The Supreme Military Council of Nigeria resumed its meeting in Ghana on the 5th of January and continued and concluded discussion of the remaining subjects on the Agenda. The Council reached agreement on all the items. On the powers and functions of the Federal Military Government the Council reaffirmed its belief in the workability of the existing institutions subject to necessary safequards. Other matters on which agreements were reached included the
following:

  • Re-organization, administration and control of the Army Appointments and promotions to the senior ranks in the Armed Forces, the Police, Diplomatic and Consular Services as well as appointments to super-scale posts in the Federal Civil Service and the equivalent posts in the Federal Statutory Corporations.
  • On the question of displaced persons the Supreme Military Council agreed to set up a committee to look into the problems of rehabilitation and recovery of property. In this connection the Military Governor of the East assured the Council that the order that non-Easterners should leave the Eastern Region would be reviewed with a view to its being lifted as soon as practicable.
  • Agreement was also reached that the staff and employees of Governments and Statutory Corporations who have had to leave their poses as a result of recent disturbances in the country should continue to be paid their full salaries up to the end of 31st March, 1967, provided they have not found alternative employment.
  • The Council agreed that the Ad Hoc Committee on the constitutional future of the country should be resumed as soon as practicable and that the unanimous recommendations of the committee in September 1966, will be considered by the Supreme Military Council at a later meeting.
  • The Council unanimously agreed that future meetings of the Council should be held in Nigeria at a venue to be announced later.
  • The entire members of the Supreme Military Council express profound regret for the bloodshed which has engulfed the country in the past year and avow to do all in their power to ensure there is no recurrence of the unhappy situation.
  • The members of the Supreme Military Council place on record their profound appreciation and gratitude for the constructive initiative and assistance rendered by the Chairman of the National Liberation Council, the Government and people of Ghana.

Statement by the Supreme Council on the Reorganization of the Army, and the Approval of Senior Appointments, and its Declaration on the use of force

I.
The Supreme Military Council now meeting in Ghana has agreed on the following reorganization of the Army: The Army is to be governed by the Supreme Military Council the Chairman of which will be known as Commander-in-Chief and Head of the Federal Military Government.

 

There will be a Military Headquarters on which the Regions will be equally represented and which will be headed by a Chief of Staff. In each Region there shall be an Area Command under the charge of an Area Commander and corresponding with the existing Regions. All matters of policy including appointments and promotions of persons in executive posts in the Armed Forces and Police shall be dealt with by the Supreme Military Council. During the period of the Military Government, Military Governors will have control over their Area Commands in matters of internal security.

The following appointments must be approved by the Supreme Military Council:

  • Diplomatic and Consular posts.
  • Senior posts in the Armed Forces and the Police.
  • Super-scale Federal Civil Service and Federal Corporation posts.
  • Any decision affecting the whole country must be determined by the Supreme Military Council. Where a meeting is not possible such a matter must be referred to Military Governors for comment and concurrence.

II.

We the members of the Supreme Military Council of Nigeria meeting at Accra on 4th day of January, 1967, hereby solemnly and
unequivocably: DECLARE that we renounce the use of force as a means of settling the present crisis in Nigeria, and hold ourselves in honor bound by this declaration. REAFFIRM our faith in discussions and negotiation as the only peaceful way of resolving the Nigerian crisis. AGREE to exchange information on the quantity of arms and ammunition in each unit of the Army in each Region, and also on the quantity of new arms and ammunition in stock.

NIGERIA: Beef- up security now, Imo Professionals task Okorocha

AS the Easter season draws nearer, concerned Imo intellectuals under the aegis of Imo Professionals, have called on their state Governor, Owelle Rochas Okorocha, to as a matter of urgency rise up to the security challenge of the state to guarantee the safety of lives and property during the celebration.

Also the group while condemning the recent Kano luxury bus bombing, advised Ndigbo resident in the North to return home given the serious threat to their lives in the North.

Dissatisfied with the spate of kidnappings and general insecurity in the South East, particularly in Imo State, Imo Professionals noted that there would be no progress and genuine development in the state without a secured environment.

A statement by the group’s President, Mr Vitus Okwara advised Okorocha not to relax as most indigenes are apprehensive of coming home as a result of the state of insecurity.

The statement read in part: “The level of security challenge in Imo State is worrisome and there is an urgent need by the state government to beaf up security this coming Easter season so as to assure those coming back for the celebration that there is no cause for alarm. With the trend of kidnapping in the state where the governor’s aide was even murdered there is urgent need to adopt more effective method.

“We are no longer comfortable with the federal government kid glove approach to the killings of Ndigbo and it is time to say enough is enough. We call on Ndigbo resident in the North to return home for it is only the living that can enjoy wealth.”

Pope Francis washes prisoners’ feet in unprecedented Easter rite

Pope Francis washed the feet of 12 young offenders including two girls and two Muslims at a Rome prison on Thursday in an unprecedented version of an ancient Easter ritual, seen as part of efforts to bring the Catholic Church closer to those in need.

The pope knelt down, washing and kissing the young prisoners’ feet in the first Holy Thursday ceremony of its kind performed by a pontiff in prison, and the first to include women and Muslims.

“Whoever is the most high up must be at the service of others,” Francis said at the mass in the Casal del Marmo youth prison, a fortnight after being elected Latin America’s first pope.

“I do this with all my heart because it is my duty as a priest, as a bishop. I have to be at your service. I love doing it because this is what the Lord has taught me,” the 76-year-old said.

Vatican spokesman Federico Lombardi said many of the participants broke down in tears at the ceremony, which was open only to Vatican media. One young man had to be replaced at the last moment because he was too overcome with emotion.

Video footage from the ceremony showed the pope pouring water over the feet — one of them with tattoos — bending down to kiss them and looking each of the 12 prisoners in the eye before moving on.

Lombardi said that while this was the first time a pope had washed women’s feet, Francis had performed this type of ceremony in his native Argentina many times before becoming pope including in jails, hospitals and old people’s homes.

The Holy Thursday ceremony is usually held in a basilica in the city centre and commemorates the gesture of humility believed to have been performed by Jesus Christ before his death to his 12 disciples at their last meal.

Popes performing the ritual have usually washed the feet of priests.

Catholic traditionalists are likely to be riled by the inclusion of women because all of Jesus’ disciples were male — the same justification used to explain why only men can be Catholic priests.

Francis has already broken with several Vatican traditions with his informal style, although he is yet to begin tackling the many problems assailing the Roman Catholic Church including reform of the scandal-ridden Vatican bureaucracy and bank.

Local prison chaplain Gaetano Greco said he hoped the ritual would be “a positive sign in the lives” of the young offenders at the prison, which has around 50 inmates aged between 14 and 21.

Earlier on Thursday, the pontiff told Catholic priests at a mass in St Peter’s Basilica to stop their “soul-searching” and “introspection”.

“We need to go out… to the outskirts where there is suffering, bloodshed, blindness that longs for sight and prisoners in thrall to many evil masters,” he said.

The former archbishop of Buenos Aires, Jorge Mario Bergoglio, was known in Argentina for his strong social advocacy during his homeland’s devastating economic crisis, his own humble lifestyle and his outreach in poor neighbourhoods.

Holy Thursday is the first of four intensive days in the Christian calendar culminating in Easter Sunday, which commemorates Christ’s resurrection.

On Friday, Francis will recite the Passion of Christ — the story of the last hours of Jesus’s life — in St Peter’s Basilica, before presiding over the Via Crucis — Way of the Cross — ceremony by the Colosseum, where thousands of Christians were believed killed in Roman times.

While a frail Benedict, now 85, presided over last year’s celebrations from under a canopy next to the Colosseum, Francis is expected to take part in the procession and even carry the wooden cross on his shoulder for part of the way.

On Saturday, the pontiff will take part in an evening Easter vigil in St Peter’s Basilica. The Vatican has not yet said whether Francis will follow the tradition of baptising eight adult converts to the Catholic Church during the service.

What AYAC Warri 2013 means to Nigeria, Africa – Uduaghan

Amaju Pinnick has never been this exhausted, not even when he was preparing Delta’s team for the last National Sports Festival which Delta won sensationally in Lagos.

Then his directors, fellow Delta State Sports Commission board members and aides went around training camps ensuring that the coaches were up and doing. His job then was simply to prepare the Delta team. It is different in Warri where he has been leading the Local Organising Committee for the Africa Youth Athletics Championships that will end on Sunday.

In Warri, Amaju is not only in charge of organisation but also in charge of all the countries that are in Nigeria for this maiden edition of a championship that Confederation of Africa Athletics, CAA, hopes will contribute in boosting athletics in the continent.

Africa did not excel at the London Olympics in track and field. The entire continent could only win seven gold medals. And it was decided that  youth competitions would help in taking the sport back to schools and communities where athletes can be discovered young. And one way of doing this was to begin a continental youth competition.

Interestingly, Warri bided to host the first edition on behalf of Nigeria and CAA gladly awarded the hosting rights to Nigeria and  Athletics Federation of Nigeria.

Amaju heads sports in Delta, the most outstanding state in sports development in Nigeria. He gets all the support from a sports loving governor in Emmanuel Uduaghan, himself a sports man. He plays Squash Racket and Tennis but has more passion for tennis, a sport he once played to top level in the old BendelState.

”Dr. Emmanuel Uduaghan is driving this because he feels it will also help the state develop sports in a way,” Amaju says of the funds that the governor has provided for the hosting of the championship called AYAC Warri 2013. Most of the athletes representing Nigeria in this championship are from Delta.

The facilities upgraded for the event will benefit Delta, the equipment Delta bought for it will serve the state and the goodwill AYAC 2013 will bring to Warri cannot be quantified especially after the state presented one of the best facilities for the FIFA Under 17 World Cup in 2009 but was denied hosting rights on security grounds.

Uduaghan made reference to this while inaugurating the LOC for AYAC Warri 2013 and charged them to organise a befitting championship that Africa would be proud of. Aminata Gueye, head of marketing in CAA admits some minor challenges but scores the organisation highly.

”We are doing our best to live up to the expectation of our amiable governor and the expectations of CAA and those of all the countries here in Warri,” Amaju says here. He has worked to raise money to support the grant from the state government. Zenith Bank, Delta State Oil and Gas Producing Company, DESOPADEC are among the sponsors that have complemented the government efforts.

Uduaghan’s vision is to use the instrumentality of sports to develop infrastructure, human capital and peaceful coexistence. He has been encouraging youths to take to sports and assures them that his government would always help them develop their potential and future career. He is not only in developing sports in the state but also the entire country and says that AYAC Warri 2013 could help the Athletics Federation of Nigeria led by Solomon Ogba groom talents to stardom. He says it’s same for all the African countries here in Warri.

”This a development programme conceived by CAA to help African athletes soar and I’m sure it could be the springboard for many of them in their transition to greater heights,” he says of the competition here in Warri. Amaju is not only interested in organising a good event. He, like Uduaghan, is looking at how the state would benefit from the show that has brought up to 28 African countries in the city of Warri.

”When we hosted a sports summit in Asaba October 30 last year, the high point of the whole thing centred on youth development. In a way, this is part of the implementation of the report of that summit. Our youths are in the team. Those not in the team will be influenced to engage in sports having watched interesting scenes here and very importantly are the equipment and facilities that we have acquired for the hosting this in Delta. As at Wednesday, 430 people had been accredited, many of them foreigners. There are technical personnel from Holland, Belgium who are from Timetronics and we have technical officials and the CAA family from other parts of  the continent that are here. And so far, its been hitch-free. This is, therefore, boosting the image of the city and perhaps tourism. The  state is better for it.”

For the first time, Estimated Distance Measurement, EDM, will be used in Nigeria courtesy Delta State Government. And the equipment is from Timetronics, the best in the world for now. The timing and distance measurement device will ensure accurate recording devoid of use of tape.

After AYAC 2013, the Awoturo Eleaya Cup will commence in DeltaState. It is a competition that is designed to fish out talents from the communities and local areas because it starts from the ward levels to Local Government, Senatorial Levels and State final in Sapele. Competitions will be held at these levels and there will be a data base for all the outstanding athletes that will be discovered. Coaches will be assigned to train them from time to time and a programme for development will commence. Delta is also doing the same for football. The Governor’s Cup is at the semifinal stage.

Outstanding ones have already been selected for holiday programmes that will eventually transform into football academies.

”It is part of our human capital development. We will help talents achieve their potentials and possibly take up careers in sports. One day oil will stop flowing and Nigeria will have to look for other sources of income. Our plan is not to be taken unawares in DeltaState, so we are thinking of Delta beyond oil. Sports could be one of the areas that could hugely employ people and that’s why we are taking it seriously,” Uduaghan repeatedly says in sports venues. He is practising what he is preaching. The sports programmes in
DeltaState are speaking for him.

NIGERIA: NFF writes FIFA, CAF on tricky June duels

The Nigeria Football Federation on Thursday wrote to world football-governing body, FIFA and the African body, CAF over tricky 2014 FIFA World Cup qualifying games and the FIFA Confederations Cup, all in the month of June.

FIFA had last week adjusted Nigeria’s matches, meaning the Super Eagles would play Kenya in Nairobi on Wednesday, June 5 and take on Namibia in Windhoek on Wednes-day, June 12, before flying to the FIFA Confederations Cup tournament in Brazil.

Nigeria became Africa’s flagbearer at the tournament following triumph at the Africa Cup of Nations in South Africa last month.

“We have fully appraised our priorities and wish that either of the following options be seriously considered: 1) That the matches in our African qualifying Group F (Kenya Vs Nigeria; Malawi Vs Namibia and; Namibia Vs Nigeria; Malawi Vs Kenya) be played on the SAME DATES of Wednesday, 5th June and Wednesday, 12th June, 2013 respectively.

2)That all the matches be reverted to the ORIGINAL DATES of Saturday, 8th June and Saturday, 15th June, 2013 respectively,” the letter, signed by NFF General Secretary, Barrister Musa Amadu, read, inter alia.

It means the Super Eagles would either play Kenya’s Harambee Stars and Namibia’s Brave Warriors at the same time and day as Malawi would host Namibia and Kenya respectively, or the matches would take place at the World Cup qualifying weekends as originally scheduled.

“We make this request in the interest of fairness, as at the moment, Nigeria and Malawi have same number of points (5) and, for Nigeria to play TWO DAYS before Malawi in each of the two important qualifying games in June will give undue advantage to the Malawians,” the letter concluded.

Amadu added: “We see the FIFA Confederations Cup competition as a key tournament, but we also know we have to qualify for the 2014 FIFA World Cup finals, as priority. It is important to us to go to the FIFA
Confederations Cup and then return to Brazil a year later for the FIFA World Cup finals.”

Brazil murder doctor probed over more deaths

A Brazilian doctor charged with murdering seven hospital patients is now being investigated in connection with hundreds more similar cases of suspicious deaths.

A team led by health ministry investigator Mario Lobato is re-examining the 1,872 deaths that have happened over the past seven years in the intensive care unit led by 56-year-old Virginia Soares de Souza.

On Sunday, Lobato said in an interview with Globo television that 20 of these deaths at the Evangelical hospital in the southern city of Curitiba are now deemed suspicious and 300 more are under review.

De Souza’s lawyer scoffed at the figure, accusing Lobato of “trying to sensationalize with the number of deaths in an intensive care unit.”

“Does that mean that nobody died from causes resulting from their own condition?” he asked, in an interview with AFP. “That would be a unique case worldwide.”

Neither the Brazilian health ministry, the hospital nor the prosecutor’s office of the state of Parana would comment on the case.

De Souza was arrested in February and held for one month before being released on bail. She has denied all the charges against her.

“I was never negligent, careless. I was never blamed for ethical violations and I practiced medicine in a conscientious and correct manner,” she told Globo on Sunday.

Three doctors and two nurses from the same unit have also been charged with murder while a physiotherapist and a nurse face lesser charges.

According to the prosecution, several patients in the unit died from asphyxiation after being given muscle-relaxing medication and having their oxygen supply reduced.

The investigation began two years ago after former hospital employees and relatives of the patients reported allegedly suspicious deaths.

Globo television aired recordings in which de Souza said she wanted “to decongest” the unit. “Unfortunately it is our role to be the springboard to the other world,” she said, in another recording.

Norwegian teacher fired for letting pupils taste her blood

A Norwegian kindergarten teacher has been fired after she brought a vial of her own blood to class and allowed children to touch and taste it,the head teacher of the kindergarten said last week.

The teacher in Sola, on Norway’s western coast,brought in a blood sample that was taken earlier in the day and poured it on a plate for the children,aged between 3 and 6, to see.

“The children asked if they could touch it and she allowed them,” Inger Lise Soemme Andersen told Reuters. “Then they asked ‘how do we get it off?’ so she put her finger in her mouth and the children followed suit.

“The parents are mortified, shaken and shocked.”

Soemme Andersen added that the teacher, a temporary employee, had been tested for AIDS and Hepatitis B following the incident. Results of the tests are not yet in, but authorities consider the risk very low.

NIGERIA: New Imo Deputy Governor unveiled

Barely hours after the impeachment of Sir Jude Agbaso as Deputy Governor of Imo State, the Government House in Owerri has unveiled Prince Ezeakonobi Madumere, Chief of Staff to the Governor, as the replacement.

The profile of Prince Madumere, a copy of which was made available to News Express, indicates that the incoming Deputy Governor is not only of royal blood but is also “a media Strategist, an astute Administrator as well as Management Guru, a team player and an overall strategist per excellence.”

Prince Madumere was born 48 years ago on (on July 4, 1964) to the royal family of HRH Eze Henry Anorue Madumere and Ugoeze Malinda Madumere of Achi Mbieri, Mbaitoli Local Government Area of Imo State.

He had his primary and secondary education in Owerri and Lagos respectively after which he travelled to the United States of America for further studies. Prince Madumere obtained his first degree, B.Sc. in Business Administration, from San-Jacinto College, University of Houston Texas.

While in the United States of America, he worked as an Area Manager of Channel Development in the KFC with PepsiCo Inc. for 13 years.

Holder of the prestigious national honour of MFR (Member of the Federal Republic), Prince Madumere is a Knight of Saint Christopher. The Imo State House of Assembly, which this evening impeached Sir Agbaso for allegedly embezzling N450 million, is expected to give Prince Madumere accelerated clearance.

NIGERIA: NFF complain to FIFA over rescheduled World Cup qualifiers

The Nigeria Football Federation (NFF), has sent a formal complaint to FIFA, complaining about the rescheduled World Cup qualifiers in June.

The world governing body had moved Nigeria’s games against Kenya in Nairobi to June 5 and the game against Namibia in Windhoek to June 12, before they depart to the FIFA Confederations Cup in Brazil.

The NFF, through its General Secretary, Musa Amadu, has now demanded for the other Group F matches to be played on the same day.

“We have fully appraised our priorities and wish that either of the following options be seriously considered: 1) That the matches in our African qualifying Group F (Kenya Vs Nigeria; Malawi Vs Namibia and; Namibia Vs Nigeria; Malawi Vs Kenya) be played on the same dates of Wednesday, 5th June and Wednesday, 12th June, 2013, respectively,” Amadu proposed to FIFA.

“2)That all the matches be reverted to the original dates of Saturday, 8th June and Saturday, 15th June, 2013 respectively.”

Nigeria argued that this would only ensure fairness in the qualifying matches, as the country also seeks to do well in the Confederations Cup.

Amadu stated that, “We make this request in the interest of fairness, as at the moment, Nigeria and Malawi have same number of points (5) and, for Nigeria to play two days before Malawi in each of the two important qualifying games in June will give undue advantage to the Malawians,” said Amadu.

“We see the FIFA Confederations Cup as a key tournament, but we also know we have to qualify for the 2014 FIFA World Cup finals, as priority.

“It is important to us to go to the FIFA Confederations Cup and then return to Brazil a year later for the FIFA World Cup finals.”
