that many lives have been lost to it use.

Fadipe also called on parents to always keep an eye on their children while sleeping, advising them against locking up children at home and leaving for a far distance.

“My husband can’t have erections,” woman defends alleged rapist

 Victor Aneke, 45, was accused of allegedly raping the daughter of his neighbour repeatedly.

Trouble started in the home of Mrs. Grace Adebiyi (not real name) in Akowonjo area of Lagos when she noticed a strange discharge from the private part of her eight-year-old daughter, as she slept on the night of Sunday April 12, 2015, Punch reports.

“I would not have been worried if not because that I had noticed she was walking awkwardly when we were going to church earlier in the day. But when I asked what was wrong with her, she said nothing,” the woman said.

But that night, as Comfort (not real name) slept, her mother decided to investigate what was wrong.

“It was then I noticed my daughter’s private part was chafed. I was worried, what could have happened to her?”Adebiyi said.

The worried mother roused her daughter and asked her what had been happening to her but the girl told her nothing happened.

Adebiyi said, “I told her to go back to sleep but my mind was not at rest. The following morning. I asked her again if anybody had been fingering her and if that was what caused the way she was chafed and could not walk properly. She told me nothing of such happened.

“I then threatened to take her to the police station. That was when she told me that she could only tell me if I would not beat her and if I would not confront the person who did it. When she told me, I nearly collapsed.”

The name the little girl mentioned was that of their 45-year-old tenant, Victor Aneke.

Before the incident, Mrs. Adebiyi and the Anekes, who had been living in the house since 1999, had been having running battle over unpaid rent.

Victor actually admitted to our correspondent that he owed at least N200,000 in rent backlog.

Also, Mrs. Adebiyi said when she noticed that her daughter was too frequent in her tenant’s apartment, she warned her to stop going there.

“But I was not worried about sexual abuse because I knew the man’s wife was around,” she said.

The house is a kind commonly called ‘face-me-I-face-you’ in Lagos. One of the apartments in the building is used by Mrs. Adebiyi and her children. Her husband has been away on a long trip for many months.

The woman said she did not know what to do, as she was afraid of confronting her tenant about such an allegation all alone.

She notified child rights activists. When a test was conducted on the girl, a doctor at the Lagos State University Teaching Hospital’s Sexual Assault Referral Centre in Ikeja said that the girl had been raped a number of times.

Our correspondent, with child rights activist, Esther Ogwu, in tow, later paid the Anekes a visit in the course of the week.

After a warm welcome, Victor and his wife launched into a narration about how their landlady had been making their lives unbearable over their outstanding rent.

Victor said he only loves children and thus allowed Comfort to sleep and watch cartoons in his apartment.

Asked why he would allow the child stay in his apartment for extended periods of time even though he was not in good terms with the girl’s mother, Victor said other children also come to his apartment to play.

Victor said, “The woman always quarrels with me because she wants me out of her house but her husband is a friend and he told her to leave me alone.

“Telling her daughter to accuse me of molesting her was her latest ploy to send me out of this house. I have never touched the girl because she is like a daughter to me.”

While Victor spoke, his fuming wife, Joy, pleaded to have a say during the interview. The woman was angry that her husband could be accused of such “dirty crime”.

“How can she ask her daughter to lie against my husband just because she want us out of this house?” she said. “Let me tell you the truth, since my husband had an accident in March 2013, he has not had an erection.”

Her husband nodded as she made the revelation.

However, later, when our correspondent went out and was alone with Victor, he said “I will treat you well if this report could be written to show how innocent I am.”

Ogwu said the defence Joy put up for her husband was not tenable.

“She probably knows that her husband did it but and would rather protect him against the law.

“We may not be a law court that would judge him, but we will pursue this case to as far as needed to prove that the victim was not lying. We have interviewed her and we have no doubt that she is telling the truth.”

The case has been reported at the Ipaja Police Division. Victor who was initially arrested was released on bail on medical grounds.

The police spokesperson, Mr. Kenneth Nwosu has said that investigation is still ongoing in the case and the suspect would be charged to court as soon as findings are complete.

NIGERIA: ‘I’m enjoying God’s mandate,’ Governor warns impeachment plotters

Governor Ayo Fayose has warned his detractors not to take his recent offer of peace as a show of cowardice.

Fayose also stated that God had put him in office and anyone against the voice of God is following Satan’s way.

The governor made the statements on Sunday, April 19, 2015, during a thanksgiving service organized for him at the Cathedral Church of Emmanuel, Anglican Communion in Ado Ekiti, to celebrate the recent Supreme Court verdict which upheld his victory in the June 2014 elections.

“I asked for forgiveness for reconciliation and to pursue genuine peace. Waiving the olive branch does not mean cowardice, it is for peace. Conspiracy is against God’s will. What better way could one seek peace other than asking for forgiveness,” Fayose said.

“The opposition should be courageous enough to accept defeat. I’m enjoying the mandate of God through his people and that cannot be controverted. The people have spoken (governorship election), they said it was military intervention. They spoke the second term (presidential election), is that one photochromic? And they spoke again the third time (House of Assembly election),” the governor added.

“If God that gave me victory cannot defend me, I better go home. If the people cannot defend the mandate they gave to me, I better go home. Power doesn’t come from man. Power belongs to God. Anyone against the voice of God is following Satan’s way,” Fayose said.

Fayose also accused the opposition to plotting to take power by force.

“In a democracy, you need a simple majority to win elections, but I enjoy total majority. They want to take government by force, firing shots at people; that is coup against the people. They said they are coming again tomorrow, we are waiting for them,” he said.

The governor is currently embroiled in impeachment proceedings brought against him by the 19 All Progressives Congress (APC) lawmakers in the state.

Upon winning in the Supreme Court, Fayose urged his opponents to forgive him and embrace peace but the lawmakers have said that the impeachment plans would proceed as the governor must be made to answer for his actions.

How Govt officials lavished Jonathan’s over N2 trillion campaign fund

On the heels of the March 28 Presidential election, in which President Goodluck Jonathan lost his re-election bid, Punch is authoritatively reporting that investigation launched by the incumbent reveals that politicians and government officials spent millions of naira meant for election campaigns and ‘errands’ on luxury properties.

The President, who is said to have released over N2 trillion in cash to campaign coordinators, ministers, special advisers, close aides and friends, support groups and traditional rulers, is bothered that most of the people could not even deliver their polling booths and local governments.

“The President was said to have been further irked by the results of an investigation he ordered. The probe showed that some coordinators used campaign funds to buy very expensive properties, especially in Abuja, and luxury cars. Some of the funds have also been traced to the bank accounts of senior party and government officials who were charged with the disbursement of funds to voters and groups,” Punch report reads in part.

According to the report, Jonathan has also set up a committee of five to ensure the funds are recovered. But a source in the Presidency however told the newspaper that, a close associate of the President said getting the money back would be difficult.

It also contained that funds given to traditional rulers across the country will not be asked for, but that the President is bent on making his ministers, close aides and special advisers refund the monies collected.

The source said; “Some ministers did not get less than N20bn each. None of them can deny it because this fact isn’t hidden within government circles. The only problem with such monies is that there is no receipt to show that they collected money. The sad part is that almost all of them performed woefully. Even in the states where the PDP won, some ministers could not deliver 100,000 votes. They could not mobilise their people to come out. The President is not happy. They all went property and car shopping. This was the most expensive election in the history of this country, yet there was no result.

“The sad part was that even after the President lost on March 28, more money was given to all of them to make up for the dismal outing by winning their states during the April 11 elections. But that turned out to be a bad decision because apart from losing the governorship election, we didn’t perform well at the National Assembly and House of Representatives polls.

“They must give an account of the money since they didn’t use it for the election. The President is not particular about the funds spent on genuine campaign needs like the hiring of jets, advertisements and the rest that also cost billions of naira. His focus is on the individuals that collected billions to deliver their states but couldn’t even win their polling booths.”

According to Punch, apart from the N20 billion given to some key ministers and senior special advisers, especially in states where the PDP hoped to capture from the opposition All Progressives Congress (APC), some pro-Jonathan support groups received about N16bn.

Confirming the cash distribution, a senior member of the PDP also told the newspaper that “Lagos was a show of shame.”

The insider said; “A few days to the governorship poll, about $150m was received in cash by about five top campaign coordinators. But they failed again, even more than we did in the presidential poll because we lost some areas we won on March 28 to the APC on April 11. They were to share this money to the local governments and the masses.

“Please understand me, I am saying that the sum of $150m was just for the governorship election in Lagos. We are not talking about the sums they got for the presidential election. Only one out of the five people that shared the money gave some of it to local government chairmen. This person disbursed about N2bn. The rest of them sat on the money.

“The coordinator that collected the sum of $50m later went to a Federal Government agency and complained of not having enough funds for the election and got an additional $20m. The story is the same in almost all the South-West especially Oyo, Osun, and the northern states. A female minister from the North, who got the highest amount of funds for that region, lost her state in a shameful manner.”

However, the National Publicity Secretary of the PDP, Olisa Metuh, distanced the party from the cash disbursement.

“The national leadership of the PDP is not aware of any campaign fund. We were not part of it and therefore we can’t be asked to account for what we didn’t know anything about," he said.“There was a campaign committee and only the committee is in the position to account for any fund.”

The committee set up to retrieve the monies has been said to be unsuccessful so far, as the beneficiaries are not cooperating.

The President is reportedly focusing on the South-West and northern states.

NIGERIA: Terrorists kill rescued civilians in Borno

Boko Haram terrorists reportedly killed eleven people in Gwoza town, Borno state on Wednesday, April 15.

Punch reports that a military source in Maiduguri confirmed the attack.

According to the source, the victims were civilians, who were recently rescued by soldiers during the recapture of the town from the Boko Haram terrorists.

 “It was unfortunate that while they were kept at a supposed safer place at the base of the hill, with some (military) troops stationed there to guard them, some Boko Haram men struck on Wednesday, and killed at least 11 of the people,” said the source.

The source said the civilians had, during the long reign of the insurgents in the Borno town, stayed on the mountain but were evacuated by the military on the liberation of Gwoza.

‘Corrupt INEC officials robbed APC of victory in Rivers’ – Lawmaker alleges

The lawmaker representing Emohua constituency in the Rivers State House of Assembly, Hon. Chidi Lloyd has said his party, All Progressives Congress (APC), did not lose in the keenly contested elections in the state but robbed of its victory.

Lloyd, who is the Majority Leader in Rivers State House of Assembly and seeking fourth term bid into the state legislature, said this in reaction to the cancellation of the State House of Assembly election in his LG.

“We campaigned to the voters on our pedigree and we convinced the voters to vote for APC but little did we know that they had some corrupt officials of the INEC who were sent here with a script on what to do in Rivers state. And the Resident Electoral Commissioner shamelessly came here to supervise this kind of social ebola that has taken place in Rivers state.

“If in a local government area two elections were conducted simultaneously what was the premise on which one was announced and the other cancelled. That is what I keep telling people at different fora that what happened in Rivers state on the 28th of March and on the 11 of April are just a political telemundo.

“An election that has been acclaimed by the national and international observers to be flawed with violence; in fact one of the groups said the election did not meet the minimum requirement set by the INEC, yet a cooked result was announced,” Lloyd said.

NIGERIA: Over 120 shops burnt as fire guts Otukpo main market

Properties worth millions of Naira have been destroyed in a fire incident that occurred at the Otukpo Local Government Main Market in Benue State.

Punch reports that the fire, which started about 6.30pm on Thursday, April  16, at the cosmetics and fish section of the market, lasted for over four hours.

Shop owners reportedly scampered for safety of their wares as the fire wreaked havoc in the market, leaving over 120 shops burnt.

According to the Market Master, Chief Obogo Alapa, coal pot stove and fuel containers might have caused the inferno.

The incident makes it the fifth time the market will be gutted by fire.
