U.S. House committee subpoenas IRS documents on targeting

WASHINGTON—A key House committee subpoenaed documents from the Obama administration Friday after the GOP chairman accused the Internal Revenue Service of obstructing its investigation into the tax agency's targeting of conservative groups.
 
"The IRS has engaged in a systematic effort to delay, frustrate, impede, and obstruct the committee's investigation," Rep. Darrell Issa, R-Calif., wrote in a letter to U.S. Treasury Secretary Jack Lew.
 
"That is not true," the IRS's acting chief, Danny Werfel, told Issa at a hearing on Friday of the House Oversight and Government Reform Committee. "I remain committed to working with the Congress and the ongoing investigations, and to restoring public trust in our nation's tax system."
 
Werfel said by the end of the day Friday, the IRS will have given more than 16,000 pages of documents to Issa's committee and more than 70,000 pages to Congress as a whole. Werfel said some documents are blacked out to protect confidential taxpayer information.
 
Unlike the congressional tax-writing committees, Issa's panel cannot legally receive documents with taxpayer information. Werfel said the IRS is handing over all requested documents to those House and Senate tax panels, although those committees have also complained that the IRS is producing documents too slowly.
 
Among other documents, Issa's panel has subpoenaed "all communications sent or received" by Lois Lerner, the former director of the IRS' exempt organizations' division, and by Holly Paz, IRS director of rulings and agreements.
 
Also on Friday, the top two lawmakers on the Senate Finance Committee, Max Baucus, D-Mont., and Orrin Hatch, R-Utah, released an interim report on that panel's investigation of the IRS controversy. The report reaches no conclusions, but the two senators said in a joint statement, "The IRS needs to be more cooperative in providing us with the documents needed to fully carry out this investigation."
 
The three committees have been investigating IRS handling of tax-exempt applications since May. That's when the Treasury's inspector general released an audit finding that IRS employees in the agency's Cincinnati office developed and implemented "inappropriate criteria"—using terms like "tea party," "patriot," and "9/12"—as triggers that sent those applications into a lengthy, burdensome review process.
 
Since then, new information has shown that progressive groups were also put on an IRS watch list, although Republicans say they were not subjected to the same protracted and intrusive scrutiny as tea party groups.

U.S. Pentagon fires 60 troops after sex-assault review

WASHINGTON — Sixty troops have been fired as sexual assault counselors, recruiters or drill instructors after the military investigators found they had committed violations ranging from alcohol-related offenses to child abuse and sexual assault, USA TODAY has learned.
 
Defense Secretary Chuck Hagel ordered that the records of recruiters and sexual assault counselors be examined on May 17. That action came in light of the Pentagon's report in May that estimated 26,000 troops had been sexually assaulted in 2012, a 35% increase since 2010, with offenses ranging from groping to rape. Army Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, has called sexual assault in the military a crisis.
 
The records of at least 35,000 troops have been screened or are under review, according to the services.
 
Each of the services appears to have interpreted Hagel's directive differently. The Marines screened recruiters, for example, against a public database, while the Army considered criminal records for sexual assault, child abuse and alcohol-related offenses.
 
The Army has suspended 55 soldiers, according to figures compiled through mid-July, said George Wright, an Army spokesman. In all, it is looking at 20,000 recruiters, sexual-assault counselors and drill instructors and expects to have completed its screening by Oct. 1. More suspensions could occur as the review continues.
 
It is unclear whether the suspended soldiers have been discharged, Wright said, or if they can be reassigned to other units.
 
"We only want the very best to be in these positions of special trust," Wright said. "The steps we are taking are in keeping with our commitment to maintaining the special bonds of trust and confidence between the leader and his or her soldiers."
 
The Navy disqualified three of 5,125 recruiters it reviewed, and two of 4,739 counselors. It reviewed records of 869 recruit instructors; none of them was disqualified.
 
"We are committed to this process and routinely screen personnel for any conduct that could warrant decertification," said Tammy O'Rourke, the Navy's sexual assault prevention and response program manager.
 
The Air Force reported no airmen were disqualified but did not report an overall number. The Marines screened its recruiters against the National Sex Offenders Public website, according to a memo, and found no matches. About 6,000 Marine recruiters were screened.
 
Several high-profile sex scandals have rocked the military this year. The Air Force relieved the lieutenant colonel in charge of its Sexual Assault Prevention and Response Office following his arrest in May after police said he drunkenly groped a woman outside a bar not far from the Pentagon.
 
Also in May: The Army announced that it was investigating a sergeant in charge of a battalion's sexual assault prevention program at Fort Hood for suspicion of sexual assault. He is suspected of running a small-scale prostitution ring there, according to sources briefed on the case.
 
Congress summoned the service chiefs to Capitol Hill to explain their response to sexual assault, and a number of measures to address the issue could become law. Among them is a proposal to enhance oversight of commanders who make decisions about prosecution and discipline in sex crimes.

Spain: Train driver ignored 3 signals to slow down

MADRID (AP) — The driver of a Spanish train that derailed, killing 79 people, ignored three warnings to reduce speed in the two minutes before the train hurtled off the tracks on a treacherous curve, crash investigators said Friday.
 
A court statement said the driver was talking on the phone to a colleague when he received the first automatic warning in his cabin of a sharply reduced speed zone ahead. The statement said the warning was by means of an audible sound but provided no further detail.
 
Police forensic tests on the train's black box data recorders showed the last warning came just 250 meters (yards) before a dangerous curve where the accident occurred last week in Santiago de Compostela, Spain.
 
At that point, the train was going 121 mph when the speed limit was set at 50 mph (80 kph). Four seconds later the driver applied emergency brakes.
 
By the time Francisco Jose Garzon Amo applied the brakes, the train was already beginning to lose contact with the rails, the statement said. The total derailment occurred at 111 mph.
 
Garzon has admitted in court that he was traveling too fast but could not explain to an investigating judge why he didn*t slow down earlier. He was arrested shortly after the crash but was released by the judge on provisional charges relating to multiple counts of negligent homicide.
 
In a court statement, the judge said the phone call, which came from the train's on-board ticket inspector, had been inappropriate, but added that the accident "seems to have been caused, no doubt, by the driver's inappropriate and unpredictable driving."
 
Of the passengers who were injured in the accident, 54 were still in the hospital late Friday, nine in critical condition.
 
The investigation is expected to last several weeks before presenting its formal conclusions.

Editor fired over Obama headline

A Chattanooga newspaper has fired an editor for a headline that told President Obama to take his jobs plan and "shove it."
 
The announcement from the paper:
 
"Free Press editor Drew Johnson has been terminated after placing a headline on an editorial outside of normal editing procedures.
 
"Johnson's headline, 'Take your jobs plan and shove it, Mr. President: Your policies have harmed Chattanooga enough,' appeared on the Free Press page Tuesday, the day President Barack Obama visited the city.
 
"The headline was inappropriate for this newspaper. It was not the original headline approved for publication, and Johnson violated the normal editing process when he changed the headline. The newspaper's decision to terminate Johnson had nothing to do with the content of the editorial, which criticized the president's job creation ideas and Chattanooga's Smart Grid. The Free Press page has often printed editorials critical of the president and his policies.
 
"The Chattanooga Times Free Press is unique in that it has two editorial pages, the conservative Free Press page and the liberal Times page. This newspaper places high value on expressions of divergent opinion, but will not permit violations of its standards."

Reports say she now regrets ever granting the interview to save him as she has been disgraced out of her marriage with nothing; her husband filed for divorce when he found out she was pregnant and took their 3 kids.
 
This is not the first time Chidi Mokeme is involved in s*x/child scandal. The actor was also allegedly involved in a dirty fight with a woman he impregnated and dumped to bring up their son alone.
 
The valiant lady pursued Chidi and finally forced him in the last four years to begin taking some responsibility for his son, Daniel, who turned 15 June this year.

Archaeologists: We found piece of Jesus’ cross

Archaeologists working at an ancient church in Turkey think they've unearthed a piece of the world's most famous cross, the one used to crucify Jesus.
 
They found a stone chest during excavation at a 1,350-year-old church, and the chest had a number of relics inside believed to be associated with the crucifixion, a historian at Turkey's Mimar Sinan University of Fine Arts tells the Hurriyet Daily News.
 
"We have found a holy thing in a chest," she says. "It is a piece of a cross," and they think it's from the cross.
 
The entire chest is now undergoing lab tests, reports NBC News. Researchers aren't sure who owned the chest, but it was probably a religious person of some importance, and that person apparently believed the cross relic was the real deal.
 
The lab tests should shed some light on the possibility, though NBC adds a little context courtesy of theologian John Calvin. He once joked that if all the supposed pieces of the cross in the world were collected in one place, "they would make a big shipload."
 
In other archaeological news, ancient "halls of the dead" have been unearthed in England.

Mom to driver in daughter’s death: ‘I would kill you’

CINCINNATI — William Black was so concerned about the reckless driver he saw speeding and weaving in and out of traffic last year that he used used his cellphone to shoot a video of the dangerous driver and predicted a crash.
 
Black was right, seconds later driving up on the July 16, 2012, wreck on Ohio 128 in Whitewater Township. A 1993 Ford Explorer driven by Dennis Alsip Jr., 20, landed on top of a car driven by Lisa Hasting, 22, killing the EMT.
 
Alsip was convicted in June of aggravated vehicular homicide and, in a Thursday hearing, was sentenced to the maximum of eight years in prison by Hamilton County Common Pleas Court Judge Nadine Allen. But Alsip also took a long verbal beating from Hasting's family who said Alsip should have been the one to die.
 
"I hate you," Karen Hasting, mother of the dead woman, screeched at Alsip. "I have wishes for you and I hope they all come true. I wish you have a painful, miserable life. I wish you nothing but bad luck and bad health."
 
The mother brought to Thursday's hearing several photo enlargements of her daughter before the crash and as she struggled for her life in the hospital after it. The mother spewed her hatred at Alsip and insisted she wanted to impose the sentence.
 
"I would kill you like you killed my daughter," Karen Hasting told Alsip as about 30 people in the audience supported Hasting.
 
"If you were put out to the street on garbage day, Rumpke wouldn't want you … you useless piece of crap. You are going to spend eternity in hell."
 
Alsip, Assistant Prosecutor Rick Gibson told the judge, was under the influence of alcohol and/or drugs when he chose to drive the day he killed Lisa Hasting. The judge said she was disappointed the law only allowed her to send Alsip to prison for eight years for his crime.
