‘NNPC has imported enough fuel to solve problem,’ Ifeanyi Ubah says

The Managing Director of Capital Oil and Gas, Dr Ifeanyi Ubah has urged Nigerians to stop hoarding fuel.

Ubah also said that the Nigerian National Petroleum Corporation (NNPC) had imported enough petrol to end the ongoing fuel scarcity.

The businessman made the disclosure on Tuesday, April 5, 2016, via a post on Facebook.

It reads:

“This is to inform our valued customers and the general public that NNPC has brought enough fuel cargoes into the country.”

“Consequently, Capital Oil has commenced massive 24hours loading in a bid to meet NNPC’s target of eliminating fuel queues nationwide within the next few days.”

“We also wish to discourage Nigerians from panic buying & hoarding while calling on everyone to stop patronizing the activities of black marketers.”

Ubah had also played an important role in ending the worst fuel scarcity in Nigerian history which occurred in May 2015.

The businessman effectively solved the fuel shortage by offering to supply 13 million litres of the product to depots around the country despite a standoff between oil marketers and the Federal Government over unpaid subsidy debts.

NASS sends 2016 budget details to President

The National Assembly has forwarded details of the 2016 budget to President Muhammadu Buhari.

In a joint statement on  Wednesday, April 6, by the chairmen of the appropriation committees of the senate and the federal house of representatives, Danjuma Goje and Abdulmumin Jibrin respectively, the details was submitted to NASS clerk for transmission to the presidency.

They expressed their gratitude to Nigerians for their patience and understanding.

The statement said: “Being the most important economic policy tool of government, the budget provides a comprehensive statement of our priorities as a nation; and as representatives of the people, the National Assembly remains the appropriate place to ensure that the details of such a document best match our national goals and aspirations,” read the statement.

“Therefore, what we have been doing in these past few weeks is to balance the projections for revenue against the estimates for expenditure based on the reality of our situation today.

“Unfortunately, that task has been made very difficult by the sloppy manner in which the 2016 Appropriation Bill was prepared by the executive such that many of the officials who came before our various committees practically disowned the inputs from their own departments and ministries.

“In most instances, and across several agencies, the bill that was initially presented to us failed in many respects to connect with the policy thrust of the government and the needs of our people. That is aside the fact that most of the figures simply did not just add up. It was one of the most controversial budgets that ever came to the National Assembly from the Executive.

“Fortunately, President Muhammadu Buhari, who we must commend for showing leadership, intervened and that helped in resolving what had become a serious logjam.

“Some officials in the executive branch have also been removed from their duty posts because of these glaring lapses. That happened because the president took direct responsibility and got involved in the process, not only to ensure synergy between the executive and the legislature but also so that we could both arrive at a budget that is implementable for the good of all Nigerians.

“However, it is important to stress that this is the first time we would have a transition from the ruling political party to the opposition, so some of these problems are understandable. We therefore believe that the executive will learn from the mistakes of this year, going forward.

“But we must also commend the leadership of the National Assembly as well as members of our own committees who have had to endure sleepless nights, especially in recent weeks. To the extent that the budget drafting phase is a long process, the committee stage provides the most significant opportunity for members of the public, including the media and civil society organizations to make their own contributions and we have taken into account all shades of opinions in arriving at the breakdown, which is now with the executive.

“Now that the 2016 budget has been passed, our next role is to add value to the process through legislative oversight functions that enable us to ensure adherence to priorities while monitoring effective allocation of resources. But there is a lesson that should not be lost on the executive given the current experience.

“We specifically urge the president to abide strictly with provisions of the Fiscal Responsibility Act which stipulates that the appropriation bill be presented early so that there could be sufficient time for interactive sessions between the executive and the legislature before the commencement of committee hearings.

“That way, we can avoid some of the controversies that dogged this year’s budget and add value to the entire process.”

Buhari had insisted that he had to see details of the budget before appending his signature.

Court bars EFCC from prosecuting GEJ’s ex-aide, Kingsley Kuku

The Federal High Court, sitting in Lagos has barred the Economic and  Financial Crimes Commission (EFCC) from arresting, probing or prosecuting former Special Adviser to former President Goodluck Jonathan on Niger Delta Affairs, Kingsley Kuku.

Justice Okon Abang gave the restraining order on Tuesday, April 5, 2016, saying Kuku should be left alone pending the determination of his appeal on an earlier ruling of the court.

Pulse recalls that while ruling on a fundamental right enforcement suit, filed by kuku against the EFCC on February 17, Justice Abang had held that the commission can arrest, probe and prosecute Kuku over alleged financial impropriety during his tenure.

In reaction to the ruling, Kuku approached the Court of Appeal in Lagos to  nullify the verdict.

He also filed a motion for stay of execution of the ruling before the high court, dated February 23, supported with 11 paragraphs affidavit, deposed to by one Chinedu Obata before the court.

Justice Abang, who is currently sitting in Abuja Division of the Court, came to Lagos on the permission of the Chief Judge on Tuesday to deliver ruling on the application. The development which is unusual.

“Time can not run against the State in arresting or prosecuting the applicant if truly, is culpable of the alleged offence. The respondents have nothing to lose if status quo is maintained. So, therefore all action concerning arrest, detention and prosecution of the applicant should hold on for now, till final determination of the appeal on the matter”, he ruled.

Kuku had sued the Attorney-General of the Federation, EFCC, the Independent Corrupt Practices Commission (ICPC), the Inspector-General of Police (IGP), the DSS and the Nigeria Immigration Service, alleging of “plots by the respondents to concoct, fabricate or falsify evidence in order to provide a basis for his arrest, detention, persecution and/or prosecution for political reasons”.

Civil Defence officer shot dead 18-year-old boy over fuel

A female official of the Nigeria Security and Civil Defence Corps (NSCDC) on Wednesday, April 6, shot dead an 18-year-old boy believed to be a fuel hawker at Festac town, Lagos State.

It was gathered the boy had bought fuel in Jerry cans at the AP Filling Station 21, Road, Festac and was heading home when a team of civil defence officers trailed and arrested him.

According to eyewitnesses, the boy prostrated on the road, begging the officers and explaining that he was not a fuel hawker, but the the team Commander, whom report said thought the boy was resisting arrest ordered a female officer to shoot the “Bastard” – which she did.

Report said the officers took off in their patrol van immediately after the shooting, leaving the boy in the pool of his own blood.

According to Guardian, Officers of the enhanced military patrol tagged ‘OP Mesa’ and the Nigeria Police led by the FESTAC Police Station Divisional Police Officer (DPO), Monday Agbonika arrived shortly after the incident to curtail the angry mob.

The infuriated sympathisers were said to have attempted to set the filling station and some petrol tankers ablaze but were prevented by the security operatives.

“Why should they kill the boy? I think, the Civil Defence corps doesn’t know when to use firearms. They don’t even have regulation on firearms usage,” an unidentified senior police was quoted to have said.

The incident was confirmed by the Lagos State police command spokesman, Dolapo Badmos, who disclosed that apart from the deceased three other persons were severely injured.
