UKRAINE: How should the West help us- the EU, NATO, USA, Canada?

UkraineI am often asked – how should the West help us: the EU, NATO , USA, Canada? If I represented Ukraine in the negotiations and could influence the process, I would say this:

If you want to help us – do not interfere with their money – invest in our own intelligence/ability. If the IMF and the World Bank really want to conduct economic reforms in Ukraine, they will not give us any "Stabilization" loans. Lending money from a rich country – hence encourages corruption and mismanagement. This means instead of bringing order it encourages cutting and theft.

This means giving power to solve budget problems not working with citizens and businesses, but instead by communicating with foreign diplomats. Reforms in Ukraine can only be done now – code: Western financial agencies have closed access to credit from commercial banks when you cannot take a dime anywhere abroad. The truth is that for 23 years all rulers instead of development of the country [Ukraine] and the wise use of its resources, had taken loans on the security of these resources, and ruthlessly/cynically exploited.

Dear Western leaders! We in Ukraine did not want your money. We need standards of the EU, we need your competent experts, we need your training program, we need your military- technical assistance, we need your help in organization of e-government and e-documents, we need help to return to Ukraine our stolen money corruption of billions, we need to build on your standards a modern army, the law enforcement system and the state apparatus, we need a data exchange to import and export goods to our fiscal authorities.

Giving money to Ukraine you buy the loyalty of the elites, but that you and weaken society's ability to control these elites. Help us – and not buy us off. Give us a chance."
