NATO to consider options to reassure Eastern European members

WASHINGTON — NATO’s supreme allied commander will present options to the North Atlantic Council on April 15 on how the alliance will reassure eastern European members that NATO is committed to defending them, including military exercises, an alliance spokesman said.

“He’s looking at a wide range of options and has continued to emphasize that NATO nations should look at how its forces are currently configured in light of the current situation,” Army Col. Martin Downie wrote in an email Wednesday, referring to Air Force Gen. Philip Breedlove, who is also commander of U.S. European Command (EUCOM).

Any decision about increasing the number of U.S. troops in Europe would be made by the Defense Department and National Security Council, said U.S. European Command spokesman Navy Capt. Gregory Hicks.

“If we would require additional forces to support them, then we [EUCOM] would have to look at how we do that and request appropriately via the Joint Staff,” Hicks wrote in an email Wednesday.

Recently, Defense Secretary Chuck Hagel told Bloomberg that the Army could add a brigade combat team to Europe to supplement the two brigades there.

Since February, Russia has annexed the Crimea region of Ukraine and has amassed troops on its border with Ukraine, raising fears that it might seek to incorporate other parts of the country. Dov Zakheim, a senior fellow with the Center for Strategic & International Studies, recently suggested that the U.S. should move ground forces into Poland and other NATO members near Russia, the Christian Science Monitor reported on Tuesday.

When asked whether such a move would be a good idea, former National Security Adviser Zbigniew Brzezinski said he supports stationing U.S. ground troops in Poland and the Baltics.

“I think it’s simply common sense to have a politically significant, even if not large scale US military presence in the countries you mention,” Brzezinski wrote in an email Wednesday. “A tripwire has the same effect as a fence; it makes for more stable neighborly relations.”

His son Ian, who served as deputy assistant defense secretary for Europe and NATO policy, said moving troops to Poland and other NATO nations would protect them from Russian aggression, but added that such a move would do nothing to stop Russia from taking further moves against Ukraine and Moldova.

NATO’s response so far of sending a ship to the Black Sea, 175 Marines to Romania and aircraft to Poland and the Baltics has has been symbolic, the younger Brzezinski wrote in an email Wednesday.

“At the same time it has refused Ukraine’s requests for military equipment to help defend itself against further Russian aggression and President Obama has asserted publicly that he will not allow a U.S. ‘military excursion’ into Ukraine against Russia, a sentiment that has been reiterated by other allied leaders,” he wrote. “As a result, NATO, under US leadership, has drawn a red line in Europe along NATO’s eastern frontier, a red line that has left Ukraine militarily isolated, fending for itself — a de facto military carte blanche for further Russian military action against Ukraine if not also Moldova.”

In addition to reassuring NATO’s eastern European members, the U.S. government should impose tighter sanctions on Russia to deter it from moving farther into Ukraine, said Barry Pavel, vice president and director of the Brent Scowcroft Center on International Security at the Atlantic Council.

Russian President Vladimir Putin understands that an attack on a NATO member would be considered an attack on the vital interests of the United States, Pavel said Wednesday.

“Even Putin, who doesn’t exactly have a functional decision-making process, knows there’s a big difference between attacking a NATO member and attacking a non-NATO member,” he said.

Still, U.S. military exercises in Eastern Europe could help to underpin diplomatic efforts to curb Russian ambitions in Ukraine, Pavel said.

“Currently, there are some people calling for re-thinking NATO’s commitment not to station substantial combat forces in some of the new members’ territory, and I think that discussion alone has caused some significant debate and rhetoric by senior Russian leaders who are very concerned about that — and I think that’s a good thing,” he said. “They should be concerned about that.”

German City Creates 6 Official Urban Naked Zones Where People Go Around Naked (PHOTOS NUDITY)

Is it OK to walk around naked in the middle of a major city? The idea of seriously debating this question might seem bizarre, but that’s just what the city of Munich has been doing for much of this year. Statewide laws controlling nude sunbathing in Bavaria expired last autumn, and Germany’s third largest city has had to decide for itself whether or not to allow sun-seekers to strip off in public.

The answer they came up with is a qualified yes. People in Munich are now officially welcome to go naked provided they restrict themselves to six designated areas across the city. While these areas’ locations in parkland gives them a degree of seclusion, none of them are fenced off or hidden away. One spot is barely ten minutes from Munich’s main square, located along a stream to which tourists flock.

In officially allowing nude sunbathing in these six places, Munich is in many ways only acknowledging a practice that has gone on for years. It’s long been common to see people hanging out in the buff in the city’s beautiful Englischer Garten and in spots along the meandering, island-filled Isar River. Indeed, the practice is common across Germany, where the first naturist beach was set up back in 1920. In the former East Germany, the activity is more popular still, possibly because the longtime absence of strong religious influence there made people less anxious about it.

Plenty of Germans are tanning obsessives, but it’s all about far more than avoiding tan lines. Public saunas, a standard part of many people’s weekly routine in the country, are generally naked-only and mixed sex (though single sex days happen once or twice a week). Indeed, you can actually be asked to take your bathing suit off if you turn up with one. This is – I think – in case the sweat it collects ends up on the sauna’s wooden benches, or to assure you don’t make other people feel uncomfortable in their nakedness.

Given that so many Western countries have taboos around public nudity, how does Germany manage this insouciance? It would be going too far to claim that Germans accept no link between sexuality and the naked body – German pornography is not noticeably full of people in floor length gowns and chunky turtlenecks. What Germany does have, nonetheless, is a strong cultural tradition that seeks to escape artifice and the pressures of city life to return to something supposedly more natural. Seen in this light, stripping off in public is the voluntary removal of a heavy mask, a return to unvarnished honesty rather than some titter-worthy peek-a-boo. Places where this is allowed to happen are spaces of truce, where there is a generally observed agreement that people will spare each other physical scrutiny and appraisal.

Thus even a place with a fairly buttoned-up reputation like Munich sees allowing naked sunbathing as a public good. It’s a reminder that, even in the midst of a big city, nature and peace are still there to be enjoyed in what many like to consider, accurately or not, a natural state. As my time working in Munich as a tour guide taught me, however, there’s always an occasional tourist who chooses to butt into this municipally approved summer idyll with a roving zoom lens.

Plateau State: The suspect reportedly admitted to the crime and disclosed his HIV status.

A 70-year-old man, Thursday, allegedly raped a 13-year-old girl in Barkinladi Local Government Area of Plateau State.

The Plateau State Commissioner of Police, Chris Olakpe, confirmed this on Saturday to journalists in Jos, the state capital.

Mr. Olakpe said the suspect, who is HIV positive, was arrested, following a tip off by neighbours; and brought to the state headquarters of the command.

“A son of the landlord of the suspect, suspected the act of the 70-year-old man, and alerted the neighborhood,” the police chief said, saying that led to the suspect’s arrest.

The suspect reportedly admitted to the crime and disclosed his HIV status. He then pleaded for mercy.

It was  learnt that residents of the area had gathered to lynch the suspect, but for the intervention of the police.

The Police Commissioner said the suspect was being interrogated by the police; while the victim has been taken to a hospital in the state for treatment.
Mr. Olakpe, who spoke via a telephone conference, said the suspect would be prosecuted after investigations.

There have been increased rape cases in Barkinladi.

About two weeks ago, a mobile police officer attached to the Special Task Force on Jos crisis was dismissed from the Police Force, for allegedly raping a 4-year-old in Barkinladi.

Chief Arthur Eze, the flamboyant money bag from Anambra State has been accused of plot to stop the appointment of immediate past governor of Anambra State, Chief Peter Obi as a minister.

Information on the Diaspora facebook page of the All Progressives Grand Alliance, APGA, said Arthur Eze recently took Chief Jerry Ugokwe to President Goodluck Jonathan and knelt down before him uttering the following words: “Sir, God has been so kind to me. I am not here to demand for contract or oil well, Please the only thing you can do for me is to make Jerry Ugokwe a Minister”.

This was gathered to be a move by Eze, who spent a whooping sum for his godson, Mr Tony Nwoye to stop Chief Willie Obiano as Governor of Anambra State.

APGA Diaspora went forward to say that, “If you observe, Jerry Ugokwe has been following him all over the place like a tse tse fly on excreta.

“Today, (Friday) the President visited the South-East, Jerry was seen carrying Arthur’s brief case, not as a former Ambassador but as an apprentice servant.

“After the visit to Mr. President, Arthur himself told his friends about the visit and boosted that he had finally stopped Peter Obi from becoming a Minister.

“We understand that the defeat of his minion, Tony Nwoye by political forces led by Obi badly affected his psyche”, the statement read.

NIGERIA: Jonathan Rebuffs Pressure to Declare Candidacy for 2015

 President Goodluck Jonathan came under severe pressure yesterday at the South-east Peoples Democratic Party’s Unity Rally in Enugu, with many speakers urging him to formally declare his interest to contest for the 2015 Presidential election.

The agitators were led by the South-east PDP governors who in their various speeches at Nnamdi Azikiwe Stadium, venue of the rally, urged Jonathan to immediately declare his interest to run in 2015. However, the President rebuffed the pressure, saying that he would respond to the request at the appropriate time.

Governors of the PDP in the zone led by Sullivan Chime of Enugu State, Theodore Orji or Abia and Martin Elechi of Ebonyi had announced that the rally was organised “to pass only two requests to Mr. President.”

Chime said: "Mr. President, the essence of this gathering is very simple. Our people have been meeting and we have only two requests. One is that you run for 2015. Our second request is to plead with you to please say yes to our first request.

"We are not here to discuss your budget. We are not here to assess your government. All we want is that you say yes to our first and second requests."

On his part, Governor Orji said: "If you say no, we shall conscript you. We know that it is under this PDP government that we got an Inspector General of Police and Chief of Army Staff after 40 years. Under this government, we have the Secretary to the Government of a Federation and a Minister of Finance, Coordinating the Economy. You have said all you promised, you will do, and you have done even more."

Elechi commended Jonathan for calmly withstanding all forms of unwarranted attacks perpetrated against his administration, saying it has become imperative for the President to continue to do the good works he started and complete them.

"You have set an unprecedented record in the Nigerian democratic landscape by allowing the people to freely elect their leaders in their respective states. You have also tolerated abuses even from the opposition, yet you never responded.

"Do not listen to those who claim that they are ready to rescue Nigeria. We say to you, do not reject our requests. You are the person we are waiting for," Elechi said.
Chairman of the PDP Governors Forum, Governor Godswill Akpabio of Akwa Ibom State reiterated the position of the South-east.

"They want you to commission the second Niger Bridge you are building for them. It is the first Azikiwe that commissioned the first Niger Bridge and it will be the second Azikiwe that will commission the second Niger Bridge.

They South-east leaders also commended the President for opening up Enugu to the world by building an international airport there.

Other speakers at the rally who demanded for Jonathan’s formal declaration for 2015 included Chief Arthur Eze (for Anambra); Senator Sunni Ogbuoji (Ebonyi); Ike Nwachukwu (Abia); Senator Hope Uzodinma (Imo); Sen. Ken Nnamani (Enugu) and Chief Emmanuel Iwuanyanwu.
"You are from the South-south; you must continue in 2015. You can transfer the power to the north thereafter. If you refuse Jonathan a second chance, another civil war is coming and we do not want another war," Eze said.

He noted that Jonathan lives with the poor, the widows and the down trodden.
Jonathan in response said: "You have asked me question whose answer will come later. Our party chairman has said it all that PDP is the number one party in Nigeria. We are yet to see number two; talk less of a rival part. There is no rival party in Nigeria. It is said that by their fruits, you shall know them."

Though, the President refused to accede to the numerous requests to formally declare for 2015, he declared confidently that the PDP would coast home to victory at the 2015 governorship elections in the zone.

He commended all the party members for their resilience and assured that the party which currently controls almost all the Senatorial seats in the zone would claim the Imo State governorship seat in the next election.

Said the President: "Here in the south east, we have seen that we have no problem. It is clear that south east is a PDP zone. We will take total control of the governments in the south east; I say total."

He gave kudos to the South- east zone for supporting his government, as well as “reducing to the minimum, security challenges in the zone.”

"Here, security challenges are minimal because of your support for the PDP and your believe that this government must move forward," he said.

On the uniqueness of the party, he said: "It is the only party without a dictator. It is the only party that people like me from an unknown background can become whatever they want. Other parties can never take Nigeria anywhere. Nigeria is a great country. To move forward in Nigeria, you have to have an open mind. PDP is the only party with that quality.

"Here, there is leadership and we follow everything based on the rule of law and due process. It is the only party recognized even outside Nigeria. Other parties are not even known outside Nigeria. This is the party that will continue to create jobs for our people.

"Somebody will tell you that they are progressing. Progressing to hell or to where? Do not make mistake, PDP is the only party."

The party also formally received Honorable Ezenwa Onyewuchi, representing Owerri Federal Constituency in the House of Representatives.  Onyewuchi, formerly of the All Progressives Party (APC) defected to PDP during the rally.

NIGERIA: Supreme Court Dismisses Suit Challenging FG’s Power to Collect VAT

The Supreme Court Friday threw out a suit filed by the Lagos State challenging the legality of some of the provisions of the Value Added Tax Act which empowered the federal government to collect consumption taxes in states of the federation.

The apex court declined jurisdiction over the suit and upheld the objection filed by the federal government.

The Attorney General of Lagos, Ade Ipaye had in the suit, sought a declaration that the VAT Act is unconstitutional to the extent that it provides for the imposition and collection of taxes on goods and services in Lagos and other states, areas outside the legislative competence of the National Assembly.

It prayed for a perpetual injunction restraining the federal government, by itself, its servants or any of its agencies from continuing to give effect to the provisions of the VAT Act to impose and collect taxes on goods within Lagos State.

The suit had the Attorney General of the Federation (AGF) as the first defendant and the Attorneys General of the other 35 states as co-defendants,

The apex court, in a judgment yesterday, held that the reliefs claimed by Lagos State did not fall within the provision of Section 232(1) of the Constitution, to enable the court exercise its original jurisdiction.

Justice Mahmud Mohammed, in the lead judgment, upheld the objection by the AGF and held that, since the reliefs sought in the suit were not against the Federation of Nigeria or any state or states of the federation as constituent units of the federation, the suit was not qualified to ignite its original jurisdiction to hear.

The court also held that the suit was an abuse of court process because there were similar cases existing on the same subjected matter in both the trial and lower courts.

It noted that the Court of Appeal decided one of such cases on July 13, 2007 but which decision the plaintiff failed to appeal, but instead, chose to initiate this fresh suit before it (Supreme Court) in 2008 exactly one year after the Court of Appeal judgment.
It then struck out the suit for lack of jurisdiction.

“It is quite clear that for this court to exercise its original jurisdiction under that section – Section 232(1) – the plaintiff’s action against the 1st defendant (AGF), this court has to be satisfied that the dispute for the adjudication in the action is one between the plaintiff, Lagos State of Nigeria, as a constituent unit of the Federation of Nigeria and the Federation of Nigeria, also as a distinct unit under the Constitution.

“The words used in Section 232(1) of the Constitution, describing the parties are ‘the federation,’ ‘a state’ and ‘states.’ In other words, the dispute must be between the Federation and a state or between the federation and more than one state or between a state or states in their capacities as members of the federating units of the Federation of Nigeria.

“The section, in my view, is not expected to provide avenue for the resolution of disputes between the Federal Government of Nigeria and a state government of Nigeria or between a state government and another state government of Nigeria, all of which are only products of elections.

“Therefore, since the reliefs claimed by the plaintiff, particularly the injunctive relief is against the Federal Government of Nigeria, its servants and its agencies, the relief is not being against the Federation of Nigeria or any state or states of the federation as constituent units of the federation, is not within the purview of Section 232(1) of the 1999 Constitution to confer original jurisdiction on this court,” the court held.

In also upholding the second leg of the AGF’s objection, the court held the fact that there existed, and still exists in the trial and lower court, suits relating to issues raised in this suit, it amounted to an abuse of court process.

Justices John Afolabi Fabiyi,  Sylvester Ngwuta, Mary Ukaego Peter-Odili, Musa Dattijo Mohammad, Kudirat Kekere-Ekun and John Inyang Okoro, who were on the panel that heard the case, agreed with the lead judgment.

Reacting to the judgment, the Attorney General of Lagos said since the apex court has said it lacked jurisdiction and struck the case out, his state would reassess the situation and take the necessary steps.

NIGERIA: Fitch Affirms Nigeria’s ‘BB-‘ Rating, Stable Outlook

 Global rating agency, Fitch has affirmed Nigeria's long-term foreign and local currency Issuer Default Ratings (IDR) at 'BB-' and 'BB', respectively. The agency also maintained that Nigeria’s outlook remains stable.

Fitch in a statement yesterday also affirmed the issue ratings on the country’s senior unsecured foreign and local currency bonds at 'BB-' and 'BB', respectively.

In addition, the agency with dual headquarters in New York and London also placed Nigeria's short-term foreign currency IDR at 'B' and Country Ceiling at 'BB-'.

Commenting on Nigeria’s rebased Gross Domestic Product (GDP) which saw estimates for 2013 hitting $509.9 billion from $285. 56 billion and the country emerging as the biggest economy in the continent, the agency said the exercise showed a more diversified economy, with the non-oil sector comprising 86 per cent of GDP and services now put at 52 per cent of GDP (previously 29%).

According to Fitch, as a result of the country’s new GDP figure, its sovereign and overall external balance sheets, current account surplus, debt service ratio and external liquidity are all stronger than the 'BB' category medians.

It explained that the rating reflected the fact that the foreign exchange market and Nigeria’s external reserves were stabilising after the shock that trailed the suspension of Sanusi Lamido Sanusi as the Central Bank of Nigeria (CBN) Governor in February.

It added: “Demand for forex in the official auction reverted to normal levels in March and CBN intervention in the interbank market has fallen away.

“The interbank naira/dollar rate has strengthened from its lows although it remains outside the upper limit of the N155 plus or minus three per cent band. Reserves rose in March, helped by an increase in the Excess Crude Account (ECA) fiscal buffer,” it added.

It pointed out that although the external reserves had fallen appreciably over the past year, they remained in line with 'BB' category peer medians at a Fitch projected 4.6 months current account payments at end 2014. This is however weaker than similarly rated oil exporters such as Angola and Gabon.
It added: “Fitch believes that as an institution, the CBN has been strengthened in recent years and should retain its autonomy over monetary and financial policy, notwithstanding the suspension of the governor.

“Oil production remains volatile but rose in first quarter of 2014 to an average 2.25mb/d, in line with the trailing 12-month average, and above the recent low of 2.1 million barrels per day in November/December 2013.

“Improved production and increased efforts to tackle pipeline vandalism and oil theft may help explain the increase in the ECA in March.

“The issue of corruption in the oil sector and lack of transparency in oil flows has gained heightened prominence this year and the President has agreed to a forensic audit of the flows between state-owned oil company NNPC and the budget.” Other factors supportive of the affirmation by Fitch included Nigeria's low debt burden, which after the recent GDP re-basing was just 12.6 per cent of GDP at end-2013 and well below medians throughout the rating scale.
Fitch's debt sustainability analysis also showed that the country’s debt ratio would remain well below the 'BB' median in any plausible scenario.

“Nigeria's ratings are constrained by weak governance, as measured by the World Bank, low per capita income, even after the 89 per cent uplift to 2013 GDP due to rebasing, and vulnerability of public finances and reserves to oil price volatility.

“Political noise has increased this year ahead of the February 2015 presidential and gubernatorial elections. The Boko Haram insurgency has also intensified this year, though is geographically contained,” it stated.

Fitch therefore called for accelerated structural reforms to bring faster, more inclusive growth and higher employment and per capita incomes, among others, so as to enhance the country’s rating.

However, it listed renewed pressure on reserves that further depletion of Nigeria's fiscal and external buffers, reversal of key structural reforms and serious deterioration in domestic security as factors that could lead to a downgrade.

Professor Dora Akunyili’s appearance after a long period of sickness has turned out to be the most searched and talked about topic about people in the month of March in Nigeria on Google.

The transformation of the full-bodied woman to a leaner figure attracted a lot of Nigerians to several blog sites while she was attending the National Conference in Abuja.

Curious Nigerians continue to search for the cause of her ailment, and the decision to attend a public event.

Leon Balogun, a German-born Nigerian professional footballer who plays for Fortuna Düsseldorf Football Club also made it to the list. Balogun was called up by the Super Eagle’s coach, Stephen Keshi for the first time for a friendly match between Nigeria and Mexico.

Others on the list of top trending people include Oscar Pistorius who is still facing trial in South Africa for the murder of his girlfriend, the late Zara Gretti (real name- Margaret Mary-Joseph) who passed on at the age of 28 after suffering for multiple Sclerosis and Nollywood actor Muna Obiekwe whose was in the news regarding a controversial picture with a fellow actress.

The mysterious disappearance of the Malaysia Airlines Flight MH370 topped the list of top trending searches in March.

Since announced on the 8th of March, the whole world, including Nigerians have turned to Google Search for news, updates and possible links that explains the whereabout of the Boeing 777 carrying 239 people.

On the home front, the Nigerian Immigration Service (NIS) recruitment saga also created a lot of buzz and activity online. Other topics on the list include the Crimea stand-off, Champions League draw and Nollywood actress Biola Ige.

Phyno, Yemi Alade and P-Square topped the highest trending musicians category, while Genevieve Nnaji, Ebuka and Nadia Buari topped the list of highest trending Nollywood personalities.
