EBOLA: When fear becomes messenger of death

AS someone who works in the health sector, getting medical attention   should have come easily to Mrs. Dupe Ogunaike (not real name).

So when she took ill earlier this month, Ogunaike was not troubled by the prospects of being admitted into any hospital, especially as the  55-year-old healthcare worker  was only suffering from ‘mere feverish condition.

But a visit to one of the hospitals in Ogotun- Ekiti, where she resided, soon  gave a disturbing inkling of what awaited her in that period of despair. Ogunaike was surprisingly refused admission at the hospital. This came as a rude shock, since she was not a robbery victim with gun shot wounds which required that a police report be presented before being accepted into a hospital.

At another healthcare facility, where she sought attention, Ogunaike  was promptly turned back. Further visits to two other hospitals in the state produced similar results. Distressed by the rejection and the grinding effect of the illness, she headed for the state Ministry of Health in Ado Ekiti, where she reportedly vomitted and collapsed.

The hapless woman who was a staff of  Comprehensive Health Centre, Ogotun, was immediately labelled  an Ebola victim without an adequate test being conducted. And before you knew it, those around took to their heels. Sapped and disoriented by the torturing experience, the poor woman died same day.

A similar case also played out at the National Youth Service Corps,NYSC, Orientation Camp in Ise Ekiti. A young man who had been inadequately treated for malaria collapsed and was abandoned by everyone, including the camp’s healthcare givers from 6am to 3pm when the state government intervened.

At the University College Hospital ,UCH, Ibadan  a woman with blisters all over her body came to the hospital’s General Out-patient Department ,GOPD, asking to be attended to but was turned back by the nurse she approached.

That there is palpable panic across the country over Ebola is stating the obvious. This is more noticeable among healthcare givers whose primary responsibilities include helping to manage the disease.

Investigations by VanguardFeatures,VF, across some hospitals in Lagos confirmed that patients with  symptoms of fever are now being denied attention.

A case in point is a patient  who almost lost his life to malaria last week at a private hospital in the Okota area of Lagos.
Growing number of rejections: But   for the urgent intervention of the medical director of the clinic, the patient would have joined the growing number of those who have died as result of rejection.

According to an eyewitness account, the sick person, who   had  high fever, was turned back by nurses despite  his pitiable condition. He  was said to have been  left unattended to until the timely arrival of the medical director saved the situation.
The head of the hospital, it was gathered,  immediately put on his protective personal equipment and treated the patient, who  regained his health a few hours later.

These cases represented a few out of the growing instances where patients were  rejected out of fear of the dreaded Ebola Virus Disease ,EVD, in Nigeria.

Rejection of patients is not new in the country as those with gun shot injuries are usually rejected for not possessing police report, just as not having enough money is also regarded as a condition for not being admitted.

Since the trend is not related to these reasons, many people are uncomfortable that medical personnel who swore to protect human lives are turning blind eyes to their duties.

Healthcare system

‘’What is happening now is a bad commentary on the healthcare  system in Nigeria. We all know that Ebola is highly contagious but that does not mean that people should be left to die. I would not say that we should not sympathise with them, they should also see the contagious nature of the diseases as one of the many hazards of their profession,’’ President of Citizens Advocacy Unit,CAU, Dr. Muyiwa Falae told VF.

Worried that  the situation has created more problems out of the Ebola crisis, Falae said: ‘’The situation in the country now is such that people, who are symptomatic to malaria, typhoid or other forms  diseases would die as a result of rejection. If it had been the practice of medical personnel in the country to use protective equipment, I don’t think   we should have this issue of rejection. That is why I can categorically say that what some of the hospitals are doing, is a reflection of the dysfunctional healthcare system in Nigeria.’’

Necessary equipment and gadgets

Another person who does not find the development healthy, is a retired medical personnel, Mrs. Stella Agbogun.
For her, refusing to accept patients, who had not tested positive to EVD, is not only unethical, but unfair to the patients.
‘’Everyone in the medical field should be well prepared. There is no point turning back or refusing patients because that is their primary responsibility. Be prepared with all the gadgets that you need and then try to screen those patients. That should be done so that somebody who does not have Ebola is turned away because of fear of Ebola,’’ she stated.

The retiree of the Lagos University Teaching Hospital,LUTH, said: ‘’If medical personnel are well equipped with all the gadgets, they will screen those patients so that anyone with Ebola can be identified.’’

Not done,  Agbogun added thus: ‘’Those with Ebola should be referred to the isolation centre because it will be unfair not to accept patients who had not tested positive to the virus. Government has come up with a lot of incentives like insurance scheme. I hope that they will provide  all the necessary equipment and gadgets that will protect the personnel. It is a highly contagious disease and we must be very careful.’’

President of the Association of General Private and Medical Practitioners of Nigeria, AGPMPN, Dr. Anthony Omolola, was of the opinion that  if the situation  is not arrested, many Nigerians would die of other ailments.

‘’It is good that we are containing the virus but Nigerians, particularly the medical community, should also know that there are other causes of fever than Ebola. In my hospital I have instructed my staff not to turn anyone back because that  will cause more deaths from other diseases,”he noted.

Lending his voice to this,  the Medical Director of Ibijola Medical Centre, Agbara, Lagos, Dr. Jimmy Arigbabuwo frowned at the situation, adding that his hospital accepts  all manner of patients.

“We should know that not all patients who turned up in the hospitals are Ebola infected,” he cautioned.

How patients are treated: Giving details on how patients are currently attended to since Ebola was brought to Nigeria by the late Patrick Sawyer, Ibijola said: “When people come with fever we use non-contact thermometers to determine their temperature. We have high index of suspicion like in the case of diarrhoea and muscle cramps and other symptoms that look like malaria.
There is no need to start telling the patients to go away. We call such act rumour managers. But if we suspect a patient, we isolate immediately pending the time the surveillance group will come.”

Rumour mongers

Arigbabuwo, who is also the Lagos State Chairman of Association of General Private Medical Practitioners of Nigeria, AGPMPN, advised that people should not be too scared of body contacts.

“People who move about actively cannot transmit Ebola easily. Before the virus is transmitted to another person the level of the virus will be so high to knock down patient. The person will be seriously sick.   I feel pained when I hear people quarrelling in the buses as a result of body contact. No! Ebola is not transmitted that way. It is not a butterfly that can just land on peoples’ shoulders any time,” he added.

Further throwing light on the precautionary measures the hospital has put in place, Arigbabuwo said: “We have taught all our hospital staff on how to protect themselves. From the front desk officers to the first nurse, we have taught them how to wear gloves, put on face mask, wash hands regularly and ensure that they dilute bleach in containers for patients to use before coming in. Once you have guided your first contact officers and with non-contact thermometer you have taken the first precautionary measures,” he said.  He also called for adherence to the  universal principles of hygiene.

NIGERIA: Chime Swears in New Deputy Governor

 Exactly one week after Mr. Sunday Onyebuchi was impeached as the Deputy Governor of Enugu State by the state House of Assembly, a new one has been sworn in.

The new Deputy Governor, Rev. Raphael Ifeanyichukwu Nwoye, took his oath of office which was administered by the state Chief Judge, Justice Innocent Umezirike, at exactly 4.08p.m. yesterday.

The event, which took place at the Executive Council Chambers of the Government House, attracted top government functionaries in the state as well as traditional rulers from Nkanu East Local Government Area.
Nwoye was cleared last Thursday by the assembly.
Speaking at the brief ceremony, Governor Sullivan Chime  congratulated his new deputy and said with his advent, the machinery of government would continue to run smoothly.

The governor said: “Drawing the analogy of a broken down vehicle, we have just replaced a bad spark plug, the vehicle is repaired and journey will be smooth again.”

He said the new deputy governor was not new to him as both had served as Ccommissioners in the previous administration, adding that he was sure that Nwoye would bring his experience and background “not just as a Minister of God but as a fine gentleman,” to bear in the discharge of his duties.

On the circumstances that brought about the advent of his new deputy, Chime said: “What has happened, has happened and I believe it happened in the best interest of the state and not only government.”

He enjoined the deputy governor to serve with due diligence and cooperation with the government as well as the ruling party in the state People Democratic Party PDP.

In his response, the new deputy governor expressed gratitude to God and to Chime for the opportunity to serve in his new capacity.
He lauded the vision and good works of the governor and pledged his unalloyed support and commitment to ensure that Enugu people continued to enjoy the benefits of good governance being delivered by the Chime’s  administration.

The new deputy governor was serving as the Bishop in charge of the Ugwuaji Awkunanaw, Enugu District of the Christ Ascension Church.
His father, Professor O.N  Godwin, is the founder and head of the church.

Nwoye had earlier served in government as Commissioner for Environment and later, Caretaker Chairman of Nkanu East Local Council under Chime’s predecessor, Dr.  Chimaroke Nnamani.

He hails from the same community- Isiogbo Nara, Nkanu East Local Government Area, as his predecessor, Onyebuchi Nwoye is also the President General of the Isiogbo Nara town union.

Meanwhile, Onyebuchi has been redeployed into the state civil service as a Deputy Director on grade level 15.

The redeployment which came a week after he was removed from office for gross misconduct, takes immediate effect.

A statement from the Commissioner for Information, Chuks Ugwoke, noted that Onyebuchi’s redeployment was sequel to an earlier directive from the state government that all those who were initially appointed Permanent Secretaries without  first reaching grade level 15 be reverted.

“Note that he was appointed a permanent secretary in 2006 but all permanent secretaries appointed who had not reached Level 15 prior to their appointments were reverted to their former positions by this government. That affected him. That’s why he’s been redeployed,” the statement noted.

Onyebuchi could not be reached for his reacting on the latest development as his phone was switched off.

Ebola Virus: NLC Calls on Stakeholders to Cooperate with FG

 The Nigerian Labour Congress (NLC) has called on all stakeholders to support and cooperate with the federal government in its effort to curb the spread of the Ebola virus in the country.
The Vice-President of the congress, Mr. Issa Aremu, who made the call in Kaduna yesterday at a one-day sensitisation workshop organised by the National Union of Textile Garment and Tailoring Workers Union of Nigeria (NUTGTWN), also demanded that a posthumous honour be accorded the late Dr. Ameyo Stella Adadevoh who died recently following her infection with the disease as a result of her heroic spirited resistance against Patrick Sawyer’s attempt to escape restriction as an Ebola patient.

Aremu, who is also the President of NUTGTWN, commended the efforts and measures so far taken by the federal and all state governments in handling the situation.

He stressed the need for a continuous enlightenment among the populace as there is no vaccine, and no cure for the disease for now.
“Like AIDS, prevention remains the best strategy we must employ. Above all, we must make lifestyle choices which will help to combat the epidemic.

“This sensitisation is put together to address the 6Ws of Ebola Virus Disease (EVD), namely What is it, Who can contact it, Where it can be transmitted, How can it be contained, When can it be fatal and Which measure can be taken to prevent and manage the symptoms.

“Above all, there is the need for continuous enlightenment and sensitisation on the Ebola virus. This explains why we are holding this workshop to enlighten our members about the disease and ways to prevent it.

The labour leader however stated that as deadly as the Ebola virus disease is, “we should not forget that there are other diseases like malaria, polio and cholera which have cure but are still rampant in the country” pointing out that “as we battle with the Ebola virus disease, we should do more with other diseases with known treatment and prevention.”

He further commended the recent resolution of the crisis in the health sector that led to the calling off of strike action by doctors under Nigeria Medical Association( NMA), adding that the NLC was impressed that the government had withdrew the earlier sack order of the doctors.

According to him, the numerous health challenges particularly, the threat posed by the Ebola virus cannot be tackled if crisis continues to persist in the health sector.

He urged the government to provide health workers with the necessary tools, including insurance covers to deal with the latest menace of Ebola.

FG, OPS Draft Guidelines on Implementation of Industrialisation Policy

 The Federal Ministry of Industry, Trade and Investment yesterday announced that it was working with leaders and members of the Organised Private Sector (OPS) towards the harmonisation of challenges, concerns and interests to develop a blueprint document expected to guide the federal government in the implementation of the Nigeria Industrial Revolution Plan (NIRP) which is designed to effectively reposition the nation’s industrial sector.

Minister of Industry, Trade and Investment, Mr. Olusegun Aganga, who made the statement at a meeting with private sector leaders in Lagos stressed that the blueprint that would emerge from the consultation with OPS leaders would be submitted to President Goodluck Jonathan to guide the implementation of the NIRP as it attempts to address the issues facing manufacturing in the country.

Aganga, at the meeting tagged: ‘Presidential Advisory Council on Industrialisation’, with major industrialists from various sectors in attendance, is expected to submit a proposal to the presidency on the most efficient way forward for the manufacturing industry.

  “We have had a lot of meetings on this issue and industrialists have all made submissions about the issues affecting the industry. We have a 45-point paper to discuss and after our meeting, the council will be meeting with the president to advise him on the way forward to address issues affecting the sector.

“This is a standing council and they are advisers to the president on industrialisation. They represent different sectors in the industry. We have MAN, the Nigerian Association of Chambers of Commerce and Industry Mines and Agriculture (NACCIMA) and the Lagos Chamber of Commerce and Industry (LCCI) here represented,” he said.
Also speaking at the meeting, the Adviser to the President on Industry and Manufacturing, Chief Oba Otudeko, said the sector was still plagued by myriad of challenges and stated that as practitioners who have continued to invest in the productive sectors, they will continue to work with the government to promote a concrete Private Public Partnership (PPP) initiative.

“This is the anchor of the NIRP in championing the economic development that this administration has continued to promote,” he said.

The President of Dangote Group, Aliko Dangote, who also spoke, commended the partnership, saying an initiative such as the presidential advisory council on industrialisation has never happened before, maintaining that businesses have been enhancing their investment in the country on account of this transparent relationship with government.

According to him, there is an urgent need to address issues affecting the industry, stating that manufacturers are kicking against waivers that have been given to various companies indiscriminately.

“We do not mind waivers that are sector specific but not individuals who will go out at night to get selfish waivers to destroy sectors of the economy.

“This is a great partnership between the private sector and the government because it has never happened before. Life is so easy for us and this is why we keep investing and hoping for other investors to come in and invest,” he said.

Dangote said: “Before now, you dare not go in front of a minister to condemn the issuance of waivers and policy somersault, but now, the minister himself is saying he is against policy somersault and is looking for ways to address issues bothering on policies.”

Aganga however decried the impact of the Ebola virus scourge on businesses and commended the federal government’s effort in trying to contain and control the virus.

“We looked at the implication of Ebola virus on businesses and what the private sector can do to support the government. The federal government has been commended for successfully containing and controlling the virus. So far, the cases we have are all linked to the index case who came from Liberia. So, it is not a general outbreak, “he said.

Earlier, Otudeko added that the industry had not been left out on the effect of the virus pointing out that it had its own fair share of impact on many businesses.

“As a group, we feel we should show our concern not only to support government but also to find a way to intervene and work with the government to lessen the burden and impact of the  Ebola virus. Clearly, the business level has been suffering and visits to Nigeria have also been affected,” he added.

Wigwe: New National e-ID to Aid Economic Prosperity, Security

 The Group Managing Director/Chief Executive, Access Bank Plc, Mr. Herbert Wigwe, said the newly-introduced National Electronic Identity Card (e-ID) will not only immediately remove trust barriers which characterised business dealings between Nigerians and  the outside world but also promote cross-border trade and economic prosperity of Nigerians.

He said the new identity/payment card will further usher Nigerians to first class payment solutions hinged on electronic transactions as a result of improved identity management in the country.

Speaking with journalists in Abuja on the newly-launched National e-ID Card by the National Identity Management Commission (NIMC) in collaboration with Access Bank, he said the innovation would greatly facilitate financial inclusion.

He said the launch of the card meant “quite a lot not just for access bank but for the entire banking industry. The national identity card scheme solves a lot of problems. First, it helps in what banks call know your customer (KYC) which basically identifies your customer.

“But it is more important than all of that; it helps reduce the negative biases people have about Nigerians just because there was no identity card and so anybody from anywhere can claim to be a Nigerian.”

According to the Access Bank boss: “Because there are unique identification features that are done biometrically, it would also reduce the security challenges we have as a country because you can now truly identify everybody and have everyone’s details and where they come from in the country.”

He said importantly, apart from being an identity card, it also serves as a payment card which supports an electronic card mechanism. He also allayed fears that the new national ID may likely render banks’ debit cards redundant.”

According to him: “ATM cards would always exist because you need a card to take money from the ATM as well. But what it (e-ID) does is that it cuts across the entire spectrum of the population to poor people who can now take their money on their cards.”

Wigwe said: “We are excited by the challenge of maintaining our leadership status as the most innovative bank in Nigeria and are encouraged to champion initiatives that support financial inclusion as well as propel our great nation to greater heights. And so for us, it is yet another step to show our own contribution to nation building.”

He added that the card would boost banking inclusion as it covers every Nigerian from birth to death irrespective of where they come from and where they live.

Further emphasising the benefits of the e-ID, he said: “We are coming from a situation where there is no proper identity- you have fake drivers’ licenses, you had nothing. Now when all of these (biometric data from various sources) coalesce, it then means that truly you can find a single version of truth of what is your identity.”

He said: “Because it is biometric in nature, if your name is Herbert Wigwe, you cannot change that name because my thumb print and everything is on it. So if there’s fraud, you can trace who the person is and where he is. He cannot hide because his payment details are all there.”

Minister Promises to Support Body Enhancement Foundation

 The Minister of Women Affairs and Social Development, Hajiya Zainab Maina, pledged the full support of the ministry and all state Ministries of Women Affairs to  the Body Enhancement Foundation.

Maina, who disclosed this when she received the foundation’s team led by its founder, Modupe Ozolua, saids he had set up a committee, which comprises four major sectors within the ministry.

She equally promised to collaborate with the foundation on all its humanitarian activities.

The sectors which the minister set up to work with the foundation are rehabilitation, welfare, women and child affairs.

Body Enhancement Foundation also expressed appreciation to the minister, the Permanent Secretary and Directors for their exceptionally warm reception and commitment to helping the underprivileged.

Ebola: NOA Takes Sensitisation Campaign to Imo as Quarantine Centre is Established

 In an effort to contain the spread of the dreaded Ebola Virus Disease (EVD), the federal government through its agency, the National Orientation Agency (NOA), weekend, began what it called a National Sensitisation Campaign on the virus and its consequences on humans with its first shot in Akokwa, Ideato North Local Council of Imo State, where sensitisation campaign for Imo State was held.

Director General of the agency, who is also the National Coordinator of Information Centre, Mike Omeri, accompanied by the Imo State Director of the agency, Mr. Vitus Ekeocha, a Deputy Director, Department of the Security Service (DSS), Mr. Steve Ajede, the Special Adviser to Governor Rochas Okorocha  on Security Matters, Okey Okorocha, a guest lecturer, Public Health and lecturer at the Federal University, Owerri, Prof. Iyke Dozie, among other officials of NOA, the event was held with several Imo citizens in the rural areas attending.

The state government also disclosed that it has set aside a quarantine centre in case of a possible case or cases of the EVD in the state. The state Commissioner for Health, Dr. Edward Ihejirika, who spoke with journalists in Owerri, said the centre was located in a serene environment in the outskirts of Owerri, urging people not to panic.

Omeri, addressing his audience reiterated the commitment of the federal government to contain the imported disease by the index case, an American-Liberian and staff of the Economic Community of West African States (ECOWAS), the late Patrick Sawyer.

He appealed to the people to adhere strictly on personal hygiene, adding that President Goodluck Jonathan was worried about the health of Nigerians, leading to the injection of more funds and health measures to ensure there was no single case anymore in the country.

The NOA DG urged Nigerians to wash their hands regularly, apply sanitisers, report suspected cases through the dedicated lines, while doctors and health workers should take serious international protocol and measures in treatment of identified cases, adding that there was need for people to guard against malaria, cholera among others.

Speaking on the part of security measures, Ajege stated the preparedness of the federal government to secure all lives in the country.

Prof. Dozie in his lecture, stressed the causes, symptoms and measures to adopt in fighting the spread of the EVD, urging all stakeholders to comply.

Okey Okorocha, speaking for the state government, noted the measures put in place by the Imo State government since the first case was recorded in the country, urging that stringent applications would be maintained in the fight.

Okorocha said the NOA in the state, just as it has always done, would consistently sensitise the people of the state on the EVD. Sanitisers and health tools were distributed at the campaign.

PDP Asks Dabin to Stop Parading Himself as Party Chairman in Plateau

 The suspended Chairman of the Peoples Democratic Party (PDP) in Plateau State, Dr. Haruna Dabin, has been urged to stop parading himself as the state chairman of the party as that was capable of causing confusion among members and the general public.

This was contained in a letter from the National Secretariat of the party to the embattled former Chairman in response to a letter he wrote to the leadership of the party in Abuja seeking to reclaim his position.

Dabin was said to have written a letter to the leadership of the party on August 20, in which he addressed himself as the authentic Chairman of the party in the state.

Dabin’s letter titled ‘Clarification of Constitutional Powers’ received a daunting response from the party’s national leadership urging him to stop laying claim to his former position.

In the response to Dabin’s letter, which was  signed by the PDP National Secretary, Professor Wale Oladipo, the party hierarchy  said it was wrong for Dabin to continue to parade himself as the state chairman of the party, when he had formally resigned his position, adding that such could cause confusion in the party.

The embattled Dabin was suspended in June by the State Executive Committee (SEC) of the party over allegations of gross misconduct, including financial misappropriation and refusal to convene meeting. His deputy, Mr. Raymond Dabo, was asked to take over as acting chairman.

A seven-man disciplinary committee was immediately set up to investigate the alleged offences, and he was found guilty. But Dabin, who had declared interest in the governorship of the state in 2015 election, rejected his suspension and indictment by the report of the committee in the state, but went ahead to tender a letter of resignation at the National Secretariat. He yet continued to parade himself as the chairman.

But the National Secretariat in its letter to Dabin dated August 25, 2014 urged him to stop confusing the party in the state.

The letter reads in part: “Recall that in a bid to amicably resolve all issues, you resigned your position as Plateau State Chairman of the party with effect from Monday 14th July, 2014. Consequently, the claim in the second paragraph of your recent letter: ‘Clarification of Constitutional Powers’ that you remain the state chairman of the party in Plateau State, and your signing the letter as such is wrong.

“While requesting that you be strictly guided by the foregoing, we trust that the matter concerning the chairmanship of the party in Plateau State has been finally put to rest.”

Atiku Abubakar To Declare Presidential Ambition September 24

Barring any last minute change of mind, former Vice President Atiku Abubakar will on September 24, 2014 formally declare his intention to contest the 2015 presidential election on the platform of the All Progressives Congress, APC, Premium Times reports.
When he finally declares his intention, it would be the fourth time the former vice president has shown interest in the nation’s highest office. The presidential election holds February 14, 2015.

Late Dr Enemuo’s sister who fled to Abia found & quarantined , elderly woman tests positive to Ebola

An elderly woman who was in the same hospital room with Late Dr Enemuo who treated ECOWAS diplomat,Olu-Ibukun Koye ,has tested positive to Ebola.She is one of the three persons quarantined in Oduoha, Emohua Local Government Area of Rivers State.She contracted the virus in Good Heart Hospital, the health facility where Iyke Enemuo,died last week
The two others – a doctor and a pharmacist who are members of staff of Sam Steel Clinic,founded by late Enemou,tested negative.

The Commissioner of health also said,the sister of Late Enemou who ran to Abia state has been found .He said….

 
She had earlier run to Abia State apparently because of fear of being stigmatised.We were able to trace her with the help of my counterpart   in Abia State. She developed feverish symptoms and she had been admitted at the isolation unit  for observation and treatment. She is among the 50 high risk contacts on our list. We decided to take her to the isolation unit to make assurance surer.We are currently running a test on her and the result will be out by Tuesday(today) or thereabout. We chose to isolate her because we don’t want to go through the same experience we had with   Olu-Ibukun.”
 I told you yesterday(Sunday) that we had three patients, and out of the three, the result came out; two of them were negative while one was positive. The two negative ones have left the centre.We discharged them but we will repeat the tests because they are still within the 21 days circle of the virus. We pray that they remain negative.The one who is positive is an elderly woman that was in the same hospital with the late Dr. Enemuo. In fact, they were in the same room. She is there ( the quarantine centre) now.”
 “We have decided that within this week, Dr. Enemuo and other high risk corpses in the UPTH mortuary would be buried, according to the World Health Organisation protocols.
“That means that the corpses will not leave Port Harcourt . They will be buried under the supervision of the EOC, Ministry of Health officials, and officials of WHO so that we don’t expose the relatives to danger.We will take care of all the safety protocols ourselves. The families will be there but we will not allow them touch the corpses.
“The families can hold their parties if they choose to, but they will not be allowed to come close to the bodies. We will take maximum precaution to combat the spread of the virus.”
