EKPO Una Owo Nta, the Chairman of the Independent Corrupt Practices and Other Related Offences Commission, ICPC, has narratives about corruption that make the issue seem more academic than practical. His experience in the federal public service should serve him well in the second year of his five-year tenure as head of one of Nigeria’s anti-corruption agencies.

He may be glad that ICPC recovered unspent funds (N5.2 billion, 2011) and (N9 billion, 2012). The uncovering of 45,000 ghost workers in the federal civil service, and the long-compromised admission processes were achievements that Nta count for the work he had done in the past year.

The ICPC Chairman has a lot more work to do about combating corruption if his tenure would not pass with the same anonymity that attended his predecessors’. The progress that he has made do not scratch corruption which has become so embedded in the system that the budget itself, rather than aid the combating of corruption, aids its execution with a smoothness that fools the most inquisitive anti-corruption agencies.

Unfortunately, the Economic Crimes and Financial Commission, EFCC, ICPC, Code of Conduct Bureau are running round the issue. Corruption starts from the budgeting process, it is entrenched, and few discoveries like the ones that are made should not be used to benchmark progress in fighting corruption.

Millions of failed contracts that are scattered all over the country are some of the best pointers to how government officials through projects enrich themselves. As they promote the benefits of the projects, the supposed reasons for initiating them, the benefits are mostly for the civil servants and politicians who inject corruption into the system at all levels.

Nobody is punished. The whole motion of arrests and charging suspects to court have become routine and the limits for fighting corruption. Those who resist the temptations of pulling off billions of Naira that roam the system for their benefit are seen as fools. A system that does not punish serious crimes as corruption actually promotes crimes, as corruption is an intricate crime that does not run alone.

Is it possible that Nigerians engage in competition among themselveswho to be the most corrupt? Civil servants and politicians compete among themselves for the most corrupt ones? The competition shows in the liberty they take to exhibit their loot.

How does the system punish tax evaders who have the effrontery to present fake tax papers when bidding for contracts? The growing impunity accounts for the high number of such cases.

The landscape is filled with sectors that are steeped in corruption. ICPC should dedicate its time to understanding the nature of corruption in Nigeria.

Nobody can fight what he does not understand.

Shell to divest $15bn assets in 2yrs

The Financial Times, FT, quoting close sources to Shell, reported that the Anglo Dutch oil company planned to divest up to $15 billion worth of assets over the next two years.

In October 2013, Shell announced plans to sell off significant number of assets in 2014 and 2015, in order to reduce liabilities and improve cash flow in its business.

The source said Shell would divest mature upstream assets in the North Sea and elsewhere, more of its refinning portfolio and some projects that have not yet reached final investment decision and “which make sense for others to develop”.

Shell has already announced strategic reviews of its US shale business, which has been losing money, and its Nigerian assets which have been hit by rampant sabotage and oil theft.

It has been suggested by industry analysts and some bankers that Shell may look to sell some of its Nigerian oil blocks, along with its 23.1 percent stake in the Australian production and exploration company Woodside Petroleum, which is estimated to be worth over $6 billion.

Shell has underperformed the European oil and gas sector by six per cent over the past year, dragged down by a string of disappointing quarterly results and concerns about how it allocates capital. It has been criticised for spending too much and not rewarding shareholders enough.

Glo hails Eagles’ Quarter final berth

Telecommunications giant, Globacom, has congratulated the home based national team; Super Eagles campaigning in the on-going African Nations Championship in South Africa on its qualification for the quarter finals, describing it is a good omen for Nigerian football.

The Eagles defeated hard fighting Bafana Bafana of South Africa by three goals to one to emerge runners up in Group A behind Mali who also defeated Mozambique.

A statement by Globacom in Lagos on Monday described the Eagles as true conquerors, urging them to go for the trophy.

The Eagles opened scoring in the 22 second minute through Ejike Uzoenyi before Ifeanyi Ede added the second goal through a penalty. Ejike scored the third goal in the 64th minute before the South Africans pulled one back through Bernard Parker’s penalty in the 74th minute.

It was a remarkable comeback for the Nigerians who  lost the first match to Mali by 1 goal to two and struggled against the Mambas of Mozambique in an encounter that ended 4-2 in Nigeria’s favour.

“We reckon with the great fighting spirit the team has, so far demonstrated and we believe the spirit will help the team to achieve the ultimate goal of lifting the trophy,” the statement said.

“A team that has scored 8 goals in three matches deserves commendation and we urge them not to rest on their oars until the trophy is lifted.” Glo stated, adding that the improving performance of the Nigerian side in the championship is a positive narrative for the Nigerian Premier League sponsored by Glo.

Globacom also commended the Eagles’ coaching crew led by Coach Stephen Keshi for their tenacity while asking Nigerians to sustain their support and prayers for the team.

Cattle dealers threaten to stop conveying of cattle to South

Bauchi—The Amalgamated Cattle Dealers Association of Nigeria, ACDAN, has threatened to stop conveying cattle to southern parts of the country following alleged extortion by security men at various road blocks across the country.

National President of ACDAN, Alhaji Abdullahi Potiskum who made this known in an interview with newsmen, yesterday, in Bauchi, said the military and other securities agencies not only extort money from his members but manhandled the drivers carrying their goods on the highways throughout the country.

He said: ”Our members supply cattle to the eastern states. In the northern states like Adamawa, Borno and Kano states, they paid over N180,000 to security agents stationed on the roads. Those of us who supply cattle to the western states purchase our cattle from Sokoto and Zamfara states and we are made to pay N180,000 per trailer to security operatives, along the roads. This is higher than the transport fare.”

He said besides the extortion of huge sums of money, their members were forced by the security personnels to make outrageous expenditures on the road while engaging in their legitimate business.

Abdullahi further said,”the security personnel usually assault and delay any driver who refuses to pay or pay less than they demand. This has endangered our lives and our animals. On one occasion, one person died while many animals were lost on the road before they could reach their destination.”

He said the situation was even worse in the northern states like Adamawa, Borno, Taraba, Nassarawa, Yobe, Bauchi, Gombe, Plateau, Benue and Kogi and in the Eastern States of Enugu, Anambra, Ebonyi, Abia and Imo.
He said they had petitioned the Chief of Army Staff, Inspector General of Police and ministers of Agriculture and Internal Affairs without positive reactions from them.

The Chairman who expressed his displeasure over the nonchalant attitude of the military and the Federal Government towards their plight, threatened that if Federal Government does not address the situation, they will have no other option than to stop supplying animals to the southern part of the country as they cannot continue to operate their business at a loss.

Nigeria: LP accuses Fayemi of engineering crisis in Ekiti

ADO EKITI — The Labour Party in Ekiti State, has accused  Governor  Kayode Fayemi of engineering crisis in the state.

The National Chairman of the party, Chief  Dan Iwuanyanwu, said this in Ado Ekiti, yesterday, during inauguration of  the Interim State Working Committee of the party, noting that Fayemi  was responsible  for the pasting of  the posters of  Hon. Opeyemi Bamidele,  with  the logo of Social Democratic Party, SDP.

But the All Progressives Congress’   Director of Media, Mr. Segun Dipe, had described the allegation as misdirected, saying  a ruling party cannot be pasting posters for Bamidele, an arch-enemy of the APC.

The postal of Opeyemi flooded Ado Ekiti, yesterday, with an impression that he had dumped LP for the SDP.

The party, however, warned Fayemi to stop expending state’s resources on frivolities , alleging that the governor had been employing divisive method to rip the state apart in efforts to perpetuate himself in office.

On Bamidele’s posters that flooded Ado Ekiti with the inscription,  ‘We have finally traced our root,” Iwuanyanwu, who was represented by his Deputy, Joseph Akinlaja, said the action was targeted at causing confusion in LP and creating the impression that the party is flouting the Electoral Act.

In his response, Dipe, however,  described the allegation as misdirected, saying  a ruling party cannot be pasting posters for Bamidele, an arch enemy of the APC.

He added: “APC  will not popularise Bamidele’s inordinate ambition by associating him with any party.

“We are more focused  and we are getting our members ready for registration  that will start soon and that is where our focus is and not on any frivolous issue.”

It may be recalled that the Independent National Electoral Commission Resident Electoral Commissioner in Ekiti, Alhaji Halilu Pai had, last week, issued a stern warning that pasting of posters when no vacancy had been declared, is tantamount to breach of Electoral Act and such would not be tolerated

On the Nigeria’s Same-Sex Marriage Prohibition Act 2014 otherwise known as Gay Marriage Act:

Gay Marriage is a non-starter in Nigeria! It would never happen with or without the above Act banning it! It would not work in Nigeria, at least in my generation. This is because our culture frowns at it, our morals and religious teachings forbid it. The family structures we have subscribes to a man as the husband and head of the family; and a woman or women as his wife/wives to procreate and fill the earth.

As a practical matter, I am yet to see a father or family that would readily accept "bride price" on his son from a man! I am waiting to see that father that would accept a bride price on his daughter from another woman. I am also looking for those elders and family members that would accompany their relatives to those marriages! How about that priest, imam, pastor or reverend that would perform the matrimonial rites on same sex people in his church? That would be his last act as a priest or imam!
 
All these hullaballoos about banning gay marriage is an over-kill. It is a political 'opium' of the long suffering people of Nigeria. The politicians use it as a wedge issue and a 'feel good' issue to make us forget our sorrows and feel like they are doing the job we sent them to do. The politicians are smiling home with billions of naira of our commonwealth and we are here rejoicing and praising them because they said "aye" to the bill banning gay marriage? They didn't even raise their hands, they only said "aye"! This amounts to using us as if we are dogs. They took the juicy meats and threw the bones out to us as dogs and we are rejoicing while they are laughing at us.
 
My Senator cannot come back and convince me that he is working hard for me in the senate with "saying 'aye' to ban gay marriage" to show for my vote; after billions of naira meant for my constituency is unaccounted for (except for VIP toilets in select schools)
 
I cannot praise GEJ for signing the bill when the 2nd Niger Bridge he promised my state in still in limbo and the 1st Niger Bridge is shaking; I cannot jump in his band-wagon when the River Niger is not dredged, no operational Seaport at Onitsha, the Akanu Ibiam International Airport, Enugu, is still struggling to take off, the federal roads projects are still ongoing, the rail stations are still in coma and our houses are still threatened by gully erosion.
 
We have no light, no food, no water and we are smiling about GEJ signing a bill that is redundant? Boko Haram is busy killing off a generation of our people, our hospitals are glorified clinics and death beds, our roads are death traps and our air travel nko? Don't get me started on our educational system and the rot! Our youths are restive and have no jobs to put food on their tables and shelters over their heads. They took to violent crimes including kidnapping/armed robbery/thuggery and we have no answer to those vices.  
 
Gay life style on its own is sickening to even think of or imagined. Some people argue that it is good to stop them before their abomination consumes all of us. Well and good, but who would go house to house peeping through the doors or windows to see who is "doing" who? Which police do we commission to do that? A Morality Police Commission would be set up to achieve that? It is an exercise in futility. We already banned prostitution, did it solve the problem? We have a law against bigamy, but how many people have been prosecuted for bigamy? The answer is: only one person for over 50 years of the law! We can as well ban fornication or adultery as if we could commission someone to be sniffing around house to house. It is not practical!
 
The gay people have been in our midst for a long time but we laughed them off as "nwoke nwanyi", "ome ka nwanyi" etc while they do their things "down low". I support closing down Gay Clubs etc on the grounds of public morality, but as for converting gay persons into criminals, killing or maiming them, discriminating against them in work places, NO, as it is against their human rights no matter how we feel about them. They are human beings…..only that they are abnormal or maladjusted.

Bitrus Joins Race for PDP Chairmanship

A chieftain of the Peoples Democratic Party (PDP) in Borno State, Dr. Pogu Bitrus, has indicated his interest to pilot the affairs of the party in the wake of the resignation of the former National Chairman of the party, Alhaji Bamanga Tukur. Bitrus, who holds a PhD, had on many occasions delivered his local government area for the PDP in his home state in spite of the domineering force of the defunct All Nigeria Peoples Party (ANPP) now All Progressives Congress (APC) in the state. As a former Director of International Negotiation and Capacity Building at the Institute for Peace and Conflict Resolution, Bitrus assured the party faithful that he has what it takes to navigate the PDP through the turbulent waters and achieving a united and all-inclusive party that would clinch victory at the next elections. The chairmanship aspirant, who is believed to have the backing of the presidency and some PDP stalwarts, is currently the Organising Secretary of the Middle Belt Forum. Sources close to the aspirant yesterday told THISDAY that President Goodluck Jonathan would need his assistance and pedigree to again bring on board the strong support enjoyed at the last 2011 elections from the northern minorities through his leadership.

Akinmade: Mimiko’s Second Term Will Record More Feats

The people of Ondo State have been assured that the second term of the Dr. Olusegun Mimiko-led administration will record more feat as it has already kicked off on a promising note. The state Commissioner for Information, Mr. Kayode Akinmade, gave the assurance while speaking with journalists in Akure at the weekend. Calling on the people to continue to accord the government their support, Akinmade said within two weeks of his re-election, Mimiko had launched resident cards, otherwise known as Kaadi Igbeayo, for the state while he also launched an Ultra modern mechanic village a month after. He said nine modern markets had also been inaugurated with more still to be inaugurated, submitting that God has been able to use the government’s policies to bring equilibrium to the society as children of the less-privileged now rub shoulders with those of the elite in the state. Declaring that there was no doubt of a new experience in the state, Akinmade said the governor had been able to justify his election into office as he had fulfilled his electoral promises to the people of the state, adding also that Mimiko would continue to justify the confidence of the people in him. He said to the credit of the incumbent, the palpable disconnect between the governed and the government in the state had been erased through the caring heart policies of the government. “Those who knew Ondo State before Mimiko assumed office and what is obtainable in the state now will testify to the great transformation in the state,” Akinmade said, insisting that the changes did not come by accident but through the urge to serve the people to effect a change. “The focus of the administration is on the people. Mimiko has lived all his life in the state and he has served the people in different capacities as a member of previous governments in the state, so he appreciates and understands the mentality of the people and knows the kind of programmes that he could do to put smiles on their faces,” the commissioner said. Submitting that Mimiko has succeeded in taking governance to another level with what he has been able to achieve so far in the state, Akinmade said “Roads were opened up, health care delivery system came in a complete and unprecedented form with the Abiye-safe motherhood concept with hospitals in local governments and government hospitals in towns and Mother and Child Hospitals made available. “Markets are developed and the environment beautified. Because of the success recorded by the administration in urban renewal, the governor was given an award by the United Nations and it is a fact that Akure is now one of the cleanest cities in Nigeria today.” Mentioning that the government had done well in the area of education, Akinmade said the government decided to tackle the state’s educational problem from the root, hence the decision to focus on primary education. “It is a known fact that it is in Ondo that the best primary schools can be found in the country.We now have mega primary school with modern facilities, qualified and competent teachers.” Further enumerating the success so far recorded by the Mimiko administration, Akinmade said it is only in Ondo that one will see parents moving their wards from private to public schools because of the incomparable standard. He affirmed that the state was also tracking its secondary school structures, informing that improvements are been recorded daily in that regard. He concluded that it was the more reason a students from St. Louis in Ondo had A1 in nine subjects in West African Examinations Council WAEC) School Certificate Examination last year.

Bamidele: Fayemi Constitutes Threats to 2014 Poll

A member of the House of Representatives and a Labour Party (LP) governorship aspirant in Ekiti State, Hon. Opeyemi Bamidele, Sunday wrote a letter to the state Governor, Dr. Kayode Fayemi, where he alleged that the governor and members of his cabinet constituted a major threat to the realisation of a free, fair and credible governorship poll in the state. Bamidele, in the letter copies of which were made available to journalists in Ado-Ekiti yesterday, said it would be incredible to many sections of the state, the promise made by Fayemi on his New Year message that he would do all within his powers to prevent destruction of lives and property of the state citizens during the election, when same were being perpetrated on daily basis in the state. But, in a swift reaction, the Chief Press Secretary (CPS) to the governor, Mr. Yinka Oyebode, described Opeyemi’s allegations as an outburst of a liar and mischief maker. Bamidele in the letter said: “I have taken my time to read through your new year message of January 1, 2014 in which you, among other things, expressed your concern for security of lives and properties in the state while calling on all stakeholders, the people, the political elite, traditional rulers, to put all efforts to ensure Ekiti State records a free and fair 2014 election that would be a model to other states and a reflection of the honourable people that we are.” However, while doubt over the sincerity of the message, Bamidele said, how would “I and my constituents believe your professed commitment to protection of properties if I made statutory payments to the Signage Agency under your office to mount 16 billboards as an elected Representative to wish people who elected you and I into office a Merry Christmas and a Happy New Year on December 22, 2013 and, in less than 48 hours, thereafter, your political appointees had destroyed all of the billboards, while you conveniently looked away? “Or how can I and the two young widows and the children as well as relatives and kinsmen of late Folusho Ogundare, my supporter who was killed in a most gruesome manner on the street of Emure-Ekiti on November 3, 2013 and in respect of which nine members of your Excellency’s second term campaign team are still in police custody.” Also, Bamidele lamented the refusal to air paid advertorials and programmes due to what has been termed “order from above,” describing it as violation of known guidelines of the National Broadcasting Commission (NBC). He noted that this had, therefore, denied the populace of the needed information aside from government propaganda. Meanwhile, Oyebode, while describing Bamidele as either genuinely ignorant or deliberately mischievous, said it was important to say that his letter was a pot pourri of outright lies and deliberate distortion of issues. “Opeyemi Bamidele should be blamed for introducing violence to Ekiti politics and the rising tension. In the politics of Ekiti started immediately he joined the race with his penchant for importing thugs from Ondo State to cause mayhem in Ekiti. “He remains the greatest threat to the 2014 poll. But the good news is that the 2014 contest is about Ekiti Development and not about brigandage which the Opeyemi Bamidele and his gang represent. On the state’s debt, he said: “It is a well known fact that the state went to the capital market to raise a N25 billion bond in 2011, with a well structured repayment plan. About N12billion has been repaid, while the bond money was spent on regenerative projects and massive road construction which has put Ekiti on the league of developed states.” According to him, the Fayemi administration has demonstrated enormous transparency and accountability in the sourcing and disbursement of the bond money and the projects are there for all to see and feel.

Osun: Expect More Lies against Aregbesola as Guber Election Draws Nearer

The Osun State Government yesterday alerted the people of the state to be ready for more lies from the Peoples Democratic Party (PDP) as the 2014 governorship election draws nearer. It said the warning became necessary as it was obvious that the performance of the state Governor, Rauf Aregbesola, had boxed the opposition party into an unfortunate corner where it members are left with nothing to offer the people of the state except to muddle up facts and confuse them. In a statement signed by the Director, Bureau of Communications and Strategy, Mr. Semiu Okanlawon, the state government reminded the people that none of the several lies told against Aregbesola since he assumed office has ever been substantiated till date. “We are compelled to alert our people in the state that ahead of the 2014 governorship election, the only thing that will be left for the PDP in its leaders’ desperate bid to regain power is to further sharpen their capacity to lie brazenly. “If anyone is in doubt over the antecedents of the PDP, a quick reminder of some of the lies told which were never substantiated will be enough. “The PDP, in its attempt to take the wind of the sail of the noble efforts at giving the state and its people a new brand identity to promote economic wellbeing, went to town with tales that Aregbesola had concluded plans to take the state out of the Nigerian federation through secession. “This was the basis for its call on the federal government to stop allocating funds to the state. Rather than prove the allegation, PDP governments in other states of the federation swallowed their pride and copied the Osun brand initiative. No PDP leader has had the honour to confess that they lied in their desperate move to cripple the government,” the statement said. According to the statement, “When the state acquired a helicopter on a lease agreement as part of the comprehensive security plans for the state, one of the leaders eyeing the ticket of the party, Iyiola Omisore, told the world that the state government bought the helicopter for an unbelievable sum of N7 billion. “The same Omisore also put the cost of the same helicopter at N4 billion. Since he was challenged to go find out how much a Boeing aircraft costs for him to put the cost of a mere helicopter at such a whopping sum, he has kept mum. “Omisore had also told the world that he had awarded the Osogbo-Ila Odo Kwara boundary dual carriage way when he was a serving senator when he desperately sought to diminish the rationale behind Aregbesola’s award of the road for construction. Almost a year after being challenged to substantiate this claim, he has failed to show the people of the state why his claim should be taken seriously.” Okanlawon said in the statement that “till date, all the lies about Aregbesola sending away all security agents attached to him have held no water. Nothing concrete has also been held up to confirm the allegation that the governor wants to turn the state to an Islamic state. “Dazed by the impact of the education projects such as ‘Opon Imo’, and other school reforms projects that involve massive provision of new education infrastructure, the PDP has looked for one subterfuge or the other to diminish the worth of the projects. “The party has however failed to come up with any reasonable argument to support their claims. “The story was the same when they accused Aregbesola of planning to use cadets of the Osun Youth Empowerment Scheme (OYES) to perpetrate electoral fraud. All the moves to discredit the youth empowerment scheme have failed. Nothing buttresses this point more than the fact that despite the inglorious labeling of the scheme, the government has been inundated by applications far more than the 20,000 capacity limit which the state government set for itself.” The Bureau therefore reminded the people of the state the need to tell dubious politicians they are knowledgeable enough to know what is good for them from what is injurious; what will last and what is ephemeral; what is meant to deceive and what is meant to bring about lasting development and progress.
