Barrack Renovation: FG Threatens to Axe Non-performing Contractors

The federal government has threatened to terminate the contracts of contractors who  failed to execute the projects awarded to them on the rehabilitation of military barracks or abandoned the site of the projects completely.
 
The Chairman, Presidential Committee on Barracks Rehabilitation, Mrs. Binta  Mu'azu, issued the warning yesterday during the two-day monitoring and inspection of projects implementation in Kaduna and Minna in Kaduna and Niger States respectively.
 
According to Mu'azu, the rehabilitation of military barracks is being embarked upon to improve the welfare of the armed forces and to conform with the agenda of the present administration to restore them back to their functional state.
 
Commenting on the execution level of the projects which she confirmed had reached 95 per cent completion, she said the work would only be accepted when it is satisfactorily completed to the acceptance of the end user which is the armed forces and the committee.
 
The chairperson further warned that the committee would not hesitate to issue query to any contractor found wanting and who could also get his contract terminated.
 
"We have our ways; we issue queries and if it is not adhered to, we will go on with the second warning which could be termination of contract because we cannot allow the occupant to live outside, mostly as the rainy season is approaching
 
"From what you have seen generally, you can see how bad the buildings are; some of them were even burnt down, dilapidated and abandoned. So in order to salvage the situation, we came in as instructed to restore them back to the functional state for use and that is what we are doing.
 
"You can see generally they have tried but we needed them to do a little bit more on the finishing. You can also see the improvement on the Corporal and Below Quarters (CBQ)".
 
"We used to have wooden roof but now we have steel. We have long span aluminium sheet not asbestos; we have the PVC ceilings as against the same asbestos ceilings, and we also have tiles on the walls, aluminium windows and burglary proof," Muazu noted.
 
Meanwhile, she said the contractors would be given a few days to effect minor changes before accepting them and take over the property upon completion, noting that: "The Demo Battalion in Jaji cost about N300 million.”
 
Meanwhile, a break down showed that eight (CBQ) one-bedroom flats each have been completed, while Married Officers Quarters (MOQ) which include three MOQ Type A- 3 bedrooms, six MOQ-3 bedrooms Type B and five Senior Non-commission Officer (SNCO) Quarters-2 bedroom are at various stages of completion.
 
While at NAF base in Kaduna, “we have 10 of five bedroom bungalows, six of three bedrooms (Happy Valley), seven of three bedrooms affordable and one of six rooms with boys’ quarters and garage are also nearing completion.
 
However, a total of 34 number projects have been completed while pressure has been mounted on others to be completed too.
 
Speaking on behalf of Commandant, Army Infantry Jaji, Major. Gen. Muhammed Abubarkar, the Chief of Staff, Jaji Military Cantonment,  Brig. Gen. Olusegun Soleye, said 406 officers who are supposed to be living in the barracks are currently living in a rented apartment, stressing that 35 MOQ and 74 CBQ are currently dilapidated.
 
Commenting on the ongoing projects, Abubakar said the contractors had not done too badly due to some problems that were identified, which he attributed to inadequate supervision, coordination or problem from the contractors.
