As IGP Restates Unalloyed Commitment to Fostering Synergy with Military, Others.
The attention of the Nigeria Police Force has been drawn to a video making the rounds in some sections of the media where a Chief Superintendent of Police of the Rapid Response Squad (RRS), attached to the Abia State Police Command, while on special duty at Umunneochi L.G.A of the state following the kidnap of some members of the community on Sunday 29th May 2022, was seen addressing a crowd in an unapproved and unprofessional manner by attacking a particular ethnic group and casting aspersions on other security agencies.
It is pertinent to state that the officer was at the location to carry out a rescue operation led by an Assistant Commissioner of Police. He had no locus standi to address the press or any group of persons, as such is the sole responsibility of the Commissioner of Police, and the Police Public Relations Officer, or at least his superior in rank who was also at the scene.
His impetuous and unguarded statements expressly contradict salient provisions of the Social Media Policy, Police Act and Regulations, and Code of Conduct for Police Officers, as well as extant laws regulating the conduct and activities of police officers. The Force wishes to state unequivocally that the unguarded utterances of the individual do not represent the principles, ideals, position, and ethics of the Nigeria Police Force, and therefore dissociates itself in its entirety.
The Inspector-General of Police acknowledges and will continually appreciate the robust synergy enjoyed over time by the military and other security agencies in maintaining the internal security, even as he assured that the erring officer will face the disciplinary procedures of the Force for his unguarded indiscretions. He equally restated the commitment of his administration to ensuring all and sundry have access to policing services without sentimental colourations.

Ngozi Okonjo-Iweala Speaks on Peter Obi Character

I am proud of my brother, Gov. Peter Obi. I entitle my talk on him: ‘He came, he saw, he conquered. His governance of Anambra State was full of experiences worth sharing and indeed worth capturing in a book (if not books). It is evident that he really conquered. It deals a lot with his Excellency’s approach to governance over the years. His ways compel us to appreciate his personal qualities, his quiet strength, his passion to make a difference, his dignified and dignifying carriage and conduct, and his never-say-die spirit. I also respect him for what he achieved as a Governor of one of the toughest states in the country – Anambra.

Alhaji Aliko Dangote said that even people in Yobe know that it is not easy to govern Anambra State. I agree with him. In fact, the totality of Nigeria knows how tough Anambra State is; such that until Obi, no leader succeeded to offer them exhilarating leadership.

In Anambra, a State I am personally proud of, we have many intellectuals; those who are hard-working and the wealthiest of men and women. We call them big men and women in Nigeria, and yet among these personalities, Peter Obi has carved his own unique path – defined by humility, hard work and results. The results are clear. As we all know, we are actually using him as an example in so many areas. You will be surprised to know that some people used to say ‘No, keep away from Anambra State,’ we now say ‘Go and see what is being done in Anambra State.’ At the Federal level, his policies have become very good examples for the Educational Sector. Even if you do not like his approach and methods, you cannot quarrel with the results he has achieved. He returned schools to their original Church owners and collaborated with organizations that offered value to the State, acknowledging where the state did not have the capacity. Instead of beating one’s head against the wall and repeatedly making the same mistakes, he decided to make a bold turn. Today, the sterling results are evident.

I so envy what Peter Obi has been able to do here because he gained total control of the State after the initial storm. Many of the policies he tried here are the things we should be doing at the Federal level, both with our finances and policies, but, of course, we are totally hampered by the kind of structure we have. You know, when Peter Obi tried to change the schools, he did not just throw money at them, he was very careful about how he spent the money. He only spent when he was sure he was going to get results and sustainable improvement.

On the network of roads he constructed, I want to acknowledge the fact that few of the roads were the completion of roads Senator Chris Ngige started; even though when you go there now, everybody calls them Ngige roads. It does not matter to him that people would not attribute them to him, as long as the roads serve Ndi-Anambra. Elsewhere, some will abandon them and embark on their own projects. I think that he deserves a big applause. He also initiated and completed many road projects that today Anambra is regarded as having an impressive network of roads.
He attracted serious investors into the State. I knew when SABmiller came, he brought them to my office, and they probably felt they do not know how much money they could make here. They made an investment of about N20 Billion Naira equivalent. Very soon, their turnover and profit doubled and tripled beyond expectations. They are now expanding in the state, building more factories and thinking of other investments they can make. There are many other such examples with companies like Distell, Glaxo Smithkline Beecham, Neimeth Pharmaceuticals, among others.
What I love and admire most in what Governor Obi has done in Anambra State is the fact that he did not neglect the indigenous people who have invested here for a long time. If Innoson Motor Manufacturing Company is known by everybody today at the Federal level, it is simply because Governor Obi made him a showcase. Such patronage is worthy of emulation. He has kept on soliciting Federal support for him, as he himself has supported him in various ways. We have to remember such investors and support them because they invested here first. That is what Obi has done, and I commend him for that.

The development-oriented approach to governance that he has followed while pursuing the Millennium Development Goals (MDGs) is again very important. I will tell you that we have special commendations from the World Bank, and other international agencies have endorsed the way Anambra State pursued its MDGs programmes. This deserves another round of applause.
I see Peter as the true face of Igbo man, given the qualities for which he is known – the humility, the hard work and the prudence. He does not spend easily. He is very intelligent and extremely hard-working. These are quintessential qualities Igbo people are known for.

As the Poet, Virgil says, love conquers everything (Omnia Vincit Amor), and Peter conquers people by love. He can love you to death. If he has an enemy or somebody in conflict with him, instead of approaching them belligerently, he approaches them with respect and love so that even if they do not want him, they are won over. I think we should all look at those qualities. That does not mean that when the time comes to be tough, Peter runs away. I am sure people can tell stories of occasions Peter had been very tough. I know he has even bulldozed houses of people who did not do the right things. In Nigeria, you have to combine being kind and good with also being very tough.

By the sheer power of his personal examples, Peter tells us eloquently the way we should behave and the way we should govern. Though Anambra State has one of the tightest Federal allocations, he has been able to save a lot of money for the State. He has shown so much in development which some other States that receive more cannot boost of. Most importantly, he is leaving Anambra State with no debt but with huge savings. Let me tell you, at the Federal level, he is one of the few Governors that came out clearly in support of our stand to save. We don’t just spend everything. Every smart and sensible person knows that no matter your income, even if it is one naira, you must keep something aside. You never know the day you will need it for your children. So, on his own, he has saved money for the State, and I am very envious. Yes, we managed to save a little at the Federal Level, just a little, but we can do so much more. Even the one we managed to save, we have been spending, because somebody does not believe the Federal Government should save anything.

I want to strongly commend Obi for what he has done. Now, do not be deceived by Peter Obi. When you ask him who he is, he would say I am a trader. Maybe he is, but he is also one of the most enlightened Governors in the country today. He has a strong intellect combined with a practical grasp of real situations. The thing with Peter is that he can play both sides. It is not for nothing that the President invited him, among just the two governors that are Honorary Advisers on Finance. He is equally a member of the Economic Management Team. When Peter needs to show the intellectual side, he does, but when he needs to show the practical side after we would have talked about too much theory, he will say, ‘Wait, I talked with traders in Onitsha yesterday, and this is what they said.’ So he combines a strong intellect with a very good grasp of realities on the ground. He is a good economist. Peter is a true leader, and we always call on him at the Federal level when we need examples.

I want to say something about the incoming Governor. I hope you will continue to uphold the relationship at the Federal level. We always advise Anambra to be part of Federal programmes. The one we are working on now is the one on housing. We have launched the National Mortgage and Re-finance Corporation which, by the end of June, will start pumping money into primary mortgage institutions that actually lend to the people. We need to give hope to the young people in our country. So this Country has to change. To put a programme like that in place we invited fourteen states and Anambra was one of the first to enrol as a pilot state. The state has to meet certain criteria in terms of fastness in allocating land titles, and working with us on land infrastructure so that we can get builders to come and build. This programme is going to take off by the middle of this year, and we will want Anambra to be an example.
All in all, by giving his End of Tenure Report, Gov. Peter Obi has shown another example of good governance. We applaud him and wish him well.

Osinachi: FG Slams 23-Count Charge Against Husband, Nwachukwu

The Attorney-General of the Federation has filed 23-count charges against Peter Nwachukwu, the husband of late gospel artist, Osinachi, who died in April after she was allegedly assaulted by her spouse.

He was charged under sections 104 and 379 of the Administration of Criminal Justice Act, 2015 and culpable homicide contrary to section 221 of the Penal Code which is punishable with death.

The case with charge number, CR/199/2022, was filed at the High Court of the Federal Capital Territory, Abuja, on May 20, 2022, by the Head, Sexual and Gender-Based Violence, Department of Public Prosecutions of the Federation, Ministry of Justice, Mrs Yewande Gbola-Awopetun.

The prosecutor accused the defendant of forcefully ejecting the deceased from the family home, contrary to the VAP Act, adding that he also attempted culpable homicide by pushing Osinachi out of a moving vehicle.

The Federal Government further alleged that the defendant deprived the deceased of her personal liberty by restraining her movement and locking her up in the house.

Nwachukwu was equally accused of emotional, verbal and psychological abuse contrary to section 14(1) of the VAP Act, 2015.

The defendant was said to have denied Osinachi access to her money for medication and household necessities and forced her into begging and borrowing.

The charge further alleges that Osinachi’s husband forcefully isolated and separated her from her family by preventing the deceased’s mother and siblings from visiting her matrimonial home.

Nwachukwu was similarly accused of cruelly beating the children and recording their cry and playing it on his phone, noting that he threatened the children and prevented them from reporting the acts of domestic violence against their mother to his pastor, Dr Paul Enenche or any other person.

One of the count reads, “That you Peter Nwachukwu, 56, male, on the 8th of April, 2022 at Aco Estate, opposite police station, Lugbe, Abuja, FCT, within the jurisdiction of this honourable court, did commit an offence to with: culpable homicide punishable with death in that you caused the death of Mrs Osinachi Nwachukwu by your various acts of violence and aggravated assault with the knowledge that her death would be the probable consequence of your acts.”

Another count reads, “Statement of offence: Emotional, verbal and psychological abuse contrary to section 14(1) of the Violence Against Persons (Prohibition) Act, 2015 and punishable under the same section of the Act.

“Particular of offence: That you, Peter Nwachukwu, male, sometime between 14th November 2009 and April 2022 at Aco Estate, opposite police station, Lugbe, Abuja, FCT, within the jurisdiction of this honourable court, did commit an offence to wit: emotional, verbal and psychological abuse on Mrs Osinachi Nwachukwu (deceased) by humiliating her and making utterances like ‘you are smelling,’ ‘you are mad,’ to her in the presence of her music crew members.”

Channels Television had earlier reported that the popular Nigerian gospel singer who came into the limelight with the hit, “Ekwueme”, which she sang alongside Prospa Ochimana, reportedly died on Friday, April 8 in an Abuja hospital.

It was not immediately clear what the cause of her death was, however, an autopsy was carried out by the FCT Police Command and the result was forwarded to the Director of Public Prosecution for vetting and possible prosecution.

The police also did not give details of the autopsy, but there have been several allegations by family members of the deceased, including her children and other close associates, suggesting that the gospel singer had lived under the torture of her husband during their years of marriage.

This sparked public outcry and national discourse on gender violence, with the police arresting Peter Nwachukwu, the alleged wife beater, with deeper investigations being conducted.

During a meeting between the Inspector General of Police, Mr. Usman Allali Baba and the Minister of Women Affairs, Pauline Tallen as well as the family members of Osinachi, the police boss assured that the matter would be investigated thoroughly and prosecuted in accordance with the law.

Breaking News: Soludo declares curfew, bans motorcycles, keke, shuttle buses from operating on Mondays

Anambra State Governor, Professor Chukwuma Soludo, has declared a curfew in the state. The governor made the declaration in a state broadcast on Wednesday evening in Awka.

Soludo took the decision following reports of wanton killings, kidnappings and other insecurity issues affecting the state.

The former governor of the Central Bank equally banned motorcycles, keke and shuttle buses from operating on Mondays.

According to him: “With effect from tomorrow, Friday, 26th May, 2022, a 6pm to 6am curfew is hereby placed on motorcycles (okada), tricycles (keke), and shuttle buses in Aguata, Ihiala, Ekwusigo, Nnewi North, Nnewi South, Ogbaru, Orumba North and Orumba South Local Governments until further notice.

 Until further notice also, motorcycles, keke and shuttle buses are banned from operating in these local governments on Mondays until the Sit-at-Home completely stops. The youths of every community in the zone are hereby enjoined to assist the security agencies in the implementation of this policy and are mandated to seize any such motorcycle or tricycle on the spot.

 

“Local Vigilantes should report such motorcycles or tricycles (keke) immediately, and they will be confiscated by the government and the owner prosecuted. The Okada, Keke, and shuttle bus union leaders must take responsibility to report their members who are involved in criminal activities. We shall review this after two weeks, and if members of these unions continue to be involved in criminal activities, the government will have no choice but to either disband the Unions and/or ban them out rightly in the state.

“No part of Anambra State (house, bush or forest) shall be used as camps for these criminals. Anyone with a gun in a camp is considered a criminal in Anambra State, and the government and people will work with security agencies to flush them out.

“The State Government shall pursuant to its powers under the Land Use Act revoke and acquire any land found to be harbouring these criminals, for public purpose. Henceforth, every community is required to provide information on any part of their land occupied by these criminals as camps. If the community fails to do so, the government will take over such land.”

Nigeria is a complex country, but not difficult to manage, says Obasanjo

Former President Olusegun Obasanjo on Monday night declared that Nigeria is a complex country, but not difficult to manage if Nigerians were honest and sincere with themselves.

Obasanjo, made the declaration when he received the People’s Democratic Party (PDP) Presidential aspirant and Rivers State Governor, Nyesom Wike at his Penthouse residence, located on the premises of Olusegun Obasanjo Presidential Library, Abeokuta, the Ogun State capital, said no single individual can provide solutions to the nation’s challenges, stressing that these challenges require collective efforts of all Nigerians.

Wike was in the company of Oyo State Governor, Engr. Seyi Makinde, his Benue State counterpart,

, and former governor of Cross River State, Donald Duke, among others.

The elder statesman who acknowledged Wike’s courage in the way he pursued his ambition, reminded his guests that he had long ceased to be a partisan politician, but added that he would continue to seek the welfare of Nigerians.

He said, if Nigeria enthroned the basic ingredients that will bring unity and inclusiveness, all other things will take their positions to help remove conflict and be able to deal with the pernicious issues of insecurity, and the issue of the economy and the wholesomeness of the society.

Obasanjo said, “I have always made a point that I have ceased to be a partisan politician. I don’t belong to any political party, but if politics is the welfare of the people, I cannot cease to be a politician, because I must always seek the welfare of the people”.

“And of course, you all know what the situation of Nigeria is and anybody who doesn’t know that, is either not a Nigerian or is not being truthful to himself or herself, and we need, as I often said, no one individual can say yes, I can do it because the situation Nigeria is today, we need all hands of all Nigerian to be on deck to restore Nigeria and that is what Governor Wike is saying to me”.

“If we talk about courage, he doesn’t lack it, and if you have courage, and you have the conviction to speak your mind. Well, we have a saying in this part of the world that a person who speaks the truth all the time may not even get a mat spread for him because you will incur the displeasure of people, but you need the truth to be spoken and to get ourselves to move Nigeria on the path of unity”.

“We cannot get unity if there is no justice if there is no fairness if there is no equity. And when you have the basic ingredients that will bring unity and inclusiveness, then all other things will take their positions. You will remove conflict, you will be able to deal with this pernicious issue of insecurity and, of course, the issue of the economy and the wholesomeness of the society”.

“The issues he raised are the issues that are dear to my own heart for the unity and stability of Nigeria. And I thank all those who are with him”.

There is one thing that I believe in, and I have always said it over and over again, Nigeria is a complex country, but Nigeria is not a difficult country, if we are sincere and fair to ourselves, it is not a difficult country to manage, and I wish him well”.

On his part, Governor Wike said zoning of political offices and positions is in the Constitution of PDP and in line with the nation’s Constitution, stressing that it provides for fairness and equity.

While reacting to the decision of the PDP for throwing its Presidential ticket open, Wike said, he was prepared to go through the primary.

The Rivers State governor expressed the confidence that he has what it takes to win the PDP primary election and also win at the general elections, pledging to work for the unity, stability and security of the country and Nigerians.

The allegation comes months after he married the star actress.

He is alleged to be in a romantic relationship with two undisclosed actresses.

The allegation was made by a controversial IG blog, Gistlovers.

The blog claimed that Anosike is still seeing these two actresses even after tying the knot with Rita Dominic.

It was also alleged that he was dating three of them (Rita and the two actresses) before he got married to Rita Dominic and has now chosen to keep extra-marital affairs.

Gistlovers further disclosed that these two actresses were present at the couple’s wedding, danced energetically, and even gave them gift items.

Working from home DOESN’T work, says PM Boris Johnson

Working from home doesn’t work, Boris Johnson declares today as he calls for a return to the office.

In an exclusive interview with the Daily Mail, the Prime Minister says full workplaces will lift productivity and revive town and city centres.

Taking a swipe at the out-of-office culture that has taken hold across Whitehall, he adds: ‘My experience of working from home is you spend an awful lot of time making another cup of coffee and then, you know, getting up, walking very slowly to the fridge, hacking off a small piece of cheese, then walking very slowly back to your laptop and then forgetting what it was you’re doing.’

He claims staff are ‘more productive, more energetic, more full of ideas’ when surrounded by colleagues. He says: ‘I believe in the workplace environment.

‘And I think that will help to drive up productivity, it will get our city centres moving in the weekdays and it will be good for mass transit. And a lot of businesses that have been having a tough time will benefit from that.’

In the wide-ranging interview, the Prime Minister also vows to change the law if ‘Leftie lawyers’ obstruct plans to send Channel migrants to Rwanda.

He says that he is ready to ‘dig in for the fight’ against those seeking to block ‘the will of the people’.

Mr Johnson reveals that the first 50 ‘illegal entrants into this country’ have already been served notice that they will be sent to Rwanda within a fortnight.

But Government sources say they are braced for a blizzard of legal claims under human rights laws.

Asked whether he might respond with a review of the European Convention on Human Rights, Mr Johnson replies: ‘We’ll look at everything. Nothing is off the table.’

In other developments:

  • Unions threatened strike action over plans to axe 91,000 civil servants;
  • The PM warned EU leaders he was ‘not bluffing’ over moves to tear up the Northern Ireland Protocol;
  • He predicted Britain could avoid a recession, despite gloomy economic data;

  • He hinted he is considering a drive to persuade over-50s to return to the workplace.

Ministers are locked in a struggle with Civil Service unions over the working from home culture in Whitehall.

Tens of thousands of officials are required to attend the workplace for only two or three days a week, and unions are resisting a full return.

Cabinet Secretary Simon Case is expected to launch a major push on the issue in the coming weeks, amid concerns that failure to return to the office will damage long-term productivity.

Ministers have blamed large-scale working from home for the huge backlogs built up at the Passport Office and DVLA.

The PM says flexible working has a role to play but will damage productivity and creativity if allowed to become the norm.

He says he is ‘not antediluvian about technology…things like Zoom and Teams can increase productivity, rather than just be an excuse for people to stay at home.’

But he adds: ‘We need to get back into the habit of getting into the office. There will be lots of people who disagree with me, but I believe people are more productive, more energetic, more full of ideas, when they are surrounded by other people.’

Members of the FDA union, which represents senior civil servants, this week said work was ‘no longer a place’ and urged ministers to drop ‘indiscriminate demands… for civil servants to return to office-based working’.

Jacob Rees-Mogg yesterday warned the calls from unions could lead to employers ‘offshoring’ their staff.

The Brexit opportunities minister told LBC Radio: ‘It’s a very privileged thing to say – for people in manufacturing, work is a place, for people cleaning work is a place, for security work is a place, for millions of people across this country work is a place.

‘The idea that civil servants should swan off abroad to do their job is slightly giving the game away, that this isn’t about efficiency, this is about lifestyle.

‘Unless of course the FDA means that they’d like us to go for offshoring, but I’d be very surprised if a Left-wing trade union thought the answer to problems was sourcing cheaper labour overseas.’

The PM’s plan to send potentially thousands of Channel migrants to Rwanda is designed to smash the business model of people-smuggling gangs by breaking the link between boarding a dinghy in France and achieving a new life in Britain.

Alleged Sex Scandal Ibadan Poly Student, Aramide Adeleke Dies After 24hrs In Coma

A medical source at the university teaching hospital, Ibadan (UCH) has confirmed that Aramide Adeleke has died in a coma from a Tramadol overdose during the drug-free sex she had with Oromidayo Daniel, who was reportedly died during a fuelled sex with Aramide Adeleke yesterday noon.

She was also reported to have suffered very huge vagina tears in her private part

However, it was gathered that the doctors couldn’t give prior updates to reporters regarding Aramide’s state of Heath, which makes details of the report to be inconclusive.

It was also added that Aramide survive 24hrs in a Coma before she reportedly died around 1:30 pm today.

Marwa Will Do A Great Job At NDLE

For those of us in the Diaspora, there is a need for absolute caution on how we yield our platforms for some felonious elements who masquerade as business or political leaders to do some hatchet jobs, either intentionally or inadvertently.

I say this regarding a post on Facebook by a fellow Ibadan-man based in the USA. The post came 24 hours after the newly appointed Chairman/CEO of NDLEA, Gen. Mohammed Buba Marwa took over at the anti-drug law enforcement agency on Monday when he read the riot act to drug barons and traffickers that with him in the saddle, they will have the NDLEA to contend with if they do not stop their illicit trade.

That is typical of Marwa with hindsight on what he did with ‘Operation Saki’ and ‘Operation Sweep’ against criminal elements as a military administrator in Borno and Lagos States, respectively.

The Facebook post to me is suspicious, more so that it is laden with falsehood and fiction. It is a known fact that Marwa was harassed by former President Obasanjo, using the EFCC when he wanted to vie for the Presidency in 2006/2007. And that was where it all ended. But to claim he forfeited properties in Europe and America is ridiculous. I will like such evidence produced if there was anything like that. This could only have happened under a plea bargain or upon the prosecution. And from my enquiries so far, nothing like that happened, as I even got to know he was later exonerated by the same agency after no infraction was established against him. Otherwise, he could have been prosecuted long ago. We have also read many such previous plea bargains in the public domain, as EFCC usually makes it public. None such was made public by EFCC to date.

I have gone this far, to urge our fellow Diaspora that we should only yield our platforms to facts-based narratives rather than deriding our reputation and presenting ourselves as pensionaries.

For a man who worked for two years along with others to develop a blueprint on how to end drug abuse in Nigeria as Chairman, of the Presidential Advisory Committee for the Elimination of Drug Abuse, PACEDA, I do not think anyone is more qualified for the task of repositioning NDLEA as him. For a two-time governor to accept such a task should be commended rather than the unnecessary attacks.

I have followed Gen. Marwa’s trajectory of public service as Military Attaché, Nigerian Embassy, Washington DC, USA, Defence Attaché, United Nations, New York, as well as former Nigeria’s Ambassador to South Africa and the Kingdoms of Lesotho and Swaziland. In addition to being a Military Administrator in Borno and Lagos States, his records of performance anywhere he goes has been excellent. As such, we should give him all the support and cooperation needed to succeed in his assignment.

Herdsmen crisis underscores Nigeria’s complex security threats

In April, Nigerian President Muhammadu Buhari announced that he would run for a second term in the 2019 presidential election. This came despite mixed reviews about his first term, and his record in the office gives his critics plenty of metaphorical sticks with which to beat him.

There’s the dire state of the economy, with low oil prices resulting in sluggish growth and spiralling unemployment. The country only pulled itself out of a recession in the second quarter of 2017, but recent figures suggest the trajectory is slightly downwards again. Global economic headwinds mean this is not all Buhari’s fault, but nonetheless some pledges from his previous election campaign remain unfulfilled (such as the one to create three million new jobs).

There’s also the failure to defeat Boko Haram, despite numerous pledges from senior government and military officials that the Islamist militant group has been vanquished. A tough security response to Boko Haram was a central plank of Buhari’s 2014 campaign, but the group has proved remarkably resilient. It continues to attack cities and towns in north-eastern Nigeria and military positions.

Boko Haram recently made headlines when it kidnapped 109 girls from the north-eastern town of Dapchi, in an attack reminiscent of the 2014 Chibok abductions. This Dapchi raid was however carried out by a different faction, and all the girls but one were soon returned. This is a reminder that Buhari has had some counter-terrorism successes. Boko Haram has been pushed out of territory it previously controlled, especially in Borno State, and is weaker than under former President Goodluck Jonathan’s watch.

Then there are Buhari’s own health problems, which have seen him spend months of his presidency on sick leave in London. In 2018 he has spent much less time at the doctor, but his health remains a hot political issue, especially for opposition parties. After his medical sojourn earlier this month, the opposition People’s Democratic Party described him as ‘unwell, ailing and unfit to attend to state matters’.

Yet despite the severity of each of these problems, Buhari is facing an even more serious challenge: extreme violence in Nigeria’s central belt between farmers and herdsmen. His response to this issue may ultimately come to define his first term in office.

From the way it is told by hyperbolic southern Nigerian columnists, the Nigerian state has never encountered an enemy as fearsome as the Fulani herdsman. They are the ‘heathen hordes that seek to conquer and enslave our people’ as they rape, murder and pillage their way across the country, says one. They are ‘obsessed to conquer the South and take it from the ancestral owners’, says another. Even literary legend Wole Soyinka describes them as ‘marauders’ who ‘swoop on sleeping settlements’ and whose ‘weapon is undiluted terror’.

So who exactly are the Fulani, and why are they accused of wreaking such havoc?

The Fulani are an ethnic group, thought to be the largest in the Sahel with a population of 20 to 30 million. Traditionally the Fulani are semi-nomadic cattle herders, and communities would travel vast distances along grazing routes to find places for their herds to eat.

In Nigeria, the Fulani are mostly concentrated in the north. But a combination of political instability and drought is pushing them further and further south, where they are coming into conflict with local farming communities. Over the past few years, tensions between farmers and herdsmen have risen sharply, as has violence between the groups.

The conflict ‘has increasingly ethnic (Fulani vs other Nigerian ethnicities), religious (Muslim herders vs Christian south), and cultural (nomadic vs sedentary) dimensions’, says Dr Roudabeh Kishi, director of the Armed Conflict Location and Event Data Project (ACLED), which monitors and maps conflict.

According to ACLED’s data, Fulani ethnic militias were responsible for 217 civilian fatalities between January and April this year, with March being an especially violent month. In contrast, Boko Haram – among the most dangerous terrorist groups on the continent – killed 78 civilians in the same period.

‘Fulani attacks on farmers are primarily practical rather than ideological; competition for suitable grazing land over the autumn and winter months. Though this has historically been seen as a reoccurring seasonal problem for many of the area’s farming communities, last month’s uncharacteristic level of violence has demanded attention of the national government and military,’ says Kishi.

So far, Buhari’s government has been slow to respond, with the Fulani issue receiving far less attention and resources than Boko Haram. Critics suggest that this is because Buhari is himself a Fulani, and is therefore unwilling to clamp down on members of his own ethnic group.

As Africa Confidential writes: ‘The herdsman-farmer clashes, with both sides forming well-armed ‘self-defence’ militias, (have) become the dominant security issue in the country. In reality, it is one element of a wider problem of rampant criminality, either ignored or encouraged by local politicians.

‘For Buhari, it is a core issue on which he has campaigned for over a decade. In several interviews, he has warned that if the livelihoods of the herdsmen, mostly from his own Fulani ethnic group, are not protected as part of a coherent agricultural and livestock strategy, mayhem will ensue.’

Another neglected factor in this complex problem is climate change, which is permanently reconfiguring the landscape of northern Nigeria. Chiagozie Udeh, a climate change policy analyst, writes in Ecologist that the government’s response ‘has ignored climate change as the source of conflict exacerbating the herdsmen’s grazing crisis’.

‘Historically, since the existence of Nigeria, the Fulani herdsmen have grazed their herds in the north and intermittently in other areas. But incremental drought with resultant desert encroachment forced them to regularly look southwards for greener grazing areas,’ he says. Udeh argues that Nigeria must prioritise efforts to mitigate the worst effects of climate change, such as with the Great Green Wall, a reforestation initiative designed to prevent the Sahel desert from creeping further south.

The country should also use its diplomatic clout to be more active on the international stage. ‘It is distressing that Nigeria is not yet a member of the Climate Vulnerable Forum (CVF) – a 43-nation group of most vulnerable countries that negotiate as a bloc at the United Nations Framework Convention on Climate Change (UNFCCC). It speaks to the lethargy that characterises such issues of great importance,’ says Udeh.

As Buhari prepares his re-election campaign, there is little doubt that the violence in Nigeria’s central areas is going to dominate the national discourse. But to lay all the blame on ethnic Fulani militias is to miss the point. They are a symptom of a much broader problem – and, to contain the violence, a much broader, multifaceted response is required.
