The federal government has set up an implementation committee for the adoption of a National Basic Registry and Information System (BRISIN) for the country.
The move was part of its multi-pronged approach towards lasting solution to the heightened state of insecurity in the country.
It is to help overcome the challenge posed by poor citizens data, which has compounded the ongoing counter-terrorism and counter-insurgency efforts in some parts of the country.
The Statistician General of the Federation, Dr Yemi Kale, while speaking yesterday at the maiden meeting of BRISIN implementation and technical committee members in Abuja, said that the federal government was determined to curb all the excesses regarding the poor or inadequate citizens data in order to hold everyone accountable for their actions.
Chaired by the National Bureau of Statistics (NBS), Kale explained that the BRISIN policy which is an Information and Communication Technology (ICT)-driven data banking system, when operational, would store every detail on citizens, immigrants, businesses among other profiles, to enable government have easy access to corporate and citizens’ data upon demand.
He noted: “The present administration in seeking to adopt best practices in data banking, wants a vibrant inter-agency collaboration to source and document all data from the ward, local government and state up to the federal government level regarding all citizens and corporate entities.”
According to the Statistician general who was represented by the Deputy Director, Real Sector and Household Statistics of the NBS, Mr. Isiaka Olarewaju, “The federal government is determined to establish the in-depth data policy under a Public Private Partnership (PPP) arrangement with relevant agencies and ministries such as the NBS, the Office of the National Security Adviser (ONSA), Federal Ministry of Finance, Ministry of Interior, the Federal Capital Territory (FCT), Ministry of Defence.
“Other collaborating agencies include, the Federal Ministry of Health, Ministry of Education, Federal Inland Revenue Service (FIRS), Dermo Inflex Limited and the National Planning Commission (NPC).”
Also speaking, the Managing Director of the technical partner, Dermo Inflex, Dr. Anthony Uwa, explained that the essence of BRISIN is to position Nigeria to have adequate data on her human and natural resources, and to be able to use same to guarantee safety, well-being of all citizens, as well as equitable distribution of her diverse resources.
Uwa explained that the scheme when operational in the next few months, would harness all information regarding all citizens from the ward level to the state and federal level through ICT.
He added that the system would help government to improve the current Gross Domestic Product (GDP) by tracking basic information that relate to taxable commercial activities in the remote parts of the country and at the state and federal levels.
BRISIN policy is expected to be inaugurated next month with FCT as the pilot state to be followed by 12 other states, two in each of the six geo-political zones.
