NIGERIA: Kwankwaso Tasks Govts on Good Budgeting System

Kano State Governor, Alhaji Rabiu Musa Kwankwaso, has said sustainable development in the country can only be guaranteed if governments at all levels insist on realistic budgeting.

He said the three tiers of government in the country must focus on projects that are specific and achievable based on priority, need and spread instead of embarking upon projects that would end up being abandoned.

The governor, who spoke while receiving participants of Senior Executive Course No. 35, 2013 of the National Institute of Policy and Strategic Studies (NIPSS), Kuru, Plateau State, who were on a study tour to the state, called on members of the National Assembly to carefully select development projects before including them in the federal budget.

He pointed out that a case whereby the federal government embarks on small projects in the name of “constituency projects,” which will later end up being abandoned, is not in the best interest of the people.

The governor argued that the federal government should have included in its budgets, the completion of major undertakings like the Kano River, Bagwai and Kunchi irrigation projects, which were embarked upon decades ago in Kano, instead of executing almost 100 new projects, such as primary healthcare centres, which ought to have been constructed by local government councils.

Consequently, he tasked leaders at all levels to be more serious in discharging their mandates and to adopt proactive approaches towards implementing the various reports and recommendations of experts and stakeholders on critical issues, which were currently on the shelves in libraries and archives.

The governor, who rolled out achievements of his government, covering several sectors, said the accomplishments were made possible without obtaining loans and because the administration blocked leakages, improved internally generated revenue, cancelled security vote and ensured strict budget discipline.

In his remarks, the participants team leader, Professor Olu Obafemi, said the theme of this year’s course: “Strengthening Institutional Frameworks and the Transformation Agenda”, was chosen as part of NIPSS contribution to nation building, adding that the tour was in partial fulfilment of the course requirements.

Obafemi, who acknowledged that Kano State was growing rapidly in recent years, said he was gratified that Kwankwaso’s administration was executing projects that would uplift the society.

“We are certain that with that kind of effort, the course participants will gain immensely in a way that will enrich the writing of their project and the submission that will be made to government in its effort to transform this society,” he affirmed.

Boko Haram: MTF Confirms 30 Insurgents, 6 Civilians Killed

The Multinational Joint Task Force (MTF) has clarified that contrary to several media reports, only six civilians lost their lives with about 30 insurgents killed in the crossfire between their forces and members of the Boko Haram Islamic sect at the border town of Baga, Borno State.

The Commander MTF, Brig-Gen Austin Edokpaye gave this update Tuesday in explaining what happened on the encounter with Boko Haram at the weekend with reports that over 191 persons were killed, 10,000 rendered homeless while 2,000 houses were said to have been razed down.

NIGERIA: Plateau Police Recover Arms, Explosives

Plateau State Police command says, it has recovered a cache of arms and Improvised Explosives Devices (IED) set to be detonated in a suburb of the state capital, Jos.

The state commissioner of Police, Mr. Chris Olakpe, who disclosed this in his office while briefing newsmen Tuesday, said the Police made the discovery following a tip off by concerned members of the public, adding that the Police will soon embark on a house-to-house search for arms where attacks and counter attacks have become prevalent.

He lamented that too many arms have found their way into the hands of  youths in the state, and that such portents danger to residents if nothing is done about it.

Tsarnaev’s condition improves; brothers reportedly motivated by U.S. wars

Boston Marathon bombing suspect Dzhokhar Tsarnaev informed investigators that he and his brother were not directed by a foreign terrorist organization. Instead, they were “self-radicalized” and motivated to kill, in part, by U.S. wars in Iraq and Afghanistan, the Washington Post reported.

The 19-year-old also acknowledged his role in the attack while being questioned by investigators in his hospital bed, the report said. Tsarnaev, who has a gunshot wound to the throat and was sedated, responded in writing. He also suffered gunshot wounds in the head, neck, legs and hand during a late-night shootout in Watertown, Mass.

Meanwhile, Tsarnaev's condition is improving, the FBI said on Tuesday. The college student, who had been listed in serious condition at Beth Israel Deaconess Medical Center since his capture on Friday, is now in fair condition, the bureau said.

The update comes a day after Tsarnaev was charged with two federal counts of using a weapon of mass destruction to kill, injure and cause widespread damage at the marathon. Tsarnaev was informed of the charges and read his rights in his hospital room on Monday morning, and placed in the custody the U.S. Marshal Service. If convicted, he could face the death penalty.

Mother of Accused Bombers Faces Her Own Legal Woes

The mother of accused Boston Marathon bombers has continued to defend her two sons from her home in Dagestan, Russia, but if she attempts to return to the United States to bury her older son, or care for the boy that remains hospitalized, she could face arrest on an outstanding warrant for shoplifting.

The clerk of the Natick District Court confirmed to ABC News that Zubeidat Tsarnaev, failed to appear at a court hearing on October 25, 2012 to resolve charges that she stole $1,600 worth of garments from a nearby Lord & Taylor department store.

The family saga for the Tsarnaevs began when the two brothers, Tamerlan, 26, and Dzhokhar, 19, allegedly strolled through the crowd watching the finish of the Boston Marathon last week, dropped backpacks packed with explosives and used their cell phones to detonate the bombs, killing three and injuring more than 250. On Tuesday, the drama played out on opposite sides of the globe.

In Russia, the boys' mother professed their innocence, saying "What happened is a terrible thing. But I know that my kids have nothing to do with this. I know it. I am mother. You know, I know my kids. I know my kids. Really my kids would never get involved into anything like that." In phone conversations with ABC News, the mother has expressed her desire to travel to the United States. While she has left open that possibility, she has recently suggested only her husband might go.

In New Jersey, a lawyer for the two Tsarnaev sisters released a statement from the two women, saying, "we are absolutely devastated by the sense of loss and sorrow this has caused. We don't have any answers but we look forward to a thorough investigation and hope to learn more."

Meanwhile in Boston, the medical examiner reported that Tamerlan – who died in a shootout with police – had his autopsy completed, but no one had come to claim the body. Tamerlan's wife, Katherine Russell, released a statement through an attorney, saying "the reports of involvement by her husband and brother-in-law came as a n absolute shock."

Tamerlan's younger brother, who arrived at Beth Israel Deaconess Medical Center with wounds in his head, neck, legs and a hand, had his condition upgraded to "fair," the hospital said Tuesday – a sign he is headed for a recovery.

Some of Dzhokhar's friends sought to upgrade his image, posting an undated video on You Tube showing the accused bomber doing the robot dance with buddies on the wrestling team. They said his carefree attitude had convinced them the bombing plot was the brainchild of his older brother, whom he followed in lock step on the day of the marathon.

Boston Police Superintendent William Evans offered a more detailed picture of the manhunt for the bombing suspects, saying the hunt for the accused Marathon bombers was "personal."

"We never, never let up our desire to catch who was responsible," Evans said.

Massachusetts Gov. Deval Patrick said over the weekend that authorities "hope he survives, because we have a million questions." Authorities told ABC News the University of Massachusetts college student has begun to answer some of those questions. He is reportedly telling investigators that the plot was, as some are suggesting, his brother's idea.

"The older brother appeared to be the more radicalized of the two and was the one that drove the need to conduct the attack," said Seth Jones, a counter-terrorism expert at the Rand Corporation. Authorities said the younger brother told the FBI that he and his brother were inspired by the anti-US internet preaching of the radical cleric, Anwar al-Awlaki.

*Even though the American-born al Qaeda figure was killed in a US drone strike more than a year and a half ago, his words apparently still have great power, condemning the US actions in Iraq and Afghanistan, which the brother said became their motive," Jones said.

Tamerlan posted a video on his own YouTube channel, of a Chechen rebel leader threatening death to anyone who helps the infidels. That leader was killed by the Russians last year.

And it was on the Internet, Dzhokhar told FBI agents, that they learned how to make a bomb with a pressure cooker–all found in an Al Qaeda online magazine called Inspire. He told the FBI they never even tested the bombs before detonating them last week.

" What's disturbing about that is people are getting smarter about building easily manufactured bombs and then targeting sights in the US," Jones said.

Federal agents continue to search the Boston area for more bombs, but none has been found so far. One question that remains unanswered: What were the brothers planning to do next?

The man whose SUV was stolen by the two brothers as they allegedly fled the fatal shooting of an MIT police officer told authorities that he may have heard one of the suspects say "Manhattan" as they spoke in a foreign language.

The comment prompted a string of searches the next day, taking investigators to Connecticut as they looked for a Honda and searched trains. However, the search came up empty and it is not even clear the word was spoken by the suspects.

Police Commissioner Ray Kelly said the victim "heard them speaking in a foreign language and may have picked up the word Manhattan, but that is not at all clear at this time."

Today, NYPD spokesman Paul Browne said "No evidence they were headed our way. These stories were conflated with bits of information badly misinterpreted."

Jonathan Appoints Waki, Second Female Member, into Boko Haram C’ttee

The inclusion of another member, Barrister Aisha Waki, into the Committee on Dialogue and Peaceful Resolution of Security Challenges in the North has been approved by President Goodluck Jonathan.

The other female member in the hitherto 26-member committee is Hajiya Naja’atu Bala Mohammed, a prominent Kano politician of the opposition shade.

The current appointment may have been informed by the refusal of Dr Datti Ahmad, President-General of the Supreme Council for Sharia in Nigeria (SCSN) and Comrade Shehu Sani, an activist to participate in the committee.

The committee now has 25 members.

Driver involved in head-on collision with Gov. Okorocha’s car unknown

The identity and whereabouts of the Mercedes Benz 200 saloon car driver that allegedly rammed into the staff car of Imo State governor, Chief Rochas Okorocha, has remained a mystery.

Imo State Commissioner of Police, Mr. Mohammed Katsina, did not help matter, yesterday, when he was asked to give details of the road traffic crash involving Chief Okorocha and the Mercedes Benz driver.

Mr. Katsina only reaffirmed that there was a head-on collision between the governor’s staff car and a yellow Mercedes Benz 200 flat booth, adding that the driver did not sustain any injury.

The Imo police boss, however, failed to say if the driver of the said Mercedes Benz car was arrested at any point and if he was still in their custody or not.

“The police is investigating the incident and when we are through with it, the public would be informed of our findings,” the police commissioner said.

Codewit recalls that Governor Okorocha, who is now receiving medical attention in a London hospital, was involved in a road traffic crash last Friday, along the ever busy Owerri-Orlu federal highway.

Mormon bishop with Samurai sword runs off attacker

SALT LAKE CITY  — A Samurai sword-wielding Mormon bishop helped a neighbor woman escape a Tuesday morning attack by a man who had been stalking her.

Kent Hendrix woke up Tuesday to his teenage son pounding on his bedroom door and telling him somebody was being mugged in front of their house. The 47-year-old father of six rushed out the door and grabbed the weapon closest to him — a 29-inch high carbon steel Samurai sword.

He came upon what he describes as a melee between a woman and a man. His son stayed inside to call 911 while he approached the man along with other neighbors who came to help. The martial arts instructor didn't hesitate in drawing the sword and yelling at him to get on the ground.

"His eyes got as big as saucers and he kind of gasped and jumped back," Hendrix said by phone Tuesday afternoon. "He's probably never had anyone draw a sword on him before."

The man ran down the street with the barefoot Hendrix and others in pursuit. Hendrix said he couldn't catch the man before he fled in his car, but he picked up ChapStick that the man dropped and memorized his license plate.

"I yelled at him, 'I've got your DNA and I've got your license plate: You are so done,'" Hendrix said.

The suspect, 37-year-old Grant Eggersten, turned himself in to police an hour later, said Unified Police Lt. Justin Hoyal. He was booked on charges of robbery, attempted burglary, trespassing and violation of a stalking injunction.

Hendrix, a pharmaceutical statistician, was one of several neighbors who came to the woman's aid after she began yelling for help, Hoyal said.

The incident began just after 7 a.m. when the 35-year-old woman came out of her front door, Hoyal said. Eggersten was hiding behind her carport and attacked her, knocking her to the ground, Hoyal said.

He took her keys and tried to open the door into her house, Hoyal said. That's when the woman ran down the street calling for help.

The woman did the right thing by fighting back and calling for help, Hoyal said. She suffered minor injuries.

Hendrix, a bishop in The Church of Jesus Christ of Latter-day Saints, said it was the first time in 30 years of practicing martial arts that he's used the sword. He didn't swing it at the man, only showing him he had it.

He said he's proud of his 14-year-old son for alerting him and quickly calling 911. He said the family is still abuzz about the events.

"That kind of thing doesn't happen every day," Hendrix said. "Our neighborhood is a pretty quiet place."

A fourth-degree black belt in the Kishindo form of martial arts, Hendrix owns a collection of swords and weapons that he trains with, said his wife, Suzanne Hendrix. He has trained with the sword he used Tuesday for 20 years and keeps it by his bed.

"Some people have bats they go to," said Hendrix. "I have my sword."

Justin Bieber directly compared himself to Jesus Christ today.

In an interview with a Norwegian news magazine Bieber claimed that he's on "a similar mission" to that of the Christian prophet and "totally thinks" that Jesus would have been a fan of his music.

Bieber's remarks come just a day after he signed the logbook at the Anne Frank house "would have been a Belieber," implying that if she had survived the holocaust Frank would have been a Justin Bieber fan.

"I think its pretty obvious that Anne would have been into me," Bieber told Here and Now magazine this morning. "She was 15 years old. No boyfriend. That's pretty much my key demo.

"If I had been around back then, I totally would have given her a free concert ticket. She deserved one after all that Hitler stuff you know?"
Christian Modesty

Bieber's narcissism stunned the Norwegian reporter, and he decided to goad the tween idol into making even more self-serving comments.

"Justin, you've certainly had a lot of success. But you wouldn't compare yourself to the likes of Nirvana, the Rolling Stones, or the Beatles would you?"

"Dude I'm way bigger than the Beatles," Bieber responded. "What I'm doing, it's very similar to what Jesus was doing. I bring light and hope into people's lives where before there was none.

"I hear the comparison all the time. People come up to me and they're like 'Wow it's like meeting Jesus.' It's pretty cool. We're on similar missions he and I."

"You don't find that arrogant to make such a comparison?" the interviewer inquired.

"You know I don't think it's arrogant at all. I understand why Christians would want to compare Jesus to me. It makes a lot of sense really, and I'm glad their lord and savior reminds them of my greatness.

"In fact I'm a pretty devoted Christian myself. I even have a tattoo of J.C. on my leg. I totally think that dude would have been a fan of my music if he hadn't been killed by Judas or whatever.

"That sucks when cool people get killed. What happened to Anne was especially messed up. But if Anne Frank had survived the holocaust, I like to think we could have worshiped Jesus together."

Justin Bieber is an internationally best selling tween recording artist originally from Canada. He is currently touring Europe on his Believe Tour and his ex-girlfriend recently said he has a small penis.

Ivorian Sets Himself On Fire At Rome's Fiumicino Airport

(Reuters) – A man from Ivory Coast doused himself with fuel and set himself on fire at Rome's Fiumicino airport on Thursday after showing officials a deportation order, police said.

The incident occurred in a customs police office in Terminal 3 of the airport, Italy's largest. Police said the man had poured a canister of fuel over himself and ignited it with a lighter.
The man was taken to hospital in serious condition while a policeman who put out the flames sustained a burn to his arm.

The smoke caused alarm among travellers and a small part of the airport was briefly closed off. No other injuries or disruption were reported. (Reporting by Naomi O'Leary; Editing by Kevin Liffey)
