Why Congestion Persists in Nigerian Ports

A Lagos-based licensed customs agent, Mr. Lucky Amiwero, has given reasons why congestion persists in Nigerian ports.
 
Amiwero, who has served in several government committees, bemoaned what he called “the high storage/rent charges” necessitated by the unethical practice of extension of examination and scanning by terminal Operators.
 
His position is coming on the heels of the mounting congestion in the nation’s seaports, especially the ones situated in Lagos.
 
Port users, especially importers and freight forwarders, have not failed to use every forum to draw the attention of the federal government to the poor services of the terminal operators despite their arbitrary charges.
 
In a position paper addressed to President Goodluck Jonathan, Amiwero, who is also the Managing Director and chief executive officer (CEO) of Eyis Resources Limited, expressed dismay over the delay associated with examination and delivery in the nation’s seaports.
 
He maintained that it was unethical, the practice of terminal operators to extend days of containers positioning.
 
According to the position paper, which was copied to the Coordinating Minister of the Economy and Minister of Finance, the Secretary to the Government of the Federation, as well as the Minister of Transport, Amiwero decried the high list of containers listed as overtime cargo due to cumbersome and lengthy procedure by most agencies.
 
He flayed the treatment, application of trade policy implication, which is misapplied fiscal procedure by agencies, which result to overtime container for auction.
 
The licensed customs agent also flayed the access to port facilities for loading and offloading of empty container, even as he pointed out the non-creation of holding bay for trucks and empty containers.
 
Amiwero said there was need to have performance indicator in terms of their contract as it relates to equipment, labour, infrastructure provision in line with the concession contract; the most agencies responsible for procedural delays; economic indices for increase or reduction of tariff; high cost of demurrage on container by shipping container and charges; as well as the activities of shipping companies   activities and charges.
 
He called on President Jonathan to use his office to correct the anomalies in the operation of the nation’s seaports for the benefit of Nigeria and Nigerians.
