NIPOST to Address Regulatory Challenges at Courier Summit

The Nigerian Postal Service (NIPOST) has concluded all arrangements to hold the third Nigerian Courier Summit in Lagos, where courier regulatory issues among others, would be addressed.
Senior Assistant Postmaster-General and Head of Courier Regulatory Department (CRD) of NIPOST, Dr. Simon Emeje, who dropped the hint at a press conference in Lagos, said the third summit would be a follow-up of the first and second Nigerian Courier Summits held in 2001 and 2004 respectively.
 
He explained that issues that were raised at those summits that have not been fully addressed, would be brought up for discussion and the planned third summit, which he said has been fixed for October 28, in Lagos.
 
Some of the issues to be discussed, according to Emeje, include to identify the implications, inadequacies and discrepancies in the various legislations on courier operations in Nigeria; to work out modalities for legislative conformities of various legislations on courier operations with international treaties and conventions of the Universal Postal Union (ITU), to which Nigeria is a signatory; to set modalities for harmonised legal framework for adequate courier regulatory responsibility; to streamline the tax system against multiple taxation; and to set modalities for harmonisation of various agency policies to ensure smooth playing field for courier operations in Nigeria.
 
Giving insight to some of the issues slated for discussion, Emeje said the issue of multiple taxation has become a serious concern to both the CRD and the courier operators, where different local government agencies from different states of the federation charge courier operators on the same subject matter, as the operators move their logistics from one state to another.
 
“This amount to multiple taxation and it has to stop. The best way to address the issue is to streamline the tax system against multiple taxation and this among other issues, will be discussed at the third Nigerian Courier Summit scheduled to hold at the Sheraton Hotel in Lagos," Emeje said.
 
 
Speaking on the theme of the summit, titled 'Emergent Issues in Nigerian Courier Industry', Emeje, who is officially addressed as the Nigerian Courier Regulatory Headmaster, said such emergent issues to be discussed, would spur up development in the country's courier sector, as the communique that would be released from the summit, would help government in addressing issues that will enhance speedy development of the courier industry.
 
He said the Chairman of Silverbird Television, Mr. Ben Murray Bruce, from the field of communications who is neutral to the controversial issues in courier business in Nigeria, had been scheduled as a guest speaker to deliver the keynote address.
 
The Postmaster-General of the federation, Ibrahim Mori Baba is the chief host, while the Minister of Communications Technology, Mrs. Omobola Johnson, is the chairman of the summit, and the Senate President, Senator David Mark is the special guest. Others expected at the summit include the police, immigration, customs, courier operators and NIPOST staff members.
