Terrorism: Air Force Chief Calls for Greater Emphasis on Research and Development

The Chief of Air Staff (CAS), Air Marshal Adesola Amosu, has in response to the emerging security challenges called for special emphasis on research and development to enhance operational effectiveness of the Nigeria Air Force (NAF), particularly in the ongoing counter-terrorism and counter-insurgency operations.
 
Amosun who was represented by James Gbum, an Air Vice Marshal, stated this yesterday in Abuja while declaring open a three-day training on Intellectual Property Rights Management in the NAF.
 
He said because of the contemporary security challenges, it has become imperative to pay a greater attention to research and development, so as to take NAF to the next level in terms of enhanced capabilities for operational effectiveness. The air force chief said the essence of the workshop was to bring the Air Force in line with world best practices in terms of research and development, and to protect its innovation according to international laws.
 
According to him, research and development was one of the means by which organisations could experience future growth by developing new processes to enhance the effectiveness of their operations, stressing that globally, it has proved over time to be a catalyst and major instrument for technological breakthrough as well as economic and industrial growth of nations.
 
He noted that the 18th Century Industrial Revolution in Europe and the 21st century breakthrough in China, South Korea, South Africa, India, Pakistan and Brazil were all driven by research and development.
 
Amosun said: “Therefore, to move Nigerian Air Force to the next level in terms of operational effectiveness, we must pay greater attention to research and development. It must be understood that even when results do not meet our particular expectations, the value or importance of the research effort is not diminished.” The CAS disclosed further that some of the recent research and development achievements of the NAF include “the production of the Mi-35p Helicopter Hydraulic Accumulator Diaphram, Inverter Test Benches for the Alpha jet and Dornier 228 aircraft, as well as Portable Ground Power units for the Dornier 228.”
 
He revealed that,”if no concrete measures are taken by way of patents, to protect against intellectual mischief makers, these products could be pirated. Thus, it has become expedient for the NAF to protect the intellectual ingenuity of its brilliant minds.”
 
He stated that it was against this backdrop that the Intellectual Property
Rights Training Programme were conceived, and that the signing of Memorandum of Understanding (MoU) with the National Office for Technology Acquisition and Promotions (NOTAP) in June 2013 as the facilitators of the training was done.
 
Earlier, the Chief of Policy and Plans, Air Vice Marshal Abdullahi Sheu, said in recent times the NAF had recorded successes in research activities conducted by research cells at various NAF units.
 
Shehu added that, “the laudable efforts resulted in the development of innovative products that have greatly increased our hope and penchant for self reliance and indeed operational effectiveness. Some of these milestone achievements would be of immense economic value to the NAF and indeed the country at large.”
 
Meanwhile, the Deputy Director, NOTAP, Mr. Joseph Nwosa, said  the collaboration was critical at this point because NAF had a lot of innovations that could save the Nigerian economy a lot of money.
 
He stressed that by the end of the training, with all the relevant agencies of knowledge management in Nigeria, including the copyright, Patent and Trademark, with NOTAP championing the course the NAF would have enhanced its capacity to preserve ints intentions.
